  • Last 3 years Yojana and Kurukshetra magazines: They are available in English, Hindi and other Vernacular languages. They can be downloaded for free from their official website: http://yojana.gov.in/Recent_archive_2018.asp (Tip: Replace the year in URL, when you want to access previous years). There is no need to read each and every article, at least go through the preface / Editor’s Note in the beginning of each PDF.
  • Last 3-5 years economic surveys available for free at https://indiabudget.gov.in/bspeecha.asp No need to read entire PDFs, just the introductions and conclusions of each chapter.
  • IGNOU MPS-003 module. Available for free at https://egyankosh.ac.in
  • NCERT textbooks, especially those related to Sociology, Political Science and World History.
  • Newspaper Columns: English (TheHindu or IndianExpress), Hindi (JanSatta). In the vernacular language newspapers (e.g. Divya-Bhaskar Gujarati etc)= the quality of the column is not worthy of civil service exam essays.
  • Ethics (GS Paper 4) related preparation would also come handy here.

Writing a good Essay in UPSC Mains, Explained by Anudeep Durishetty

Novelist Stephen King put it beautifully when he said, “I write to find out what I think.”

Writing is a window to your thought process. What you write on paper will tell the reader how you think, how you argue and the way you substantiate your viewpoint. This is why for most competitive examinations and academic entrance tests, essay is mandatory.

In the Civil Services Exam too, we have a paper worth 250 marks, equivalent to a General Studies paper. Despite its importance, essay paper often does not get the attention it deserves from aspirants. First timers think they will write an excellent essay in the final exam itself, whereas experienced aspirants believe that since they had already studied a ton for GS, it will alone be enough to write a good essay. This is a fatal miscalculation.

I was one of those who made these errors in the past, and it is not a coincidence that I scored only 100 in CSE 2015. But in 2017, I devoted adequate time to this paper. I collected useful quotes, prepared notes and even made rough essay drafts for frequently asked topics. All this effort in essay paper helped me score 155.

What follows is an elaborate post on how you should tackle the Essay paper. I’ve organised the content as follows:

“Candidates may be required to write essays on multiple topics. They will be expected to  keep closely to the subject of the essay,   to arrange their ideas in an orderly fashion, and to write concisely . Credit will be given for  effective and exact expression .”

Essay distinguishes itself from GS in the sense that in GS, marks will be awarded purely for content. But in essay, examiners will pay special attention to not just the content, but also the language, coherence and the way you organise your write-up.

So you must take adequate care to arrange your ideas properly and not commit any fundamental spelling or grammatical errors.

Most of the content you write in Essay will come from your GS preparation. Apart from this, the following sources will help:

  • Reading non-fiction  helps you develop a matured thought process. Apart from imparting knowledge, they will also let you come across good figures of speech, art of argumentation, powerful rhetoric and unique content etc. For example, in an essay on Artificial Intelligence, I took arguments from Yuval Harari’s  Homo Deus  to argue that AI is an imminent threat to humanity. Or if you read  Why Nations Fail,  a book replete with examples, you will understand the importance of innovation, political and economic freedoms in propelling a nation forward. So my suggestion is, apart from UPSC related material, develop the hobby of reading non-fiction books. I do not mean to suggest that you should start reading one  non-fiction book per topic to get good scores in Essay, but reading them occasionally in your free time will benefit you in the long run.
  • Referring to specific magazines:  For certain topics, you can refer to specific issues of Yojana/EPW/Economic Survey etc. Example: for an essay on tribal issues or public health, you can go through specific issues of these magazines for getting the latest statistics (IMR, MMR, malnutrition levels etc) and also about the positives and criticisms of govt schemes in that sector.
  • Collecting good stories/anecdotes and quotes: Anecdotes, quotes and real life stories you see in newspapers and books which can be used in essay should be noted down. In most of my essays, I used to start with a relevant story or an anecdote that has the essay topic as its underlying theme. Apart from these, I also used a couple of quotes of eminent persons.

Language in essay must be simple and clear with as little jargon as possible. If you want to use complex definitional terms such as, say, ‘Constitutionalism’ or ‘Sanskritisation’ please define it in sentence just before you use it. Examiner will also understand clearly what you want to convey. Clear writing is clear thinking. And that is what any reader looks for.

