As some Democrats call to replace Biden after debate, 1 senior Illinois rep. said he's still all in

CHICAGO (WLS) -- President Joe Biden doubled down Monday on his plans to stay in the race, calling out critics who say he should step aside.
The president sent a letter to House Democrats, saying it's time to move on from the debate.

One senior Illinois representative said he's all in for Biden.
Biden remains adamantly committed to his campaign for reelection despite concerns within his own party that he may not be up for another four years.
On Monday, the president sent a letter to Democratic members of Congress , saying he firmly believes he's the party's best chance in November.
"We have one job. And that is to beat Donald Trump. Any weakening of resolve or lack of clarity about the task ahead only helps Trump and hurts us," Biden wrote.
Congressman Danny Davis said he needs no convincing.
"Joe Biden is the candidate. He's my candidate, and he's America's champion. And we need to keep him there," said Rep. Davis, D-Chicago.
The president was on MSNBC Monday morning, saying voters have spoken.
"All the data shows that the average Democrat out there who voted, the 14 million of them have voted for me, still want me to be the nominee," Biden said.
But, with polling suggesting Biden now trails Donald Trump in many battleground states, the lone member of the Illinois congressional delegation calling for the president to step aside defended that statement again Monday morning.
"I think we have to be honest with ourselves; the situation is not getting better. Frankly, it's getting worse," said Rep. Mike Quigley, D-Chicago. "What I would stress to the president: This isn't just about you. It's not about loyalty; it's about being pragmatic. We have to be honest with ourself. It's not just the White House at stake."
On a call with major donors Monday, the president tripled down on staying in the race, vowing to go on the attack in the next debate.
On Tuesday, House and Senate Democrats will meet separately in Washington to discuss the situation.
Congressman Davis, who is older than Biden, said age should not be part of the discussion.
"I have not seen anything that I could describe as cognitive decline (in Biden)," Davis said.
Meanwhile, Republicans at at a Palatine dinner Monday night feel confident ahead of a consequential convention and hope the current Democratic Party turmoil will translate to GOP wins locally.
"It's a really exciting time. It's a scary time for our future as an American, but we have a real opportunity to embrace positive change," said House Minority Leader State Rep. Tony McCombie.
The Northwest Suburban GOP Lincoln Day Dinner came one week before the start of the Republican National Convention in Milwaukee.
"Donald J. Trump, you heard it first here, is going to win a 40-state reelection landslide!" said former Trump senior economic advisor Stephen Moore.
Republicans there said doubts about Biden will benefit GOP candidates locally.
"We look at a lot of our state rep races, a lot of our senate races and our congressional races that are moderate districts, and we are so encouraged to have more wins in those areas because the Democratic Party right now is self-destructing," said Palatine Township Republican Committeeman Aaron Del Mar.
The Democratic National Convention is in just 42 days. Capitol Hill Democrats are planning to meet in Tuesday morning to discuss next steps.
"I think he needs to continue to get out and be in front of the American people, to speak without the teleprompter in front of people. Show us the Joe Biden that we knew four years ago," said Democratic U.S. Rep. Brad Schneider, who represents the north and northwest suburbs.
For the president, his next major test begins Tuesday, when the three-day NATO Summit gets underway in Washington, and world leaders will be making their own assessment of the president.

As lawmakers head back to Washington on Monday after their one-week recess, President Joe Biden is issuing a stern warning: I'm not going anywhere; time to pipe down.
In a letter to Democrats in both chambers, Biden struck a defiant tone, even as he acknowledged "good faith fears and worries about what is at stake in this election."
"The question of how to move forward has been well-aired for over a week now," Biden wrote. "And it's time for it to end."

Five House Democrats have publicly called for Biden to drop out , and more are likely to do so this week.
Biden argued that Democratic voters spoke "clearly and decisively" during this year's presidential primary, noting that Robert F. Kennedy Jr. dropped out to become an independent while Rep. Dean Phillips of Minnesota "attacked me for being too old" but "was soundly defeated."
Much of the letter reiterated Biden's record as president while highlighting the threat Democrats see from Donald Trump and "MAGA Republicans."

Several news outlets reported that several high-ranking House Democrats â including Reps. Jerry Nadler of New York, Mark Takano of California, Adam Smith of Washington, and Joe Morelle of New York â said during a private call with colleagues on Sunday that Biden should step aside.
Most lawmakers have been able to avoid questions about Biden's viability in the days since his disastrous debate performance . House Democrats largely dodged questions the following day, while senators have not been in session since before the debate.

