TJ Maxx equipping store workers with body cameras to deter shoplifters

(CNN) - TJ Maxx, Marshall’s and Home Goods have equipped some store employees with police-like body cameras.

The stores’ parent company TJX said the measure is meant to thwart shoplifting and keep customers and employees safe.

The company did not share its policy on when the cameras are turned on, but a spokesperson said it only shared video footage if law enforcement requests it or in response to a subpoena.

TJX is not the only retail chain looking at body cameras. About a third of U.S. retailers said they were researching body cameras for employees, according to a survey by the National Retail Federation last year.

Despite its growing trend, worker advocates said improved training, better staffing levels and other safety investments do more to reduce shoplifting.

Inside the Promise and Plight of Black Cops in Cleveland

Vincent Montague, who was president of the Black Shield Police Association and who once called for police reform, is currently a petty officer in the military.

When he shot and wounded Greg Love in 2013, Vincent Montague was a patrolman with a stressful traffic assignment in the hectic heart of downtown Cleveland’s nightlife scene. After Love tried to turn down a closed-off street, Montague approached his car with a Glock in hand. A few moments later, Love’s fresh white T-shirt would be drenched in blood. Both men are Black.

Montague was cleared of any criminal wrongdoing and only served a one-day suspension related to the incident. But the U.S. Department of Justice called the shooting an example of “poor tactics” and “unnecessary and unreasonable use of force” in a sweeping investigation that led to the federal consent decree still in place today.

In 2020, Montague’s name was back in the news — as an example of how Black officers could reform policing. In the years following the shooting, Montague had become president of the Black Shield, a storied Black police organization that sued the city in the 1970s over its discriminatory employment practices. The lawsuit led to a hiring consent decree that lasted until the mid-’90s and greatly increased the department's diversity.

For Wilbert L. Cooper, a staff writer for The Marshall Project, reading about Montague’s activism was surprising. Cooper grew up in Greater Cleveland and has “blood in blue.” His family members have served as police officers in Cleveland across three generations, and paid dues as members of the Black Shield. As he puts it,“There is a part of me that desperately wants to believe that Black cops like Montague could change law enforcement from within.”

Nearly four years ago, Cooper set out to truly understand how Black cops can change their police departments — and how their police departments change them. He immersed himself in Montague’s world, conducting countless interviews with him, Black Shield members and Montague’s newfound allies in Black Lives Matter Cleveland.

Then, in the midst of the reporting, Montague’s career and life started to unravel.

The story of Montague’s unceremonious downfall has been told in bits and pieces before. Some of the characters who weigh in will be familiar to Clevelanders who have followed the roller coaster of police reform in recent years. Cooper’s story for The Marshall Project weaves a narrative that adds historical insight and offers an expansive look at the promise and plight of Black cops in Cleveland — and whether their presence in law enforcement makes our city’s Black community any safer.

The urgent themes touched on in this story will be explored in more depth in “The Black Shield,” Cooper’s forthcoming book published by Farrar, Straus and Giroux.

Hundreds gathered at the Huntington Convention Center in downtown Cleveland on May 19 for a half-day event to raise awareness about the barriers faced by Ohioans with criminal convictions. Speakers shared their struggles to find housing, run a business or even open a bank account because of a felony conviction.

Building Freedom Ohio hosted the function, which focused on building political power to remove those barriers through voter registration and mobilization. The group is also lobbying for legislation, including what’s been dubbed the GROW act — Getting Rehabilitated Ohioans Working . The bill, introduced in March by two Republican lawmakers, would make it easier for some people with felony convictions to have their records sealed after a crime-free period. The group plans to rally in support of the law at the Ohio Statehouse in Columbus on June 12.

Following the event, the group headed to the city’s symbolic Free Stamp and chanted, “We did our time, let us go. We did our time, let us go.”

Last year, The Marshall Project - Cleveland and WEWS News 5 revealed that hundreds of thousands of Ohio drivers were blocked from getting a valid driver’s license because of suspensions for not having proof of insurance, failing to pay court fines or missing child support payments.

A proposed law that promised to ease pathways to restoring driving privileges passed the Ohio Senate unanimously last week .

Provisions of the bill that were removed or tweaked before the vote include that:

  • Drivers would still face suspensions for failing to appear in court. But first, courts would have to send an additional citation and drivers would have 30 days to contact the court before a license would be suspended.
  • The bill would not eliminate costly reinstatement fees for drivers who don’t have proof of insurance, but it would make it harder to rack up repeat suspensions that can escalate the total amount of reinstatement fees.
  • Ohio would retroactively eliminate penalties related to a driver’s failure to pay court fines and fees that would be automatic if the bill is passed.
  • Any remaining suspensions or financial penalties linked to a now-defunct program that sent letters to verify that drivers were insured would be eliminated .

The timeline for the Ohio House to pass the bill is short, though the bill does have broad bipartisan support, Zack Eckles of the Ohio Poverty Law Center said.

“Hopefully they will move it quickly,” he said. “But I would not dare to predict anything.”

  • Two young leaders from New Era Cleveland share what they’ve learned about gun safety and how adults can better support kids traumatized by gun violence. Both were among a group of young Clevelanders who recently gave public comment at a Cleveland City Council meeting and told Signal Cleveland why the issue is important to them.
  • Ohio lawmakers are exploring new methods of carrying out executions amid a six-year unofficial moratorium fueled by botched lethal injection attempts and access challenges to drugs used previously, the Ohio Capital Journal reports.
  • The Cuyahoga County Agency of Inspector General conducted an “autopsy” to explain how the county wasted $1.1 million paying Securus Technologies for a jail management system that was never put in place.
  • Efforts to strip law enforcement of its qualified immunity protections from lawsuits through amendments to the Ohio Constitution are continuing in federal court , despite legal objections by Ohio Attorney General Dave Yost, Cleveland.com reported.

