In conclusion, I would like emphasize that sexual violence poses an obstacle to peace and security. It impedes women from participating in peace and democratic processes and in post-conflict reconstruction and reconciliation. As a tool of war it can become a way of life: once entrenched in the fabric of society, it lingers long after the guns have fallen silent. Many women lose their health, livelihoods, husbands, families and support networks as a result of rape. This, in turn, can shatter the structures that anchor community values, and with that disrupt their transmission to future generations. Children accustomed to acts of rape can grow into adults who accept such acts as the norm. This vicious cycle must stop, as we cannot accept a selective zero-tolerance policy. Today's adoption of resolution 1960 (2010), on sexual violence, is an important step in that direction. It is for that reason that Slovenia joined in co-sponsoring it.

The vulnerability of children makes them the most common targets of sexual abusers. In the US, it has become a significant issue regarding public health. Child sex abuse is categorized as abuse of an individual below the age of 18. The effects can be classified as physical and psychological and occur immediately and also later in life. Changes in personality character in children are the main recognition features of abuse. Having an appreciation of the long term effects of sexual abuse is very important when ones to understand personality characters of the victims who go through the experience. For effective management of victims of sexual abuse, it is imperative that we recognize the cause of the observed disorder and determine the Adversity to the child.

Post-traumatic stress disorder (PTSD) is common among children who have been victims of sexual abuse as outlined by Kinnear (p 18). This results due the nature of the abuse. The violence that is involved during the act in addition to the pain causes is bound to have delayed reaction on the child. If the abuser is known to the child, the extent of stress is more due to frequent exposure. The signs are normally related with association of the circumstances preceding and during the abuse with any other circumstance the child is presented with. As a result, the child will avoid such situation and may appear withdrawn. Reports have shown that sexually abused children develop anxiety and deviant sexual behaviors including promiscuity.

Mental health of an abused child is also affected adversely. Owing to the heinous nature of the offense, the child is bound to become isolated and depressed. Over time, the child becomes withdrawn from society. Kinnear (19) postulated that the stigma attached to abuse of child also fosters the guilty feeling. As a result, the child enters adulthood without having experienced the challenges which normally stimulate response behavior for survival as an adult.

Physically, some victims are rendered unable to engage in normal sexual practices owing to the physical trauma to the affected organs. The abuser is obviously in a hurry to avoid being caught. The element of struggle implies that injury is bound to occur. As result, the ability to function as normal adult and fulfill their reproductive duties is greatly hampered even in the absence of psychological tendencies. The fear involved in correlating sexual activity wit abuse becomes a hindering factor hence making the individuals unable to form lasting relationships.

Sexual abuse is bound to lead to sexually transmitted diseases to the child. Most abusers are adults who have previously engaged in sexual activities and could thus be carriers of such diseases. Transmission rates are also higher owing to the injury sustained. As observed from most instances, such treatment for such disease is hampered by the diagnostic challenges since the victim may hide the fact they were abused Finkelman (p 41). The shame and trauma involved may prevent the child from opening up to responsible adults.

According to Kinnear (18), inclination to crime has been observed to occur in children who have been sexually abused. Their appreciation of danger is compromised due to loss of self-esteem thus propagating tendencies of disruptive behavior and conduct. Besides, the abused child is bound to feel dejected. This feeling propels most abused children to risk taking behavior. The withdrawal period also takes away valuable time for personal development and the individual may lack a source of income. Substance abuse is also rife among individuals who have been abused. This originates from the search of a coping mechanism.

In conclusion therefore, it is imperative that society protects children from abuse of any form. Sexual abuse has adverse effects running into adult life. Treatment and care of victims is not a guaranteed remedy for the victims. As a result, it is better prevention than care.

Sexual Harassment of Women: Climate, Culture, and Consequences in Academic Sciences, Engineering, and Medicine (2018)

Preventing and effectively addressing sexual harassment of women in colleges and universities is a significant challenge, but we are optimistic that academic institutions can meet that challenge—if they demonstrate the will to do so. This is because the research shows what will work to prevent sexual harassment and why it will work. A systemwide change to the culture and climate in our nation’s colleges and universities can stop the pattern of harassing behavior from impacting the next generation of women entering science, engineering, and medicine.