White House physician says visits by neurologist were part of Biden's routine physicals

The White House physician says a neurological specialist has only visited President Biden as part of routine physicals, following questions about Bidenâs fitness for office. Other visits by the specialist to the White House were to treat military personnel who experience neurological issues related to their service, the White House physician added in a letter issued on Monday .
The White House has disclosed after each of the presidentâs three annual medical reports that he has been seen by a neurologist, among many other specialists, who looked at whether there were signs of conditions like multiple sclerosis, Parkinsonâs or ALS.
Who is backing Biden? We're keeping track
On Monday, the New York Times reported that a neurologist has visited the White House eight times in the past eight months, according to visitor logs.
Asked about the report in Mondayâs briefing, White House press secretary Karine Jean-Pierre noted the three disclosures, and said that Biden had seen a neurologist three times in connection with the physicals.
She said that the White House Medical Unit cares for a large number of people on the White House complex and declined to provide details about why a specialist had visited the campus other times, citing privacy reasons.
Jean-Pierre said Biden was not being treated for Parkinsonâs and was not taking medication for it. She noted that Biden regularly checks in with his team of doctors at the White House Medical Unit.
In his letter released by the White House Monday night, White House physician Dr. Kevin OâConnor said he received special permission to disclose additional details about the specialist, Dr. Kevin Cannard, and his examinations, a departure from standard practice.
Congressional Democrats are divided over Biden's future after debate performance
OâConnor said Cannard has been the neurology consultant to the White House medical unit since 2012.
âSeeing patients at the White House is something Dr. Cannard has been doing for a dozen years,â the letter states. âDr. Cannard was chosen for this not because heâs a movement disorder specialist, but because he is a highly trained and highly regarded neurologist here at Walter Reed and across the military health system, with a very wide expertise which makes him flexible to see a variety of patients and problems.â
After this yearâs physical exam, OâConnorâs public letter on Feb. 28 concluded that âthere were no findings which would be consistent with any cerebellar or other central neurological disorder,â such as stroke, multiple sclerosis or Parkinsonâs.
Calls for Biden to step down from his reelection bid have grown since a debate with former President Donald Trump in which he struggled to convey his message and even form basic sentences at points. The White House has described the performance as a singular, bad night, while even other Democrats are publicly questioning whether Biden can serve another term.
Biden has vowed to stay at the top of the Democratic ticket.
In an interview with ABC News on Friday , Biden dismissed the suggestion that he could take an independent medical evaluation â including a neurological and cognitive test â to show he's fit to serve another term.
"I have a cognitive test every single day," Biden said. "Not only am I campaigning, but Iâm running the world" as president of the United States.

WASHINGTON (AP) â President Joe Biden, in an open letter to congressional Democrats, stood firm Monday against calls for him to drop his reelection candidacy and called for an end to the intraparty drama that has torn apart Democrats since his dismal public debate performance.

Biden’s efforts to shore up a deeply anxious Democratic Party came as lawmakers returned to Washington confronting a choice: Work to revive his campaign or try to edge out the party leader, a make-or-break time for his campaign and their own political futures.

