An assessment process is a diagnostic tool for determining what training needs to take place. It is an assessment that looks at employee and organizational knowledge, skills, and abilities, to identify any gaps or areas of need. Once the training needs are identified, then you need to determine/develop objectives to be accomplished by the training. These objectives will form criteria for measures of success and utility. This analysis can be performed by managers who are able to observe their staff and make recommendations for training based on performance issues or gaps between performance and objectives. This paper throws light on factors such as Job Redesign , Performance Appraisal by taking 50 employees as respondents from automobile industries using simple random sampling as sampling technique and descriptive & exploratory research as research design and fed to SPSS using ONE WAY ANOVA & Friedman test.

Preliminary study into the changing task roles of administrative support staff suggests that their training and development may be unduly and unhelpfully influenced both by management whim and by the flaws inherent in the application of conventional performance appraisal techniques. Drawing from a review of the literature, questions the reasons for undertaking performance appraisals and develops the argument that conventional appraisal methodology typically concentrates on the “summary” (or comparative) effectiveness of employees at the expense of meaningful diagnostic evaluation. Further suggests that in order to determine training and developmental needs effectively, techniques need to be devised which combine analysis at a number of different levels. Presents a conceptual model, and proposes behavioural expectation scales as tenable mechanisms for facilitating gainful diagnosis and constructive needs analysis.

Defining the training needs in organizations is the most important factor in human capital development. The aim of this study was to provide the applicable model of training needs assessment in organizations. The population of the study consisted of 460 employees in some organizations. Simple random sampling was used and the sample size was estimated 210 people using Morgan table. Based on the literature, research, ISO 10015 standard and applicable experience in this area, key indicators of training needs assessment in four dimensions, namely job competencies, organizational objectives, problem solving, and developmental gaps were identified. Using the experts’ opinion, a researcher-made questionnaire consisted of 12 items was developed as the instrument for data collection and the data were analyzed by SPSS. The results of the analysis indicated that all the research objectives were supported. As observed, among the dimensions of model, job competencies and organizational objectives had the highest and the lowest mean, respectively. Also, the findings of the paper indicated how to define the training needs according to this model with practical examples. In addition, defining the training needs according to this model can be used in organizations, industries, and different business to empower the human capitals.