Keep your sentences short and powerful. Long, winding sentences makes it difficult to read and understand. If you tack on one clause after another through conjunctions, what you get is a bad sentence sprawl.

Example of a bad sentence sprawl:

At the end of World War 2, on the one hand, while capitalism was successfully championed by the nations in North America and Europe, on the other hand, it was USSR that put Communism at the forefront due to which there was an ideological clash between the the two superpowers which had led to proxy wars in various parts of the globe, a nuclear arms race and a rapid deterioration of the security of the world.

(By the time readers finish reading it, they will lose their breath and the point of the sentence)

So I had a simple rule: If you run out of your breath while  reading a sentence, then probably you will have to break it into two.

Rewriting the aforementioned example after breaking it into two (which makes it much easier to read and comprehend):

After World War 2, while the North American and European nations championed capitalism, USSR put communism at the forefront. This ideological clash between the superpowers led to several proxy wars, a nuclear arms race and a rapid deterioration of world security.

There is no need to memorise complex words for writing a good essay. But an occasional use of a powerful word, or a good phrase definitely gives your write-up an edge.

Also, I believe that learning numerous words by rote will not make them stick in your brain for long. The best way to build your vocabulary is by reading non-fiction and English newspapers. While reading these, if you come across a good turn of phrase, or a word that you don’t recognise, please note it down in a book, find its meaning and understand the context in which the word was used. This helps in long term memory. Having a dictionary app on your phone also helps.

Building vocabulary is a slow process, but with consistency, anyone can become better at using an expansive set of words.

Subheadings & Rough Drafts

We can be a little innovative in our subheadings. Instead of bland subheadings such as ‘ Benefits of Nuclear Energy’  we can use “ Nuclear Energy: Promise or Peril?’  Similarly, for the essay on Social Media, instead of writing ‘ Advantages and Disadvantages of Social Media ’, I wrote  “Social Media: A Double Edged Sword”

I also prepared a rough draft for a few essay topics (link given at the end). You may need to modify the structure as per the demand of the question.

What you must avoid in Essay

  • Do not focus excessively only on one point, or one dimension (such as the historical or political aspect) Your essay needs to be expansive and multi-dimensional.
  • During preparation, we read a lot and it’s understandable that we feel strongly about certain topics. And since essay offers freedom to write, it’s very easy to get carried away with such a topic. But make sure that you write what is asked, not what you know or feel like. No  mann ki baat . Always stick to the subject of the topic. It helps to read the question in the midst of your essay to ensure that you are not steering away from the topic.
  • If you are not comfortable writing about abstract philosophical topics (I am terrible at writing them), avoid such questions. Your choice of topic has no bearing on the marks and that is why, selecting an unpopular topic just for the sake of it is unwise. Also, if there’s a technical term in the question, be doubly sure that you understand it correctly. For instance, in 2014, there was a question on ‘standard tests’, which is a technical term. I misunderstood it and wrote a generic essay. I got 112.
  • When you take a final stand on an issue, it’s best to avoid extreme or highly unpopular opinions. We are free to have any opinion in the privacy of our minds, but in UPSC essay why take that risk? For instance, in an essay on Capital Punishment, in the main body content, you should present a case for both abolition and retention. But when you take a stance, it’s best to be an abolitionist.
  • No ranting. You might be a great fan of Karl Marx, but if there’s a question on Capitalism, do not rant or rail against it ? You must present both the positives and negatives of Capitalism and end the essay on a balanced note.
  • Do not dedicate disproportionate amount of time for the first essay and scamper through the second. Both carry equal marks, so please invest equal time.

How to transition smoothly from one para to the next

This can be done in three ways.

Through a link sentence at the end of a para:

Here, at the end of a para, you write a sentence that signals to the examiner what’s coming next. For example, let’s say you have just written a para about the threat posed by Artificial Intelligence (AI) to jobs. At the end of that para you can write a link sentence—   “Further, we must be mindful of the fact that Artificial Intelligence poses a major challenge not just economically, but also ethically.”  And in the next para, you can write about the ethical issues concerning AI.

