  • JBLM Servicemen Say the Army Didn't Protect Them from a Doctor Charged with Abusive Sexual Contact

Fifteen current or retired Joint Base Lewis-McChord servicemen who say the Army failed to protect them from a military doctor who has been charged with sexual abuse are each seeking $5 million in damages for the emotional distress they say they have suffered.

“I have overwhelming feelings of sadness, fear, and anxiety,” one serviceman said in his complaint. “The severity of this emotional toll has made confiding in and seeking comfort from my family very challenging. I deal with mistrust because of how I was violated.”

Maj. Michael Stockin, an anesthesiologist and pain management specialist at the base's Madigan Army Medical Center, faces 52 charges involving claims of abusive sexual contact with 41 victims, said Michelle McCaskill, spokesperson with the U.S. Army Officer of Special Trial Counsel. He has pleaded not guilty.

Stockin is scheduled to face court-martial in January 2025. A court-martial is the military's trial court system. Trials are similar to the criminal justice system, where both sides present evidence and cross-examine witnesses. An abusive sexual content charge carries a maximum sentence of seven years, and the indecent viewing charge has a maximum of one year. If the judge ran the sexual abuse charges consecutively, he would face a maximum of 336 years in prison, McCaskill said.

His lawyer, Robert Capovilla, said they intend to fight every allegation until the jury reaches a verdict.

“Until then, we sincerely hope that the United States Army is fully prepared to respect Major Stockin’s Constitutional rights at every phase of this process,” he told The Associated Press. “We urge everyone to keep an open mind, to remember Major Stockin is presumed innocent, and understand that this fight is just getting started.”

JBLM is the U.S. Army's fifth-largest base and is about 47 miles (75 kilometers) south of Seattle. It has a population that tops 100,000 — with 40,000 active duty, 50,000 family members and 15,000 civilian and contract employees. The personnel includes the Yakama Training Center. The Madigan medical center is the Army’s second-largest medical treatment facility.

The group Protect Our Defenders called the Stockin case the largest sexual abuse scandal in recent history and called for a Congressional review.

“Stockin must be held accountable. Army leadership must answer for how and why Stockin’s abuse was allowed to continue," the group said in a November news release ahead of the doctor's initial hearing on the charges. “We urge the Pentagon to take this case seriously, as well as support and embolden male survivors seeking justice and are reaching out for help. We cannot let history repeat itself by silencing survivors.”

Army spokesperson Lt. Col. Ruth Castro said when they received the first 11 claims, they sent out a statement in March saying they are reviewing them and “no decision on how to respond will be made until the Army's review is complete and the claims have been investigated.” Castro said late Friday that she was trying to learn if they had an update to that response.

The 15 servicemen who filed the complaints were former patients of Dr. Stockin. They primarily saw him for pain management. The most recent filings were made on Thursday on behalf of three Army members and one with the Air Force. All four had been suffering chronic back pain.

One said he had an appointment with Stockin in September 2021 about a pulled muscle in his lower back. He was taken to an exam room and was alone with Stockin when the doctor told him to take off his pants and underwear, according to the complaint. He said Stockin fondled his genitals without wearing gloves.

The three others told similar stories, and they all said they had never had an exam like that before and left feeling uncomfortable and violated.

“I do believe this directly led to exacerbating my drinking because I did not know how to cope with this trauma,” one of the men said. He spent a year drinking until he blacked out, and finally entered an outpatient rehabilitation program to get sober.

“Since 2022, I’ve had to ask my wife to attend every medical appointment I’ve made because I do not feel comfortable being one on one with a medical professional as a direct result of Dr. Stockin,” he said.

The law firm Sanford Heisler Sharp filed Federal Tort Claims Act complaints against the U.S. Army and Department of Defense on behalf of the servicemen, claiming the agencies were negligent in hiring, supervising and retaining Dr. Stockin. They have six months to investigate the claims and after that, the servicemen can file a federal lawsuit, said Christine Dunn, a lead attorney on the cases.