Changing the current culture and climate requires addressing all forms of sexual harassment, not just the most egregious cases; moving beyond legal compliance; supporting targets when they come forward; improving transparency and accountability; diffusing the power structure between faculty and trainees; and revising organizational systems and structures to value diversity, inclusion, and respect. Leaders at every level within academia will be needed to initiate these changes and to establish and maintain the culture and norms. However, to succeed in making these changes, all members of our nation’s college campuses—students, faculty, staff, and administrators—will need to assume responsibility for promoting a civil and respectful environment. It is everyone’s responsibility to stop sexual harassment.

In this spirit of optimism, we offer the following compilation of the report’s findings, conclusions, and recommendations.

FINDINGS AND CONCLUSIONS

Chapter 2: sexual harassment research.

  • Sexual harassment is a form of discrimination that consists of three types of harassing behavior: (1) gender harassment (verbal and nonverbal behaviors that convey hostility, objectification, exclusion, or second-class status about members of one gender); (2) unwanted sexual attention (unwelcome verbal or physical sexual advances, which can include assault); and (3) sexual coercion (when favorable professional or educational treatment is conditioned on sexual activity). The distinctions between the types of harassment are important, particularly because many people do not realize that gender harassment is a form of sexual harassment.
  • Sexually harassing behavior can be either direct (targeted at an individual) or ambient (a general level of sexual harassment in an environment) and is harmful in both cases. It is considered illegal when it creates a hostile environment (gender harassment or unwanted sexual attention that is “severe or pervasive” enough to alter the conditions of employment, interfere with one’s work performance, or impede one’s ability to get an education) or when it is quid pro quo sexual harassment (when favorable professional or educational treatment is conditioned on sexual activity).
  • There are reliable scientific methods for determining the prevalence of sexual harassment. To measure the incidence of sexual harassment, surveys should follow the best practices that have emerged from the science of sexual harassment. This includes use of the Sexual Experiences Questionnaire, the most widely used and well-validated instrument available for measuring sexual harassment; assessment of specific behaviors without requiring the respondent to label the behaviors “sexual harassment”; focus on first-hand experience or observation of behavior (rather than rumor or hearsay); and focus on the recent past (1–2 years, to avoid problems of memory decay). Relying on the number of official reports of sexual harassment made to an organization is not an accurate method for determining the prevalence.
  • Some surveys underreport the incidence of sexual harassment because they have not followed standard and valid practices for survey research and sexual harassment research.
  • While properly conducted surveys are the best methods for estimating the prevalence of sexual harassment, other salient aspects of sexual harassment and its consequences can be examined using other research methods , such as behavioral laboratory experiments, interviews, case studies, ethnographies, and legal research. Such studies can provide information about the presence and nature of sexually harassing behavior in an organization, how it develops and continues (and influences the organizational climate), and how it attenuates or amplifies outcomes from sexual harassment.
  • Women experience sexual harassment more often than men do.
  • Gender harassment (e.g., behaviors that communicate that women do not belong or do not merit respect) is by far the most common type of sexual harassment. When an environment is pervaded by gender harassment, unwanted sexual attention and sexual coercion become more likely to occur—in part because unwanted sexual attention and sexual coercion are almost never experienced by women without simultaneously experiencing gender harassment.
  • Men are more likely than women to commit sexual harassment.
  • Coworkers and peers more often commit sexual harassment than do superiors.
  • Sexually harassing behaviors are not typically isolated incidents; rather, they are a series or pattern of sometimes escalating incidents and behaviors.
  • Women of color experience more harassment (sexual, racial/ethnic, or combination of the two) than white women, white men, and men of color do. Women of color often experience sexual harassment that includes racial harassment.
  • Sexual- and gender-minority people experience more sexual harassment than heterosexual women do.
  • The two characteristics of environments most associated with higher rates of sexual harassment are (a) male-dominated gender ratios and leadership and (b) an organizational climate that communicates tolerance of sexual harassment (e.g., leadership that fails to take complaints seriously, fails to sanction perpetrators, or fails to protect complainants from retaliation).
  • Organizational climate is, by far, the greatest predictor of the occurrence of sexual harassment, and ameliorating it can prevent people from sexually harassing others. A person more likely to engage in harassing behaviors is significantly less likely to do so in an environment that does not support harassing behaviors and/or has strong, clear, transparent consequences for these behaviors.