Through a question:

Instead of a link sentence, you can also add a question at the end of a para so that examiner’s attention is helplessly carried to the next. To take the similar example as above, the question can be something like—   “Thus we have examined the threat posed by AI to our economy, but what about the challenges brought by AI to our ethics and morals?”  And in the next para, you can write about the ethical issues concerning AI.

Signalling the shift at the start of next paragraph:

Here you can simply add a word or two at the beginning of a para that signals a shift in your subtopic. For example in an essay on  Globalisation , let’s say you have just written a para about its historical evolution and impact. You can start the next para with something like—  “Politically too, globalisation has had a tremendous impact……” This way examiner immediately knows what to expect.

These steps will ensure that the transition between paragraphs is not abrupt.

How to write a good Introduction to your Essay?

Essay introduction can be:

a fictitious incident or story (where you introduce a character); a real life anecdote; a quote; or a simple definition of the words in the question (not recommended in Essay)

In GS, definitional approach is a great way to introduce your answers. But in essay, they are rather stale, lacking in any human element. I always believe that a good way to start your essay is to have that touch of humanity and warmth in your introduction.

In my Mains exam, this was my introduction to the essay ‘Destiny of a nation is shaped in its classroom’

“The year was 1945. Towards the end of a gruesome world war, the world powers decided to carve up the Korean peninsula along the 38th parallel.

“Before partition, North and South Korea might have been homogeneous in every respect, but after the division, they steered onto different paths. While schools in the North chose to ‘educate’ their children in the worship of a cult leader, ideological indoctrination and servility, its southern counterpart focused on liberal education, innovation and economic growth.

“Today, almost seven decades later, the difference in the fates of these people and the trajectories of both these nations cannot be more stark. One is known for gross violation of human rights, while the other a champion of liberal democracy. One is known for gut-wrenching poverty, while the other unbridled prosperity.

“This only proves the age old adage that the destiny of a nation is indeed shaped in its classrooms.”

Similarly, for the Social Media essay, my introduction sought to bring to the fore the paradox of Social Media. I wrote on how social media was leveraged to crowdsource help and rescue during Chennai floods in 2015. At the same time, I mentioned how it was used nefariously in 2012 to cause mass exodus of northeast people from Bangalore. And taking cue from this introduction, in the main body, I discussed about the inherent selfishness and altruism associated with social media.

These real life stories, anecdotes and incidents are everywhere in our books and newspapers. So when you come across them, note down and ponder as to how you can use them in your essay.

Developing the Main Content from the Topic

This is like spinning the web from a thread. Depending on the topic, you can choose among the following options that fits best.

  • Temporal: Past, present and future
  • Sectoral: Media, Science & Tech, Business, Sports, Religion, Politics, Administration etc
  • Walks of Life : Individual, Family, Professional workplace, Society, Community, National, Global
  • Problem & Solution:  Concept (historical evolution+status), benefits, problems, solutions
  • Standard : Social, Political, Economical, Administrative, International, Environmental, Historical, Scientific, Security/Defence, Legal

Example: for a topic like  “Has Globalisation delivered on its promise?”  I find the problem & solution method an apt way to develop your narrative. So choose as per the question.

In the main body of the essay, each para must have an argument or an idea and a reasoning to back that argument. You can substantiate it through a real life example, a statistic, an authentic committee or organisational report etc.

For example, if you are arguing that Capital punishment is an expensive form of justice, you should be able to given an example or a statistic or Law Commission’s opinion as to how the subjects of death penalty are overwhelmingly from poor communities.

Statistics, examples, expert opinions and constitutional provisions are crucial and they make your arguments authoritative.

Concluding an Essay

Conclusion needs to be on  a futuristic, optimistic note. You need to summarise the complete essay in 3-4 sentences, after which you can write your vision for future.

You can source some useful terms from the speeches of PM Modi. Phrases like  Sabka saath sabka vikas ,  Reform-Perform-Transform, Building A New India  etc can come handy.  Rhetoric, lofty expressions, constitutional ideals, sanskrit slokas and quotes are a good way to conclude your essay.