Biden wrote in the two-page letter that âthe question of how to move forward has been well-aired for over a week now. And itâs time for it to end.â He stressed that the party has âone job,â which is to defeat presumptive Republican presidential nominee Donald Trump in November.
âWe have 42 days to the Democratic Convention and 119 days to the general election,â Biden said in the letter, distributed by his reelection campaign. âAny weakening of resolve or lack of clarity about the task ahead only helps Trump and hurts us. Itâs time to come together, move forward as a unified party, and defeat Donald Trump.â
Anxiety is running high as top-ranking Democratic lawmakers are joining calls for Biden to step aside despite his defiance. At the same time, some of the presidentâs most staunch supporters are redoubling the fight for Bidenâs presidency, insisting thereâs no one better to beat Trump in what many see as among the most important elections of a lifetime.
Biden followed up the letter with a phone interview with MSNBCâs âMorning Joeâ show, in which he insisted that âaverage Democratsâ want him to stay in the race and said he was frustrated by the calls from party officials for him to step aside.
âTheyâre big names, but I donât care what those big names think,â Biden said.
He threw the gauntlet at his critics, saying if theyâre serious they ought to âannounce for president, challenge me at the conventionâ or rally behind him against Trump. Later, Biden joined a call with members of his national finance committee, while first lady Jill Biden campaigned for her husband in a three-state swing focused on engaging veterans and military families.
âFor all the talk out there about this race, Joe has made it clear that heâs all in,â she told a military crowd in Wilmington, North Carolina. âThatâs the decision that heâs made, and just as he has always supported my career, I am all in, too.”
Democratic voters are split on whether Biden should remain the Democratic Partyâs nominee for president, or whether there should be a different Democratic nominee, according to a New York Times/Siena College poll.
More voices spoke up Monday, including the chair of the Houseâs Congressional Progressive Caucus, Rep. Pramila Jayapal, who was not ready to cast aside Biden, saying that the threat of a second Trump presidency remains too high. Yet one of the most endangered Democrats this election cycle, Sen. Jon Tester of Montana, said in a statement, âPresident Biden has got to prove to the American peopleâincluding meâthat heâs up to the job for another four years.â
However, Bidenâs letter left some House Democrats, who want to hear directly from Biden himself, furious, according to one House aide granted anonymity to discuss the situation. Lawmakers particularly bristled at being cast as out of touch with voters since representatives in particular have been home in their districts listening to voters.
Biden planned to meet virtually Monday with the Congressional Black Caucus â one of his staunchest blocs of supporters in Congress. The White House would not say whether Biden would meet with all Democratic lawmakers in person at the Capitol this week.
Meanwhile, press secretary Karine Jean-Pierre said Biden had undergone three neurological exams while in the White House as part of his annual physical exams â and no more â and said the president has not been diagnosed with or treated for Parkinsonâs.
Itâs a tenuous and highly volatile juncture for the presidentâs party. Democrats who have worked alongside Biden for years â if not decades â and cherished his life’s work on policy priorities are now entertaining uncomfortable questions about his political future. And it’s unfolding as Biden hosts world leaders for the NATO summit this week in Washington.
The drama is playing out with just over a month until the Democratic National Convention and just a week before Republicans gather in Milwaukee to renominate Trump as their presidential pick. Many Democrats are arguing the attention needs to be focused not on Biden but on the former president’s felony conviction in the hush money case and pending federal charges in his effort to overturn the 2020 election.
In an effort to âget on the same page,â House Democratic leader Hakeem Jeffries is convening lawmakers for private meetings before he shows his own preference, according to a person familiar with the situation and granted anonymity to discuss it. He planned to gather on Monday some Democrats whose bids for reelection are most vulnerable.
A private call Sunday including some 15 top House committee members exposed the deepening divide as at least four more Democrats â Rep. Jerrold Nadler of New York, Rep. Jim Himes of Connecticut, Rep. Adam Smith of Washington state and Rep. Mark Takano of California â privately said Biden should step aside.
Nadler, as one of the more senior members on the call, was the first, according to a person familiar with the call who was granted anonymity to discuss it. He did so aware that seniority would allow others to join him.
Many others on the call raised concerns about Bidenâs capability and chance of winning reelection, even if they stopped short of saying Biden should step out of the race.
Smith the top Democrat on the Armed Services Committee, went public Monday with his call for Biden to step aside, saying it would be âa mistakeâ if Biden continues his campaign. “Iâm calling on President Biden to step down,â Smith said on social media.
But other members, including Rep. Maxine Waters of California and Rep. Bobby Scott of Virginia, both leaders in the Congressional Black Caucus, spoke forcefully in support of Biden, as did Rep. Richard Neal of Massachusetts, the top Democrat on the powerful Ways and Means Committee.
Neal said afterward that the bottom line is Biden beat Trump in 2020 and âheâll do it again in November.â
Senate Majority Leader Chuck Schumer would not answer questions about Bidenâs reelection as he entered the Capitol on Monday, but he told reporters: âAs Iâve said before, Iâm for Joe.â
The Senateâs No. 2 Democrat, Illinois Sen. Dick Durbin, was more cautious.
âI watched the debate, it raised a lot of questions,â Durbin said. âHe is trying to answer those questions. In some respects heâs done it very effectively, in other respects not as effectively.â
One Democrat, Sen. Mark Warner of Virginia, had intended to gather senators Monday to discuss Biden privately, but a person familiar with his thinking said those conversations will take place in Tuesdayâs regular caucus luncheon with all Democratic senators.
âWith so much at stake in the upcoming election, now is the time for conversations about the strongest path forward,” Warner said in a statement Monday.
Another Democrat, Sen. Alex Padilla of California, said it was âtime to quit the hand-wringing and get back to door knocking.â
While some deep-pocketed donors may be showing discomfort, strategists working on House and Senate races said they have posted record fundraising as donors view congressional Democrats as a âfirewallâ and last line of defense against Trump.