Chapter 3: Sexual Harassment in Academic Science, Engineering, and Medicine

  • Male-dominated environment , with men in positions of power and authority.
  • Organizational tolerance for sexually harassing behavior (e.g., failing to take complaints seriously, failing to sanction perpetrators, or failing to protect complainants from retaliation).
  • Hierarchical and dependent relationships between faculty and their trainees (e.g., students, postdoctoral fellows, residents).
  • Isolating environments (e.g., labs, field sites, and hospitals) in which faculty and trainees spend considerable time.
  • Greater than 50 percent of women faculty and staff and 20–50 percent of women students encounter or experience sexually harassing conduct in academia.
  • Women students in academic medicine experience more frequent gender harassment perpetrated by faculty/staff than women students in science and engineering.
  • Women students/trainees encounter or experience sexual harassment perpetrated by faculty/staff and also by other students/trainees.
  • Women faculty encounter or experience sexual harassment perpetrated by other faculty/staff and also by students/trainees.
  • Women students, trainees, and faculty in academic medical centers experience sexual harassment by patients and patients’ families in addition to the harassment they experience from colleagues and those in leadership positions.

Chapter 4: Outcomes of Sexual Harassment

  • When women experience sexual harassment in the workplace, the professional outcomes include declines in job satisfaction; withdrawal from their organization (i.e., distancing themselves from the work either physically or mentally without actually quitting, having thoughts or

intentions of leaving their job, and actually leaving their job); declines in organizational commitment (i.e., feeling disillusioned or angry with the organization); increases in job stress; and declines in productivity or performance.

  • When students experience sexual harassment, the educational outcomes include declines in motivation to attend class, greater truancy, dropping classes, paying less attention in class, receiving lower grades, changing advisors, changing majors, and transferring to another educational institution, or dropping out.
  • Gender harassment has adverse effects. Gender harassment that is severe or occurs frequently over a period of time can result in the same level of negative professional and psychological outcomes as isolated instances of sexual coercion. Gender harassment, often considered a “lesser,” more inconsequential form of sexual harassment, cannot be dismissed when present in an organization.
  • The greater the frequency, intensity, and duration of sexually harassing behaviors, the more women report symptoms of depression, stress, and anxiety, and generally negative effects on psychological well-being.
  • The more women are sexually harassed in an environment, the more they think about leaving, and end up leaving as a result of the sexual harassment.
  • The more power a perpetrator has over the target, the greater the impacts and negative consequences experienced by the target.
  • For women of color, preliminary research shows that when the sexual harassment occurs simultaneously with other types of harassment (i.e., racial harassment), the experiences can have more severe consequences for them.
  • Sexual harassment has adverse effects that affect not only the targets of harassment but also bystanders, coworkers, workgroups, and entire organizations.
  • Women cope with sexual harassment in a variety of ways, most often by ignoring or appeasing the harasser and seeking social support.
  • The least common response for women is to formally report the sexually harassing experience. For many, this is due to an accurate perception that they may experience retaliation or other negative outcomes associated with their personal and professional lives.
  • The dependence on advisors and mentors for career advancement.
  • The system of meritocracy that does not account for the declines in productivity and morale as a result of sexual harassment.
  • The “macho” culture in some fields.
  • The informal communication network , in which rumors and accusations are spread within and across specialized programs and fields.
  • The cumulative effect of sexual harassment is significant damage to research integrity and a costly loss of talent in academic science, engineering, and medicine. Women faculty in science, engineering, and medicine who experience sexual harassment report three common professional outcomes: stepping down from leadership opportunities to avoid the perpetrator, leaving their institution, and leaving their field altogether.