But suppose in your introduction, if you had written about a fictitious character, then it’s always advisable to end your write-up with a reference to that character. It gives a sense of completeness to the essay.

Readers should keep in mind that these notes are written rather haphazardly (I mean who makes notes thinking that in future, they might have to upload them publicly :D)

UPSC CSE MAINS 2022 ESSAY PAPER ANALYSIS

Union Public Service Commission (UPSC) on September 16 conducted the first paper of CSE Mains 2022 that is the Essay Paper.

Essay Paper UPSC 2022 Instructions

  • Total Marks: 250 marks, Time duration: 3 hours.
  • The essay must be written in the medium authorized in the admission certificate which must be stated clearly on the cover of this question-cum-answer (QCA) booklet in the space provided.
  • No marks will be given for answers written in the medium other than the authorized one.
  • Word limit, as specified, should be adhered to.
  • Any page or portion of the page left blank, must be struck off clearly.

Write two essays, choosing one topic from each of the following Sections A and B, in about 1000-1200 words each:

  • Forests are the best case studies for economic excellence.
  • Poets are the unacknowledged legislators of the world.
  • History is a series of victories won by the scientific man over the romantic man.
  • A ship in the harbour is safe but that is not what a ship is for.
  • The time to repair the roof is when the sun is shining.
  • You cannot step twice in the same river.
  • Smile is the chosen vehicle for all ambiguities.
  • Just because you have a choice, it does not mean that any of them has to be right.

UPSC CSE Main 2022 essay paper analysis

  • There has been a trend of increased number of philosophical essays in the past couple of years however this time around the benchmark was higher than the previous few years. However, considering the philosophical base of the questions, most candidates found the questions tricky. It was not easy to write 1000 words on each topic within the time constraints.
  • UPSC has ensured that the essay topics were much different from the GS questions.
  • Rather than asking candidates to write on topics that most candidates are familiar with or have practiced with, UPSC now assesses candidates' essay writing skills by providing them with abstract or philosophical topics.
  • This year most of the themes were either proverbs or famous quotes.
  • All 8 topics this year will test applicants' spontaneous thinking, understanding, writing and time management.
  • Topics required broad interpretation
  • Themes asked:
  • Poetic language as a tool to re-institute order in human society. 
  • Getting out of one’s comfort zone 
  • Do the right things at the right time
  •  You won’t get the exact time/experience twice.
  • Importance of smile
  • Theme related to choices and decision making

It is necessary to know that why essay paper is required in a competitive exam?

UPSC notification says that “candidates may be required to write essays on multiple topics. They will be expected to keep closely to the subject of the essay, to arrange their ideas in an orderly fashion, and to write concisely. Credit will be given for effective and exact expression.”

What can one make out from this? The following quote of Abraham Lincoln very aptly answers the question…..

                                                          

‘Writing’ (essay) of the aspirant works as a window, for the highly experienced examiner, to the thought process of the candidate. Examiner will not only evaluate the content of the aspirant but also his thought process, viewpoints on critical matters, clarity in thinking, ability to explain his view point concisely and effectively, ability of coherence and putting his ideas in an orderly fashion, language. In a nutshell, it acts as a mean to bring out the traits of a potential civil servant and to evaluate if he is fit to be one.

Having discussed about the importance of the paper, it is essential to clear the misconceptions associated with essay paper before moving to how to prepare for it.

  • There is no preparation required for essay paper-GS and optional knowledge will suffice.

Truth. This is wrong way of thinking. In GS marks will be awarded just for content. But in essay, examiner will pay attention to more than content as explained above.

  • One needs to be champion in English-use technical jargons, vocabulary.

Truth. It is worth noting that in UPSC CSE, the simpler the language the better it is. There is no need of flowery jargons and expressions. 

  •   There is no difference between language paper essay and ‘Essay’ paper.

Truth. This is highly misconceived notion on the part of aspirants to treat the essay paper just like essays asked in the language papers. The importance of both is vastly different. One is aimed to judge the language of the aspirant whereas the other is aimed to bring out the true traits of a potential Civil Servant. 

