Amharic is the working language of Ethiopia. It is the second-most commonly spoken Semitic language in the world next to Arabic. Amharic is morphologically complex and under-resourced, which poses tremendous challenges for natural language processing. The development of fully functional Amharic text processing applications is a non-trivial task for researchers and developers. Despite attempts to develop some applications, lack of standards in corpus collection and resource development resulted in the problem of interoperability. The aim of this paper is to present and evaluate the accessibility of Amharic corpora, resources and tools with the purpose of highlighting the status of Amharic language processing applications. We present available resources and linguistic tools, assess their usability and effectiveness, investigate the implications of the morphological complexity and put the way forward in the development of Amharic text processing applications.

Geez To Amharic Automatic Machine Translation: A Statistical Approach

Machine translation (MT) systems are now able to provide very accurate results for high resource language pairs. However, for many low resource languages, MT is still under active research. In this paper, we develop and share a dataset to automatically evaluate the quality of MT systems for Amharic. We compare two commercially available MT systems that support translation of Amharic to and from English to assess the current state of MT for Amharic. The BLEU score results show that the results for Amharic translation are promising but still low. We hope that this dataset will be useful to the research community both in academia and industry as a benchmark to evaluate Amharic MT systems.

This paper deals with translation of English documents to Oromo using statistical methods. Whereas English is the lingua franca of online information, Oromo, despite its relative wide distribution within Ethiopia and neighbouring countries like Kenya and Somalia, is one of the most resource scarce languages. The paper has two main goals: one is to test how far we can go with the available limited parallel corpus for the English – Oromo language pair and the applicability of existing Statistical Machine Translation (SMT) systems on this language pair. The second goal is to analyze the output of the system with the objective of identifying the challenges that need to be tackled. Since the language is resource scarce as mentioned above, we cannot get as many parallel documents as we want for the experiment. However, using a limited corpus of 20,000 bilingual sentences and 62, 300 monolingual sentences, translation accuracy in terms of BLEU Score of 17.74% was achieved.

In this paper, we describe an attempt towards the development of parallel corpora for English and Ethiopian Languages, such as Amharic, Tigrigna, Afan-Oromo, Wolaytta and Ge’ez. The corpora are used for conducting bi-directional SMT experiments. The BLEU scores of the bi-directional SMT systems show a promising result. The morphological richness of the Ethiopian languages has a great impact on the performance of SMT especially when the targets are Ethiopian languages.

English is a language that is widely spoken on different parts of the world. Most of the published literatures are available in English. Afaan Oromo language is one of the language spoken in Ethiopia, It is obvious that both Afaan Oromo and English speakers need the data or documents written in English or Afaan Oromo and they also need to communicate with each other. However, the communication gap needs to be bridged; therefore, handling this problem initiate this study to design a bi-directional Afaan Oromo-English statistical machine translation. In order to conduct the study the corpus was collected from different online sources which are parallel corpus suitable for machine translation. Experimental results shows that 18 % and 35 % BLEU score was registered from English-Afaan Oromo and from Afaan Oromo-English respectively. Statistical machine translation (SMT) is an approach that mainly uses parallel corpus for translation and its performance is dependent on effectiveness of alignment of source and target languages. This study explores the effect of word, phrase and sentence levels of alignment on English-Afaan Oromo statistical machine translation. We used GIZA++, Anymalignment and hunalign for word level, phrase level and sentence level alignment, respectively. Experimental result shows that 27% BLUE score is recorded at phrase level alignment with maximum phrase length of 16. The Syntactic structure sensitivity of the alignment tool and the challenge of word correspondence variation in the two languages needs further investigation.

Amazigh language is the autochthon language of North Africa. However, until 2011 that it became a constitutionally official language in Morocco, after years of persecution. Amazigh language is still considered as one of the under resourced languages. This paper presents the development of a multilingual parallel corpus (Amazigh-English-French) aligned on the sentence level. The objective is to be used in linguistic research, teaching, and natural language processing application, primarily machine translation. The paper discusses this aspect, and presents the corpus encoding. A multilingual parallel corpus, which brings together Amazigh, English and French, is a new resource for the NLP community that completes the present panorama of parallel corpora. To the best of our knowledge, this corpus is the first Amazigh-English-French multilingual parallel corpus. The built corpus is sentence aligned, including 31864 sentences. The alignment was done automatically, while the evaluation was done manually. The evaluation results are satisfactory, achieving more than 90%.

Africa has over 2000 languages. Despite this, African languages account for a small portion of available resources and publications in Natural Language Processing (NLP). This is due to multiple factors, including: a lack of focus from government and funding, discoverability, a lack of community, sheer language complexity, difficulty in reproducing papers and no benchmarks to compare techniques. To begin to address the identified problems, MASAKHANE, an open-source, continent-wide, distributed, online research effort for machine translation for African languages, was founded. In this paper, we discuss our methodology for building the community and spurring research from the African continent, as well as outline the success of the community in terms of addressing the identified problems affecting African NLP.

The Nexus Between Higher Education Expansion and Economic Growth in Ethiopia: An Empirical Examination

Over the past three decades, Ethiopia’s higher education system has undergone substantial expansion, marked by an increase in the number of universities from two to more than 100 and a surge in student enrollment from 48 000 to more than 400 000. Despite this growth, there is a paucity of research on the relationship between higher education expansion and economic growth, with the few quantitative studies that have been undertaken yielding inconsistent outcomes. This research study embraced endogenous economic growth theory, employed the Autoregressive Distributive Lag (ARDL) bound testing model, and used World Bank data from 1991 to 2021 to explore the relationship between economic growth (measured by GDP per capita) and the expansion of higher education (proxied by gross tertiary enrollment). Contrary to prevailing assumptions, the study uncovered an insignificant association between higher education expansion and economic growth. Unlike other studies, it used qualitative analysis to unearth the potential contributing factors and identified subpar educational quality, limited university autonomy, and constrained academic freedom as critical issues. It is recommended that policymakers in countries undergoing similar higher education expansion should not only focus on increasing the number of students, but also prioritise improving the quality of education, granting greater autonomy to universities, and ensuring academic freedom. These factors are crucial for higher education to effectively contribute to economic growth.