JOSEPH R. BIDEN, JR. July 8, 2024 Fellow Democrats, Now that you have returned from the July 4th recess, I want you to know that despite all the speculation in the press and elsewhere, I am firmly committed to staying in this race, to running this race to the end, and to beating Donald Trump. I have had extensive conversations with the leadership of the party, elected officials, rank and file members, and most importantly, Democratic voters over these past 10 days or so. I have heard the concerns that people have - their good faith fears and worries about what is at stake in this election. I am not blind to them. Believe me, I know better than anyone the responsibility and the burden the nominee of our party carries. I carried it in 2020 when the fate of our nation was at stake. I also know these concerns come from a place of real respect for my lifetime of public service and my record as President, and I have been moved by the expressions of affection for me from so many who have known me well and supported me over the course of my public life. I've been grateful for the rock-solid, steadfast support from so many elected Democrats in Congress and all across the country and taken great strength from the resolve and determination I've seen from so many voters and grassroots supporters even in the hardest of weeks. I can respond to all this by saying clearly and unequivocally: I wouldn't be running again if I did not absolutely believe I was the best person to beat Donald Trump in 2024. We had a Democratic nomination process and the voters have spoken clearly and decisively. I received over 14 million votes, 87% of the votes cast across the entire nominating process. I have nearly 3,900 delegates, making me the presumptive nominee of our party by a wide margin. This was a process open to anyone who wanted to run. Only three people chose to challenge me. One fared so badly that he left the primaries to run as an independent. Another attacked me for being too old and was soundly defeated. The voters of the Democratic Party have voted. They have chosen me to be the nominee of the party. Do we now just say this process didn't matter? That the voters don't have a say? I decline to do that. I feel a deep obligation to the faith and the trust the voters of the Democratic Party have placed in me to run this year. It was their decision to make. Not the press, not the pundits, not the big donors, not any selected group of individuals, no matter how well intentioned. The voters - and the voters alone - decide the nominee of the Democratic Party. How can we stand for democracy in our nation if we ignore it in our own party? I cannot do that. I will not do that. I have no doubt that I - and we - can and will beat Donald Trump. We have an historic record of success to run on. From creating over 15 million jobs (including 200,000 just last month), reaching historic lows on unemployment, to revitalizing American manufacturing with 800,000 jobs, to protecting and expanding affordable health care, to rebuilding America's roads, bridges, highways, ports and airports, and water systems, to beating Big Pharma and lowering the cost of prescription drugs, including $35 a month insulin for seniors, to providing student debt relief for nearly 5 million Americans to an historic investment in combatting climate change. More importantly, we have an economic vision to run on that soundly beats Trump and the MAGA Republicans. They are siding with the wealthy and the big corporations and we are siding with the working people of America. It wasn't an isolated moment for Trump to stand at Mar-A- Lago and tell the oil industry they should give him $1 billion and he will do whatever they want.
That's whose side Trump and the MAGA Republicans are on. Trump and the MAGA Republicans want another $5 trillion in tax cuts for rich people so they can cut Social Security and Medicare. We will never let that happen. It's trickle-down economics on steroids. We know the way to build the economy is from the middle out and the bottom up, not the top down. We are finally going to make the rich and big corporations pay their fair share of taxes in this country. The MAGA party is also still determined to repeal the Affordable Care Act, which could throw 45 million Americans off their coverage. We will never let that happen either. Trump got rich denying rental housing to Black people. We have a plan to build 2 million new housing units in America. They want to let Big Pharma charge as much as they want again. What do you think America's seniors will think when they know Trump and the MAGA Republicans want to take away their $35 insulin - as well as the $2,000 cap on out-of-pocket prescription costs we Democrats just got them? Or what do you think American families are going to think when they find out Trump and the MAGA Republicans want to hit them with a new $2,500 national sales tax on all the imported products they buy. We are the ones lowering costs for families â from health care to prescription drugs to student debt to housing. We are the ones protecting Social Security and Medicare. Everything they're proposing raises costs for most Americans - except their tax cuts which will go to the rich. We are protecting the freedoms of Americans. Trump and the MAGA Republicans are taking them away. They have already for the first time in history taken away a fundamental freedom from the American people by overturning Roe v. Wade. They have decided politicians should make the most personal of decisions that should be made by women and their doctors and those closest to them. They have already said they won't stop there - and are going after everything from contraception to IVF to the right to marry who you love. And they have made it clear they will ban abortion nationwide. We will let none of that happen. I have made it clear that if Kamala and I are reelected, and the nation elects a Democratic House and Senate, we will make Roe v. Wade the law of the land again. We are the ones who will bring real Supreme Court reform; Donald Trump and his majority want more of the same from the Court, and the chance to add to the right-wing majority they built by subverting the norms and principles of the nomination and confirmation process. And we are standing up for American democracy. After January 6th, Trump has proven that he is unfit to ever hold the office of President. We can never allow him anywhere near that office again. And we never will. - My fellow Democrats we have the record, the vision, and the fundamental commitment to America's freedoms and our Democracy to win. The question of how to move forward has been well-aired for over a week now. And it's time for it to end. We have one job. And that is to beat Donald Trump. We have 42 days to the Democratic Convention and 119 days to the general election. Any weakening of resolve or lack of clarity about the task ahead only helps Trump and hurts us.