  • Essay paper can’t be prepared so easily.

Truth. This is again a misconception. There have been candidates who have drastically increased their marks from scores like 100-110 to 150-160 with proper strategy and preparation. It is worth noting that essay paper requires relatively lesser effort to improve as compared to GS papers. The rate of investment is quite high.

From where to prepare for the essay paper?

  • GS and optional preparation will give content.
  • Reading non-fiction: will help to develop thinking process.
  • Anecdotes, stories, quotes, facts and figures: A separate notebook should be kept for the same.
  • Referring to magazines: Yojana, Kurukshetra, EPW, Economic Survey, DowntoEarth.
  • Newspaper editorials, relevant lines said by eminent/constitutional posts like President, PM etc.
  • Essay transcripts of previous year toppers.

How to prepare for the essay?

  • Firstly read the transcripts of previous year toppers to get a feel of what comprises a well-written essay. 
  • A separate notebook for essay should be prepared where fodder collected from the above mentioned sources should be written in point format. 
  • An aspirant should prepare material on all the general topics that have been asked in the exam previously. This should include quotations, facts/ figures, anecdotes, sayings, case studies, government schemes.
  • Give stress to the thoughts of philosophers like Immanuel Kant, Thomas Aquinas, John Locke, Friedrich Niche, Karl Marx etc. Start writing essays on famous quotes.
  • Whenever aspirant takes a particular topic, he should to try to think of all the possible themes/ dimensions of it. For eg: Consider the topic “With great power, comes great responsibility”. Aspirant can think of the topic from SPECLIH perspective- Social, Political, Economic, Cultural, Legal, International and Humanistic. This is one way of covering multiple dimensions.
  • Read different kinds of essays – particularly philosophical essays. Give stress to the thoughts of philosophers like Immanuel Kant, Thomas Aquinas, John Locke, Friedrich Niche, Karl Marx etc. 
  • Next step is to write essays. Pick up the previous year papers and practice them at home in exam conditions. Self-evaluate and get a feedback from mentors, peers and teachers.

How to approach an essay? 

  • Aspirant should have clear cut plan ready for attempting the essay paper. It should be clear in his mind before entering the examination hall how he is going to manage the time. The answers to following questions should be ready beforehand. 
  • How much time will be devoted in choosing the topic?
  • How much time will be devoted in interpreting the topic?
  • How much time will be devoted in making a rough skeleton of the essay?
  • How much time will be devoted in attempting the essay?
  • How much time will be devoted in revising and underlining the keywords?
  • Aspirant should always keep a buffer of 10 minutes in order to meet any exigency.

Eg: Topic Selection: 5 minutes, Brainstorming: 10-15 minutes, writing: 1 hour, revision: 5 minutes.

  • First thing is choosing the right topic from each section. This will depend upon the aspirant’s holistic understanding of the topic. Do not get swayed by the fact that since it is an easy topic I won’t choose it. I will choose unconventional topic just to impress the examiner. This is wrong way of thinking.
  • Next thing is to interpret the topic. One should understand the theme of the topic. THE MOST IMPORTANT THING ABOUT ESSAY WRITING IS PROPER UNDERSTANDING OF THE TOPIC AND “WRITING ON THAT TOPIC”. DOING THIS MUCH ENSURES THAT ONE WILL NOT GET BELOW ANERAGE MARKS.
  • Brainstorm and prepare skeleton of the topic:
  • Every essay should have an introduction, body and conclusion.
  • Introduction: can be a fictitious story, real life anecdote, quote, a paragraph on what all is going be covered in the essay.
  • Themes/ dimensions to be covered eg: SPECLIH, temporal, sectoral, walks of life, problem and solution format.
  • Quotes, sayings, anecdotes, facts/ figures.
  • Conclusion: it should always be on a futuristic and optimistic note. Summarize the essay in 4 to 5 lines and then write the vision for future. Some saying, quote, lines of eminent personalities can be used.
  • Structuring of the essay:
  • Language should  be  simple and clear
  • Keep the sentences short and powerful
  • An occasional use of powerful word or jargon can give the essay an edge
  • Proper subheadings
  • Transition smoothly from one para to the next through a link sentence/ through a question

What to avoid in the essay?