One of the servicemen said he reported Stockin's behavior to his superior officer, but nothing was done. Two other complaints say Stockin continued to see and abuse patients as late as April 2022 — two months after the army claimed it had removed him from duty, Dunn said.

“Each time another victim reaches out to me, I become more and more determined to hold the Army accountable for putting this serial predator in a position to abuse patients,” Dunn said. “The sheer volume of victims here points to the Army’s negligence in failing to keep patients safe.”

Who Won the Debate? Biden Stumbles Left Trump on Top

A halting debate performance by President Biden left Democratic strategists reeling, raising questions about his fitness to stay in the race.

In the first presidential debate of the year between the leading Democratic and Republican candidates, President Biden and former President Donald J. Trump clashed on inflation, taxes, Ukraine and the future of democracy.

A halting performance from Mr. Biden and a relatively steady and measured delivery by Mr. Trump left Democrats deeply concerned about Mr. Biden’s prospects. Personal attacks overshadowed discussions of policy during the debate, with the candidates sparring over who had a better golf game, their respective cognitive abilities and their legal problems.

On cable news and social media, strategists from both parties wondered if Mr. Biden could continue in the race against Mr. Trump. Few Democrats could muster an upbeat assessment of the president’s performance.

Here is a sampling of the reaction.

“It was a really disappointing debate performance from Joe Biden. I don’t think there’s any other way to slice it. His biggest issue was to prove to the American people that he had the energy, the stamina — and he didn’t do that,” Kate Bedingfield, Mr. Biden’s former White House communications director, said on CNN.

“Biden is even whiffing on his easy pitches — abortion and Jan. 6. I mean, my God,” said Matt Gorman, a Republican strategist and former senior adviser to the presidential campaign for Senator Tim Scott of South Carolina.

“Look, I debated Joe 7 times in 2020. He’s a different guy in 2024,” Andrew Yang, a Democratic presidential candidate in 2020, said on the social media platform X, adding the hashtag #swapJoeout.

Who won the Biden-Trump debate? Biden's freeze draws age concerns

WASHINGTON – Presidential debates are always about expectations. And Thursday’s verbal sparring match between President Joe Biden and former President Donald Trump was no exception.  

The stakes were highest for Biden who, at age 81, was already battling perceptions he is too elderly for a second term. Meanwhile, Trump, 78, was facing concerns from moderate and swing voters about his at times bombastic style.  

The biggest moment of the night came early, when Biden froze for several seconds while answering a question about the economy. 

That – and all of the many other gaffes of the evening − will be replayed on cable news shows and shared thousands of times on social media for weeks to come. But how will it influence the 2024 election?  

Here’s a breakdown of who came out on top and who fell short in the immediate aftermath.  

Trump showed more energy than Biden  

Experts USA TODAY spoke with said they saw sharp differences in the stamina of the two candidates on stage Thursday night, and they said Biden’s low-energy demeanor could hurt him for months to come.  

In one of the most defining moments of the debate, Biden took a prolonged pause and froze while answering a question about the economy. After stuttering, the president continued, but began talking about COVID-19 and Medicare. 

Even some of Biden's Democratic supporters felt his freeze on stage and his somewhat wooden performance tipped the scales in Trump's favor.

Trump sought to highlight Biden’s slower responses, at one point saying, “I really don't know what he said at the end of this, and I don't think he knows what he said, either."

Thomas Whalen, a presidential historian and professor at Boston University, said Biden was “looking his age,” while Trump was “more controlled and sticking to his talking points.” 

Aaron Kall, director of Debate for the University of Michigan Debate Program, suggested Biden’s pauses “could spur endless news cycles about (his) age and fitness to serve another term in office.” 

New debate format aimed to decrease chaos

If seeing Trump and Biden on stage together again didn’t provide enough deja vu, their matchup also marked the first time since 1960 that a presidential debate was held without a live audience . The last time was when John F. Kennedy and Richard Nixon clashed.

The format was designed to eliminate immediate reactions to candidates’ remarks. Aaron Kall, director of debate for the University of Michigan, suggested it forced genuine responses rather than scripted statements from the candidates. 