Chapter 5: Existing Legal and Policy Mechanisms for Addressing Sexual Harassment

  • An overly legalistic approach to the problem of sexual harassment is likely to misjudge the true nature and scope of the problem. Sexual harassment law and policy development has focused narrowly on the sexualized and coercive forms of sexual harassment, not on the gender harassment type that research has identified as much more prevalent and at times equally harmful.
  • Much of the sexual harassment that women experience and that damages women and their careers in science, engineering, and medicine does not meet the legal criteria of illegal discrimination under current law.
  • Private entities, such as companies and private universities, are legally allowed to keep their internal policies and procedures—and their research on those policies and procedures—confidential, thereby limiting the research that can be done on effective policies for preventing and handling sexual harassment.
  • Various legal policies, and the interpretation of such policies, enable academic institutions to maintain secrecy and/or confidentiality regarding outcomes of sexual harassment investigations, arbitration, and settlement agreements. Colleagues may also hesitate to warn one another about sexual harassment concerns in the hiring or promotion context out of fear of legal repercussions (i.e., being sued for defamation and/or discrimination). This lack of transparency in the adjudication process within organizations can cover up sexual harassment perpetrated by repeat or serial harassers. This creates additional barriers to researchers

and others studying harassment claims and outcomes, and is also a barrier to determining the effectiveness of policies and procedures.

  • Title IX, Title VII, and case law reflect the inaccurate assumption that a target of sexual harassment will promptly report the harassment without worrying about retaliation. Effectively addressing sexual harassment through the law, institutional policies or procedures, or cultural change requires taking into account that targets of sexual harassment are unlikely to report harassment and often face retaliation for reporting (despite this being illegal).
  • Fears of legal liability may prevent institutions from being willing to effectively evaluate training for its measurable impact on reducing harassment. Educating employees via sexual harassment training is commonly implemented as a central component of demonstrating to courts that institutions have “exercised reasonable care to prevent and correct promptly any sexually harassing behavior.” However, research has not demonstrated that such training prevents sexual harassment. Thus, if institutions evaluated their training programs, they would likely find them to be ineffective, which, in turn, could raise fears within institutions of their risk for liability because they would then knowingly not be exercising reasonable care.
  • Holding individuals and institutions responsible for sexual harassment and demonstrating that sexual harassment is a serious issue requires U.S. federal funding agencies to be aware when principal investigators, co-principal investigators, and grant personnel have violated sexual harassment policies. It is unclear whether and how federal agencies will take action beyond the requirements of Title IX and Title VII to ensure that federal grants, composed of taxpayers’ dollars, are not supporting research, academic institutions, or programs in which sexual harassment is ongoing and not being addressed. Federal science agencies usually indicate (e.g., in requests for proposals or other announcements) that they have a “no-tolerance” policy for sexual harassment. In general, federal agencies rely on the grantee institutions to investigate and follow through on Title IX violations. By not assessing and addressing the role of institutions and professional organizations in enabling individual sexual harassers, federal agencies may be perpetuating the problem of sexual harassment.
  • To address the effect sexual harassment has on the integrity of research, parts of the federal government and several professional societies are beginning to focus more broadly on policies about research integrity and on codes of ethics rather than on the narrow definition of research misconduct. A powerful incentive for change may be missed if sexual harassment is not considered equally important as research misconduct, in terms of its effect on the integrity of research.

Chapter 6: Changing the Culture and Climate in Higher Education

  • A systemwide change to the culture and climate in higher education is required to prevent and effectively address all three forms of sexual harassment. Despite significant attention in recent years, there is no evidence to suggest that current policies, procedures, and approaches have resulted in a significant reduction in sexual harassment. It is time to consider approaches that address the systems, cultures, and climates that enable sexual harassment to perpetuate.
  • Strong and effective leaders at all levels in the organization are required to make the systemwide changes to climate and culture in higher education. The leadership of the organization—at every level—plays a significant role in establishing and maintaining an organization’s culture and norms. However, leaders in academic institutions rarely have leadership training to thoughtfully address culture and climate issues, and the leadership training that exists is often of poor quality.
  • Evidence-based, effective intervention strategies are available for enhancing gender diversity in hiring practices.
  • Focusing evaluation and reward structures on cooperation and collegiality rather than solely on individual-level teaching and research performance metrics could have a significant impact on improving the environment in academia.
  • Evidence-based, effective intervention strategies are available for raising levels of interpersonal civility and respect in workgroups and teams.
  • An organization that is committed to improving organizational climate must address issues of bias in academia. Training to reduce personal bias can cause larger-scale changes in departmental behaviors in an academic setting.
  • Skills-based training that centers on bystander intervention promotes a culture of support, not one of silence. By calling out negative behaviors on the spot, all members of an academic community are helping to create a culture where abusive behavior is seen as an aberration, not as the norm.
  • Reducing hierarchical power structures and diffusing power more broadly among faculty and trainees can reduce the risk of sexual ha

rassment. Departments and institutions could take the following approaches for diffusing power:

  • Make use of egalitarian leadership styles that recognize that people at all levels of experience and expertise have important insights to offer.
  • Adopt mentoring networks or committee-based advising that allows for a diversity of potential pathways for advice, funding, support, and informal reporting of harassment.
  • Develop ways the research funding can be provided to the trainee rather than just the principal investigator.
  • Take on the responsibility for preserving the potential work of the research team and trainees by redistributing the funding if a principal investigator cannot continue the work because he/she has created a climate that fosters sexual harassment and guaranteeing funding to trainees if the institution or a funder pulls funding from the principal investigator because of sexual harassment.
  • Orienting students, trainees, faculty, and staff, at all levels, to the academic institution’s culture and its policies and procedures for handling sexual harassment can be an important piece of establishing a climate that demonstrates sexual harassment is not tolerated and targets will be supported.
  • Institutions could build systems of response that empower targets by providing alternative and less formal means of accessing support services, recording information, and reporting incidents without fear of retaliation.
  • Supporting student targets also includes helping them to manage their education and training over the long term.
  • Confidentiality and nondisclosure agreements isolate sexual harassment targets by limiting their ability to speak with others about their experiences and can serve to shield perpetrators who have harassed people repeatedly.
  • Key components of clear anti-harassment policies are that they are quickly and easily digested (i.e., using one-page flyers or infographics and not in legally dense language) and that they clearly state that people will be held accountable for violating the policy.
  • A range of progressive/escalating disciplinary consequences (such as counseling, changes in work responsibilities, reductions in pay/benefits, and suspension or dismissal) that corresponds to the severity and frequency of the misconduct has the potential of correcting behavior before it escalates and without significantly disrupting an academic program.
  • In an effort to change behavior and improve the climate, it may also be appropriate for institutions to undertake some rehabilitation-focused measures, even though these may not be sanctions per se.
  • For the people in an institution to understand that the institution does not tolerate sexual harassment, it must show that it does investigate and then hold perpetrators accountable in a reasonable timeframe. Institutions can anonymize the basic information and provide regular reports that convey how many reports are being investigated and what the outcomes are from the investigation.
  • An approach for improving transparency and demonstrating that the institution takes sexual harassment seriously is to encourage internal review of its policies, procedures, and interventions for addressing sexual harassment, and to have interactive dialogues with members of their campus community (especially expert researchers on these topics) around ways to improve the culture and climate and change behavior.
  • Cater training to specific populations; in academia this would include students, postdoctoral fellows, staff, faculty, and those in leadership.
  • Attend to the institutional motivation for training , which can impact the effectiveness of the training; for instance, compliance-based approaches have limited positive impact.
  • Conduct training using live qualified trainers and offer trainees specific examples of inappropriate conduct. We note that a great deal of sexual harassment training today is offered via an online mini-course or the viewing of a short video.
  • Describe standards of behavior clearly and accessibly (e.g., avoiding legal and technical terms).
  • To the extent that the training literature provides broad guidelines for creating impactful training that can change climate and behavior, they include the following:
  • Establish standards of behavior rather than solely seek to influence attitudes and beliefs. Clear communication of behavioral expectations, and teaching of behavioral skills, is essential.
  • Conduct training in adherence to best standards , including appropriate pre-training needs assessment and evaluation of its effectiveness.
  • Creating a climate that prevents sexual harassment requires measuring the climate in relation to sexual harassment, diversity, and respect, and assessing progress in reducing sexual harassment.
  • Efforts to incentivize systemwide changes, such as Athena SWAN, 1 are crucial to motivating organizations and departments within organizations to make the necessary changes.
  • Enacting new codes of conduct and new rules related specifically to conference attendance.
  • Including sexual harassment in codes of ethics and investigating reports of sexual harassment. (This is a new responsibility for professional societies, and these organizations are considering how to take into consideration the law, home institutions, due process, and careful reporting when dealing with reports of sexual harassment.)
  • Requiring members to acknowledge, in writing, the professional society’s rules and codes of conduct relating to sexual harassment during conference registration and during membership sign-up and renewal.
  • Supporting and designing programs that prevent harassment and provide skills to intervene when someone is being harassed.
  • Strengthening statements on sexual harassment, bullying, and discrimination in professional societies’ codes of conduct, with a few defining it as research misconduct.
  • Factoring in harassment-related professional misconduct into scientific award decisions.
  • Professional societies have the potential to be powerful drivers of change through their capacity to help educate, train, codify, and reinforce cultural expectations for their respective scientific, engineering, and medical communities. Some professional societies have taken action to prevent and respond to sexual harassment among their membership. Although each professional society has taken a slightly different approach to addressing sexual harassment, there are some shared approaches, including the following:

  • There are many promising approaches to changing the culture and climate in academia; however, further research assessing the effects and values of the following approaches is needed to identify best practices:
  • Policies, procedures, trainings, and interventions, specifically how they prevent and stop sexually harassing behavior, alter perception of organizational tolerance for sexually harassing behavior, and reduce the negative consequences from reporting the incidents. This includes informal and formal reporting mechanisms, bystander intervention training, academic leadership training, sexual harassment training, interventions to improve civility, mandatory reporting requirements, and approaches to supporting and improving communication with the target.
  • Mechanisms for target-led resolution options and mechanisms by which the target has a role in deciding what happens to the perpetrator, including restorative justice practices.
  • Mechanisms for protecting targets from retaliation.
  • Rehabilitation-focused measures for disciplining perpetrators.
  • Incentive systems for encouraging leaders in higher education to address the issues of sexual harassment on campus.

RECOMMENDATIONS

RECOMMENDATION 1: Create diverse, inclusive, and respectful environments.

  • Academic institutions and their leaders should take explicit steps to achieve greater gender and racial equity in hiring and promotions, and thus improve the representation of women at every level.
  • Academic institutions and their leaders should take steps to foster greater cooperation, respectful work behavior, and professionalism at the faculty, staff, and student/trainee levels, and should evaluate faculty and staff on these criteria in hiring and promotion.
  • Academic institutions should combine anti-harassment efforts with civility-promotion programs.
  • Academic institutions should cater their training to specific populations (in academia these should include students/trainees, staff, faculty, and those in leadership) and should follow best practices in designing training programs. Training should be viewed as the means of providing the skills needed by all members of the academic community, each of whom has a role to play in building a positive organizational climate focused on safety and respect, and not simply as a method of ensuring compliance with laws.
  • Academic institutions should utilize training approaches that develop skills among participants to interrupt and intervene when inappropriate behavior occurs. These training programs should be evaluated to deter

mine whether they are effective and what aspects of the training are most important to changing culture.

  • Anti–sexual harassment training programs should focus on changing behavior, not on changing beliefs. Programs should focus on clearly communicating behavioral expectations, specifying consequences for failing to meet these expectations, and identifying the mechanisms to be utilized when these expectations are not met. Training programs should not be based on the avoidance of legal liability.

RECOMMENDATION 2: Address the most common form of sexual harassment: gender harassment.

Leaders in academic institutions and research and training sites should pay increased attention to and enact policies that cover gender harassment as a means of addressing the most common form of sexual harassment and of preventing other types of sexually harassing behavior.

RECOMMENDATION 3: Move beyond legal compliance to address culture and climate.

Academic institutions, research and training sites, and federal agencies should move beyond interventions or policies that represent basic legal compliance and that rely solely on formal reports made by targets. Sexual harassment needs to be addressed as a significant culture and climate issue that requires institutional leaders to engage with and listen to students and other campus community members.

RECOMMENDATION 4: Improve transparency and accountability.