  • Aspirant should never give one-sided arguments or viewpoints which are against constitutional spirit.
  • Never focus excessively on only one dimension or theme.
  • Always write what is asked not what one knows.
  • Do not give disproportionate amount of time to one essay avoiding the other one.
  • Avoid criticizing the government, its policies and schemes.
  • Avoid being seen as a person belonging to a particular ideology.
  • Avoid writing in bullets, making diagrams, figures, charts. Essay should always be in continuous para format.

It is often seen that aspirants do not give the necessary attention to the essay paper. They spend months preparing for the optional and the GS papers but hardly give dedicated time to essay paper. This leads them to score poorly in the exam and they fail to get the edge which they could have easily achieved with a proper strategy and preparation for the essay paper. If one compares GS papers score with that of essay one can find out that it is difficult to achieve a score of 120-125 marks in the former whereas aspirants touch 150 and even 160 in the essay paper which gives them an edge of almost 30 marks. CSE topper 2017 scored just 100 marks in the essay paper of CSE 2015 whereas after making the necessary effort and rectifying his mistakes he was able to score 155 in CSE 2017.

UPSC conducted the  Essay Paper , as part of the Civil Services Main Exam 2020 on 08-01-2021.

There were 8 Essay topics, out of which candidates were asked to write on two topics in 3 hours.

Essay Question Paper – UPSC Civil Services Main Exam (Written) 2020

Write two essays, choosing one topic from each of the following Sections A and B, in about 1000-1200 words each:

  • Life is long journey between human being and being humane
  • Mindful manifesto is the catalyst to a tranquil self
  • Ships do not sink because of water around them,  ships sink because of water that gets into them
  • Simplicity is the ultimate sophistication
  • Culture is what we are, civilization is what we have
  • There can be no social justice without economic prosperity but economic prosperity without social justice is meaningless
  • Patriarchy is the least noticed yet the most significant structure of social inequality
  • Technology as the silent factor in international relations

Though aspirants were asked to write only two essays out of eight, most aspirants faced difficulty to select the right combination of two essays.

A philosophical theme was present in most of the essay topics in Section A as well as Section B.

As per most aspirants, the essay topic ‘Mindful manifesto is the catalyst to a tranquil self’ seemed the most tricky one. Only a few attempted that topic.

1. Thinking is like a game, it does not begin unless there is an opposite team.

Approach : 

  • Thinking as a human nature.
  • Features of thinking as a GAME – connecting thinking to a game.
  • Game is based on competition. 
  • Various dimensions to connect

Thesis – Thinking (like a game)  begins with a competition (it can be opposite views, adversary conditions/Challenges.

Philosophical basis : Hegels idea of dialectics.

Meaning/Context:  

  • Thinking  in simple terms is  a  problem-solving activity.
  •  pondering or reflecting on something. 
  • Analysing and evaluating options
  • Goal-directed behaviour. 
  • From choosing a dress to wear to solving a mathematical problem, all activities involve thinking.

Historical Examples:

  • Ancient : To protect from animal attacks and other dangers , humans started to live in bands–thats the basis of community/society.
  • Modern: Masses of Indian -sub-continent as a united against the oppressive policies of the British in the National Movement.

Examples from Different Dimensions

  • Individual : In day to day life of individual, its the competition that drives our thinking from simple decisions like chosing a dress to major decisions like deciding on the careers.
  • Societal : Ex: Social reforms in Hindu society were initiated through Arya Samaj due to the fear of westernisation and threat of conversions.
  • Political : Fear of opposition from rival political parties  in the Parliament checks the misuse of  power by the incumbent government. (or) Presence of multiple political parties and their debates during the election campaigns ignites the thinking of the common man towards the major issues.
  • Ex: Presence of multiple competitors in the telecom sector resulted in faster adoption of 4g technology in India.
  • Governance : Competitive fedaralism by NITI Aayog giving best outputs,
  • Environmental : Modern Environmentalism started due to the opposition to industrial revolution.
  • International Relations :   Countries’ goal to  become superpower makes them to adher to the principles of peace.
  • Other examples – Covid, globalization 

Anti-Thesis : Thinking does not always require Competition to begin.