Rather than rely on audience energy, Trump and Biden had to “trust their guts and instincts and previous debate experiences,” Kall said. 

The  use of muted microphones in the debate also nearly eliminated the type of candidate crosstalk that has plagued past debates, including most recently during the GOP primary. 

Georgia voters are central focus  

Trump and Biden weren’t the only ones in the spotlight Thursday night. All-important Georgia voters were, too. 

The location of the debate at CNN’s studios in Atlanta underscored Georgia’s role as crucial swing state in the election and served as a reminder that the candidate's messages − and bickering − will echo far beyond the stage. 

Biden won Georgia by just under 12,000 votes in 2020. But recent polling this year has shown Trump with a slight edge over his competitor in the key battleground territory. 

And the side-by-side comparison of the two candidates Thursday could very well sway the minds of undecided voters in the state. It was one of few opportunities the public will have to hear from the two men directly and judge for themselves who is the better pick for the country. 

Not to mention that the location gave both candidates an opportunity to campaign around the Atlanta suburbs. Trump called in to a local barbershop on Wednesday to talk with a group his campaign called the Black American Business Leaders Barbershop Roundtable. And Biden’s campaign said the president planned to attend watch parties across the city after the debate to talk with voters.  

Also of significance: The debate occurred only a few miles from the jail where Trump was booked last year on charges related to claims that he conspired to overturn the 2020 election.  

A major money boost for Democrats and Republicans  

Both major parties are expected to raise big dollars off Thursday’s affair. Similarly well-watched events have brought in the green for the two candidates.  

Biden’s campaign said he raised $10 million in the 24 hours after the State of the Union address. After Trump’s felony conviction in his New York hush money trial, his campaign said it raised $34.8 million in small-dollar donations.  

And both groups we’re leaning into their fundraising.  

Hours before the debate began, Biden’s team sent out a message telling supporters that he was “counting on” them to donate at least $30.  

“Tens of thousands of new supporters stepped up following my debates against Trump in 2020. And tonight, can’t be any different,” the message said.  

The Democratic Party of Georgia also hosted a watch party charging $24 per advance ticket. Former Georgia Sen. Kelly Loeffler was similarly hosting a high-dollar event for Trump the night of the debate.  

Biden’s campaign said it had its best grassroots fundraising hours of the entire campaign leading up to the debate. 

False claims abound

Ashley Koning, director of the Rutgers Eagleton Center for Public Interest Polling, argued that “facts and truth” were the biggest losers of the night.  

Both Trump and Biden made false comments throughout the debate that largely went unchecked by the moderators.  

Trump repeated claims that the Jan. 6, 2021, attack on the U.S. Capitol was former House Speaker Nancy Pelosi’s fault. Trump claimed he offered Pelosi “10,000 soldiers” to stop the attack. Pelosi’s office has said, however, that she never received such an officer and that she wouldn’t have had the power to refuse either way.  

The former real estate mogul also claimed the U.S. southern border is the most dangerous place in the world. There is no evidence to suggest this.  

Biden also made incorrect claims. At one point, he claimed he was “the only president this century ... that doesn’t have any troops dying anywhere in the world.”  

In 2021, during Biden’s presidency, 13 U.S. service members were killed in a suicide bombing attack in Afghanistan as thousands tried to flee the Taliban’s takeover of the country. 

RFK and third-party candidates absent from the conversation  

Noticeably absent from the CNN stage? Robert F. Kennedy Jr .  

Kennedy didn’t meet the qualifications for the debate, which required candidates to appear on a “sufficient number of state ballots to reach the 270 electoral vote thresholds to win the presidency” and receive at least 15% in four qualifying national polls, according to CNN.  

In a three-way matchup with Biden and Trump, Kennedy receives 10.7% of the vote, according to a Real Clear Politics average of polling .  

Kennedy counterprogrammed the prime-time debate by answering the same questions as Biden and Trump live on a social media stream and on his website. But he remained largely out of sight for most voters on a night that centered on the two major party candidates.