While the CSU College of Law has been a part of Cleveland State University since 1969, its history as a Cleveland-area law school dates back to the late nineteenth century. In 1897, Cleveland Law School was established, becoming Ohio's first evening law school. It also became the first law school in Ohio to admit women and one of the first in the state to admit minority students.

In 1946, Cleveland Law School merged with John Marshall School of Law, which had been founded in 1916 by several Cleveland attorneys. The new Cleveland-Marshall Law School moved into the Ontario Building at 1240 Ontario Street, where it remained for several decades until the law school building was demolished to make room for the Cuyahoga County Justice Center.

In 1969, Cleveland-Marshall officially affiliated itself with Cleveland State University, becoming the Cleveland-Marshall College of Law. The new CSU college held classes in several buildings on campus, including Rhodes Tower and the Chester Building, before it moved into its own building on the corner of East 18th Street and Euclid Avenue in 1977. The building was dedicated that year by Prince Charles of England. A major addition to the building, including a state of the art law library, was added in 1997. In 2022, the CSU Board of Trustees voted to approve changing the school's name, dropping its namesake, who was a U.S. Supreme Court Chief Justice John Marshall but also a slaveholder.

The Cleveland-Marshall College of Law sits on grounds that were at one time occupied by the Millionaire Row mansions of two of Cleveland's most prominent nineteenth-century businessmen—E.W. Oglebay, the co-founder of Oglebay-Norton Mining Co., and Truman Handy, president of Mercantile Bank and promoter of the early railroad industry in midwest America.

Guardians Reliever To Make First Career Start On Wednesday Night

On Tuesday night, the Cleveland Guardians earned an important series-opening victory over the Kansas City Royals .

With the win, Cleveland grew its American League Central Division lead to five games.

After the contest, Guardians Manager Stephen Vogt announced a change in the team’s starting rotation for the series.

Reliever Nick Sandlin is set to take the mound to begin the second game of the set on Wednesday night. While this will mark his 171st regular-season MLB appearance, it will be his first career Major League start.

The right-hander has pitched very well this season, going 4-0 with a 2.77 ERA, one save, 29 strikeouts, a 0.77 WHIP, and .126 opposing batting average in 29 relief appearances.

Usual starter Logan Allen will be available out of Cleveland’s bullpen. In his last outing, the left-hander tied his career-high of seven earned runs allowed on six hits, walking two and striking out just one in a career-low 1.2 innings of work on the road against the Colorado Rockies.

Time will tell if Wednesday night will serve as a “bullpen game” for the Guardians’ pitching staff, a contest in which multiple relievers shoulder the innings load of a starting pitcher. Cleveland’s bullpen has been one of the premier units in baseball, leading MLB in: ERA (2.38), holds (51), fewest runs allowed (69), fewest earned runs allowed (60), fewest home runs allowed (11), WHIP (0.97), opposing batting average (.194), and saves (22, tied).

First pitch for the second game of Cleveland’s current series against Kansas City is set for 6:40 p.m. on Wednesday night at Progressive Field.

Welcome to Cleveland-Marshall College of Law! 

My name is Doron Kalir, and I'll be your Contract Law professor. I look forward to meeting each of you – either in person, or via Zoom.

My original intention was to teach this semester in the following hybrid manner. Now that has changed, and I decided, with a heavy heart, to teach remotely. I apologize for any confusion this may have caused. 

In the following lines I will address the books you should purchase and the assignment you have to complete before our first class.

Book # 1: Please purchase the casebook, Problems in Contract Law (Knapp, Crystal, et al., 8thEdition);

(Please be sure to purchase ONLY the 8th edition of the book, NOT the 9th. Also, there is NO reason to buy the book with the so-called “access code.” And, by all means, you can surely buy a USED COPY. i received several questions about both (edition and access code), and the answer is a simple No.) 

Book # 2: Please also purchase the Statutory Supplement of the Casebook, Rules of Contract Law , by Knapp, Crystal et al., from 2017-18. (Same caveats apply). 

Reading Assignments:

Your Reading Assignments  for the first week of class are the following:

A . For our first class, on Tuesday Aug. 25, please read pages 1-17 & 29-41.

Pages 1-17 include some background information on the study of contract law; we will discuss some of it briefly in class.

Ray v. William G. Eurice & Bros., Inc . will be our first Contract Law case. Please be sure to read it carefully, at least twice.

Please think of the following ten questions (which I will repeat regarding every case we’ll learn this semester): 

1. In this case – like in any other case - A sued B. Who is A? Who is B?

2. What did A argue ? (This is referred to as the "claimed facts"). 

3. What did A want ? (This is referred to as "remedy"). 

4. What did B argue in response ? (This is a key feature of our "adversarial court system." Each side makes different - and often opposing - claims.)

5. What did the court (below) decide ? Did it Give A what they wanted? (This is referred to as the "lower court holding"). 

6. What was the lower court's reasoning ? 

7. Who appealed the decision ? (That person is referred to as the “Appellant”; the other party to the appeal is the "Appellee"). 

8. What did Appellant argue on Appeal ? What did Appellee argue back? (note that the adversity continues on appeal). 

9. What did the court of appeals decide ? Who "won" the case ? 

10. What was the Court of Appeals’ reasoning?