  • Thinking can also happen by chance without any goal –For ex: it can happen through curiosity–Example: Newtons’ discovery of gravity, Human discovery of fire etc.
  • Destructive thinking: Hitler

  • Decision making in everyday life – basis of human survival. E.g. Evolution of Humans from apes and role of decision making

Thesis: Visionary decision possible at intersection. 

Examples and Arguments: 

  • Innovation and creativity – Steve Jobs’ visionary choice to create the iPhone –  result of his creative vision and intuition about what consumers needed.
  • Financial innovations in the form of UPI – logic made it difficult as financial transactions were already happening, but intuitive ness about its adoption was the major factor for its success.
  • Risk-taking: Elon Musk’s visionary choice to use SpaceX – intuition about the significance of extraterrestrial colonisation drove him to take the risk despite logic’s assertions to the contrary.
  • Long-Term Perspective: Mahatma Gandhi had a brilliant idea to use nonviolent resistance – while logic might have suggested a more combative strategy, his gut feeling about the long-term advantages of nonviolence and unity resulted in a historic change.
  • Human and societal factors: requires knowledge of societal dynamics, human behaviour, and values. E.g. A doctor may have logical medical data but also needs to consider the patient’s emotional state and unique circumstances .
  • Transcending Conventions: Visionary choices go against accepted beliefs and norms. Nelson Mandela’s visionary choice to seek out forgiveness and reconciliation in South Africa after the end of apartheid.

  • Watson and Crick’s Discovery of DNA’s Structure.
  • Alexander Fleming’s discovery of penicillin.
  • Alfred Wegener’s intuition about continents drifting led to the plate tectonics theory and logic through dscoveries of fossils.
  • Charles Darwin’s intuition about natural selection and the evolution of species led to his groundbreaking work, “On the Origin of Species.”
  • Franklin D. Roosevelt – The New Deal: FDR’s intuition led him to understand the desperation and suffering caused by the Great Depression. The New Deal was a well-thought-out set of policies aimed at reviving the economy through public works projects, banking reforms, and social programs.

Anti Thesis: Why intuition and logic alone are not sufficient to achieve it.

Challenges and Pitfalls: Potential challenges of relying too heavily on intuition or logic in visionary decision making.

  • Over Reliance on logic: Nokia’s Missed Smartphone Revolution – Over Reliance on logic can lead to a reluctance to embrace disruptive innovations. Fall of Kodak cameras.
  • Over Reliance on intuition: Elizabeth Holmes, the founder of Theranos, had a vision to revolutionize blood testing. Holmes ignored red flags and critical feedback, ultimately undermining the company’s credibility . Also – 2008 economic crisis, NASA’s Space Shuttle Challenger disaster in 1986 was partially attributed to a decision made based on intuition  
  • Importance of self-awareness in decision-makers: Balancing intuition and logic is crucial in visionary decision-making. Self-awareness is the key to achieving this balance.

How to develop intuition and logic and balancing them for visionary decision making:

  • Cultivate Intuition: Self-Reflection, Trust Your Gut, Embrace Creativity, Mindfulness and Meditation etc.
  • Develop Logical Thinking: Analytical Exercises, Data Analysis, Scenario Planning
  • Balancing Intuition and Logic: Collaborate, Feedback Loops, Continuous Learning

Conclusion: Visionary decision-making resulted from the harmonious interplay of intuition and logic. Intuition provided the overarching purpose and direction, while logic offered the means to translate those visionary goals into practical, achievable outcomes. – “Intuition alone can be a powerful guiding force, but logic is the tool that transforms vision into reality.”

UPSC EDITORIAL ANALYSIS : The PDS impact on household expenditure

ARTICLE HIGHLIGHTS

  • Upto 75% of the rural population and 50% of the urban population are eligible for subsidized food grains under the National Food Security Act (NFSA), 2013.