JBLM soldier arrested for killing 8-month pregnant wife and another soldier after high-speed chase

A soldier at Joint Base Lewis-McChord is charged with allegedly killing his eight-month pregnant wife and another soldier.

Army officials told Task & Purpose that Spc. John Maupin, a scout with the 7 th Infantry Division, was in custody after two soldiers assigned to JBLM, Washington and a family member “were involved in a fatal domestic violence incident” June 21 in Lacey, Washington. Maupin was arrested Friday after leading police on a high-speed chase that reached speeds of 110 mph. He faces charges of first degree assault while armed with a deadly weapon, second-degree murder and attempting to elude police.

John Maupin is accused of killing his wife, Julia Maupin, and Sgt. Brandon Rudlaff. In a 911 call, Julia’s mother, Colleen O’Toole — who lives in the same house — described Rudlaff as Julia’s “best friend/boyfriend” who shared a room with her daughter. John had been staying in a third bedroom alone, according to the probable cause affidavit.

Rudlaff was a team chief for the 7 th Infantry Division. His awards included the Army Achievement Medal, Army Good Conduct Medal, National Defense Service Medal, Korea Defense Service Medal and Army Service Ribbon.

Julia Maupin was eight months pregnant, police said.

Domestic abuse involving pregnant women is far from uncommon. Nearly 324,000 pregnant people in the U.S. are battered by their intimate partners every year. According to the National Partnership for Women & Families , many women report that domestic abuse started or intensified when they became pregnant.

As for domestic abuse that turns fatal, homicide is the leading cause of death among pregnant women in the U.S., according to the National Coalition Against Domestic Violence .

JBLM officials said O’Toole called 911 Thursday evening to report that her daughter and Rudlaff had been shot by Maupin. 

O’Toole told officials that Julia and John Maupin fought often and that John had previously threatened suicide multiple times. O’Toole said that she had heard Julia Maupin and John Maupin arguing earlier in the day, during which Julia told John that he did not have permission to go into her room or take her phone. Later that night, O’Toole heard at least five gunshots ring out and found her daughter and Rudlaff’s bodies without a pulse.

“Colleen said she didn’t actually see John but saw his black shirt that he had on earlier in the day,” according to the affidavit. Michael Delgado, O’Toole’s partner who also lives in the house, told officials he watched John Maupin come down the stairs with a gun and flee in his car.When John Maupin was interviewed by local police, “John stated that he has an alter ego named ‘New John’ who took over and he couldn’t remember anything,” according to the affidavit. He also told police he had a gun in his glove box, “but that he didn’t own a gun.” 

John Maupin  has a firearm review hearing on Thursday and his arraignment is scheduled for July 2, according to the Thurston County prosecutor’s office.

How to write a nursing resume in 5 steps

When crafting a nursing resume, Jenkins emphasizes the importance of following a structured approach to ensure that yours makes an impression with the hiring manager. Above all, you want your resume to be organized, easy to read, and succinct.

Step 1: Start with a strong summary statement

“Begin with a strong summary that highlights your qualifications and career goals,” Jenkins says. “Make sure to use keywords from the job description and qualifications required.” (Here's how to read a job description the right way .)

Your summary statement will speak to your past, present, and future as a nurse, while also making it easy for a recruiter to draw clear connections between your professional life and the job in question.

Step 2: Include non-negotiable sections

Next, make sure you’ve accounted for the non-negotiable sections that every nursing resume needs. According to Jenkins, these include: your contact information, a professional summary of your achievements, your nursing education, licensure and certifications, clinical experience, and relevant role-specific skills.

On top of that, list any professional affiliations, volunteer work, and professional references. Together, these sections will make up the bulk of your resume.

Step 3: Highlight your most valuable skills

A good nursing resume includes hard and soft skills , both of which are necessary for patient care. Jenkins suggests highlighting specific clinical and interpersonal skills that are considered very valuable in the nursing world, including patient assessment, medication administration, wound care, critical thinking, conflict resolution, customer service, and effective communication.