INSIGHTS ON THE ISSUE

Public distribution system (PDS) :

  • It is an Indian food Security System established under the Ministry of Consumer Affairs, Food, and Public Distribution.
  • PDS evolved as a system of management of scarcity through distribution of food grains at affordable prices.
  • PDS is operated under the joint responsibility of the Central and the State Governments

National Food Security Act (NFSA), 2013:

National Food Security Act(NFSA)

  • To provide for food and nutritional security in the human life cycle approach
  • Ensuring access to adequate quantities of quality food at affordable prices to people to live a life with dignity.
  • Coverage : 75% of the rural population and upto 50% of the urban population for receiving subsidized foodgrains under Targeted Public Distribution System (TPDS).
  • Priority Household s to be covered under TPDS, according to guidelines by the State government.
  • Households covered under existing Antyodaya Anna Yojana.

Provisions :

  • 5 Kgs of foodgrains per person per month at 3/2/1 per Kg fo r rice/wheat/coarse grains .
  • The existing AAY household will continue to receive 35 Kgs of foodgrains per household per month.
  • Meal and maternity benefit of not less than 6,000 to pregnant women and lactating mothers during pregnancy and six months after the child birth.
  • Meals for children upto 14 years of age.
  • Food security allowance to beneficiaries in case of non-supply of entitled foodgrains or meals.
  • Setting up of grievance redressal mechanisms at the district and state level.

Household Consumption Expenditure Survey (HCES):2022-23:

  • HCES:2022-23 canvassed information on food and non-food items received by households free of cost through various social welfare programmes.
  • The report was published by the National Sample Survey Office (NSSO).
  • The objective of the survey is not to provide precise estimates of the proportion of households receiving benefits under every scheme.
  • Survey estimates of coverage of a programme will be lower than that suggested by the administrative data.
  • Advantage of the survey data: It allows us to examine the characteristics of households that report benefits from the programmes.

Challenges :

  • Waiver of fees or reimbursement i n school or college, imputing the value of free medical services and education services received by the households is not possible.
  • In the case of education and health , the NSSO conducts separate surveys where detailed information is canvassed on out-of-pocket expenditure and free services that are available by a household.
  • Insurance products are treated as an investmen t and not consumption.
  • The relevant information is sought as part of the All India Debt & Investment Survey, and not as part of the HCES.

NSSO value figures of selected food and non-food items(which were received free):

  • Monthly Per Capita Consumption Expenditure (MPCE) of a household, which is the ratio of monthly consumption expenditure to household size.
  • Value of household consumption in a month considering the imputed value of free food and non-food items, i.e., ‘MPCE with imputation’.

NSSO report:

  • It suggested two sets of values for each State and by sector ( rural, urban) for imputation of food and non-food items received free of cost — model unit price and the 25th percentile unit price.
  • Imputation has been done using the modal price only f or items received free.
  • No imputation is done for the purchase of food items from the PDS at nominal regulated prices.
  • The main item that a large proportion of households received free was foodgrains from the PDS.
  • At The All-India level: In rural and urban India, about 94% and 95%, respectively, of the value of imputed items is attributable to food items.
  • The imputed value for food is ₹82 and ₹59 i n rural and urban areas, respectively.
  • Each interval is called a fractile class .
  • The MPCE of 5% of Indians is less than this cut off.
  • Similar patterns are observed till the sixth fractile class.

Steps taken by Government for food security:

  • Paramparagat Krishi Vikas Yojana(which promotes organic farming)
  • Pradhan Mantri Krishi Sinchayee Yojana(which focuses on more crops per drop for improved water use)
  • Soil Health Management(fosters Integrated Nutrient Management under the National Mission for Sustainable Agriculture)
  • Pradhan Mantri Garib Kalyan Anna Yojana (PMGKY
  • Pradhan Mantri Poshan Shakti Nirman Yojana (PM POSHAN Scheme)
  • Take-home rations
  • Integrated Child Development Services (ICDS)
  • Digitisation and measures such as rice fortification, better health, and sanitation.

Way Forward

  • It will increase the average MPCE with imputation.
  • A limited imputation exercise establishes that in-kind social transfers help increase the value of consumption of poorer households.
  • In kind social transfers have implications for the well-being of households that are at the bottom end of consumption or income distribution.