Certifications like BLS, ACLS, PALS, or a specialty-specific certification should also be prominently featured.

Step 4: Do a thorough check for mistakes

As a nurse career coach and mentor, Jenkins has come face-to-face with countless nursing resume mistakes. To make your resume shine, he urges you to check their resumes for the following:

  • Grammatical errors and typos
  • An unprofessional email address (e.g. anything besides your first and last name, with a number, if necessary)
  • Irrelevant information that doesn’t pertain to the role
  • Dense blocks of text

Using this list to clean up your resume will improve your chances of getting noticed during your job search . Consider this your list of “don’t dos.”

Step 5: Follow nursing resume best practices

In terms of what you should do, Jenkins endorses the use of bullet points for better readability (vs. long text blocks), using keywords from the job description to help your resume pass through application tracking systems (ATS) , tailoring your resume for each job application, and proofreading vigorously.

Your nursing resume format should be clean and professional, and up to date with any new skills, certifications and experiences.

“Remember, keeping your resume concise and relevant matters,” he says. “If you are including a detailed summary about the dog-sitting job you had as a teenager for a charge nurse position, chances are that your resume won’t make it through the initial screening process.”

How often should you update your nursing resume.

Nurses should update their resume at least every six months, or immediately after acquiring a new skill, certification, or job experience. “Regular updates ensure that your resume is always current and ready for new opportunities, reflecting your most recent and relevant qualifications,” Jenkins says.

How should nurses describe their nursing experience and clinical skills?

To make your experience and clinical skills stand out, use action verbs and quantify your achievements , says Jenkins.

For example, a solid resume bullet point could be:

Provided care for a 30-bed unit, reducing patient falls by 20% through the

implementation of a new safety protocol and interprofessional collaboration with hourly rounding.

“Highlight specific clinical skills and procedures you’re proficient in, and showcase any leadership roles or special projects you’ve undertaken,” he says. “Be proud of your positive outcomes, and include stories that highlight how you’ve grown professionally through some failures and unanticipated setbacks. Hiring managers don’t want robots—they want to know that they have people who are resilient and willing to adapt to the needs of the organization.”

What are the essentials for a new grad nurse resume, versus a nursing student or experienced nurse resume?

For a new grad nurse…

  • Emphasize your clinical rotations, relevant coursework, and any nursing-related internships or volunteer work. Include a strong objective statement tailored to the role you’re applying for

For a nursing student resume…

  • Focus on your education, clinical placements, and any healthcare-related work experience.

And for an experienced nurse…

  • Prioritize your professional experience, listing roles in reverse chronological order (most recent experience first) with detailed descriptions of your responsibilities and achievements.

How should a nursing assistant, travel nurse, or nurse practitioner tailor their resume?

Per Jenkins’ advice, a nursing assistant resume should…

  • Highlight your direct patient care experience and any specialized skills like phlebotomy or EKG administration, as well as team work, interdisciplinary collaboration and ability to follow instructions & escalation of abnormal findings.

A travel nurse resume should…

  • Emphasize your adaptability, diverse clinical experiences, and ability to quickly integrate into new teams.

And a nurse practitioner resume should…

  • Detail your advanced practice skills, patient caseload, and any specialized areas of practice, as well as leadership or teaching roles.

What are the essentials for a critical care nurse or emergency room nurse resume?

As for critical care nurses and ER nurses, Jenkins recommends emphasizing your ability to handle high-stress environments, proficiency in advanced life support, and experience with critical interventions such as intubation and other bedside emergency procedures.

Be sure to mention the diverse populations you’ve worked with, such as pediatric or trauma patients, and highlight your experience with critical care monitoring equipment and protocols.

What about nurses re-entering the workforce or changing specialties?

“For nurses re-entering the workforce or changing specialties, consider taking refresher courses or obtaining new certifications relevant to your desired role,” Jenkins says. “Note any continuing education or recent volunteer work to demonstrate your commitment to maintaining your skills. Finally, tailor your resume to showcase transferable skills and experiences that are applicable to the new specialty.”