  • Academic institutions need to develop—and readily share—clear, accessible, and consistent policies on sexual harassment and standards of behavior. They should include a range of clearly stated, appropriate, and escalating disciplinary consequences for perpetrators found to have violated sexual harassment policy and/or law. The disciplinary actions taken should correspond to the severity and frequency of the harassment. The disciplinary actions should not be something that is often considered a benefit for faculty, such as a reduction in teaching load or time away from campus service responsibilities. Decisions regarding disciplinary actions, if indicated or required, should be made in a fair and timely way following an investigative process that is fair to all sides. 2
  • Academic institutions should be as transparent as possible about how they are handling reports of sexual harassment. This requires balancing issues of confidentiality with issues of transparency. Annual reports,

that provide information on (1) how many and what type of policy violations have been reported (both informally and formally), (2) how many reports are currently under investigation, and (3) how many have been adjudicated, along with general descriptions of any disciplinary actions taken, should be shared with the entire academic community: students, trainees, faculty, administrators, staff, alumni, and funders. At the very least, the results of the investigation and any disciplinary action should be shared with the target(s) and/or the person(s) who reported the behavior.

  • Academic institutions should be accountable for the climate within their organization. In particular, they should utilize climate surveys to further investigate and address systemic sexual harassment, particularly when surveys indicate specific schools or facilities have high rates of harassment or chronically fail to reduce rates of sexual harassment.
  • Academic institutions should consider sexual harassment equally important as research misconduct in terms of its effect on the integrity of research. They should increase collaboration among offices that oversee the integrity of research (i.e., those that cover ethics, research misconduct, diversity, and harassment issues); centralize resources, information, and expertise; provide more resources for handling complaints and working with targets; and implement sanctions on researchers found guilty of sexual harassment.

RECOMMENDATION 5: Diffuse the hierarchical and dependent relationship between trainees and faculty.

Academic institutions should consider power-diffusion mechanisms (i.e., mentoring networks or committee-based advising and departmental funding rather than funding only from a principal investigator) to reduce the risk of sexual harassment.

RECOMMENDATION 6: Provide support for the target.

Academic institutions should convey that reporting sexual harassment is an honorable and courageous action. Regardless of a target filing a formal report, academic institutions should provide means of accessing support services (social services, health care, legal, career/professional). They should provide alternative and less formal means of recording information about the experience and reporting the experience if the target is not comfortable filing a formal report. Academic institutions should develop approaches to prevent the target from experiencing or fearing retaliation in academic settings.

RECOMMENDATION 7: Strive for strong and diverse leadership.

  • College and university presidents, provosts, deans, department chairs, and program directors must make the reduction and prevention of sexual

harassment an explicit goal of their tenure. They should publicly state that the reduction and prevention of sexual harassment will be among their highest priorities, and they should engage students, faculty, and staff (and, where appropriate, the local community) in their efforts.

  • Academic institutions should support and facilitate leaders at every level (university, school/college, department, lab) in developing skills in leadership, conflict resolution, mediation, negotiation, and de-escalation, and should ensure a clear understanding of policies and procedures for handling sexual harassment issues. Additionally, these skills development programs should be customized to each level of leadership.
  • Leadership training programs for those in academia should include training on how to recognize and handle sexual harassment issues, and how to take explicit steps to create a culture and climate to reduce and prevent sexual harassment—and not just protect the institution against liability.

RECOMMENDATION 8: Measure progress.

Academic institutions should work with researchers to evaluate and assess their efforts to create a more diverse, inclusive, and respectful environment, and to create effective policies, procedures, and training programs. They should not rely on formal reports by targets for an understanding of sexual harassment on their campus.

  • When organizations study sexual harassment, they should follow the valid methodologies established by social science research on sexual harassment and should consult subject-matter experts. Surveys that attempt to ascertain the prevalence and types of harassment experienced by individuals should adopt the following practices: ensure confidentiality, use validated behavioral instruments such as the Sexual Experiences Questionnaire, and avoid specifically using the term “sexual harassment” in any survey or questionnaire.
  • Academic institutions should also conduct more wide-ranging assessments using measures in addition to campus climate surveys, for example, ethnography, focus groups, and exit interviews. These methods are especially important in smaller organizational units where surveys, which require more participants to yield meaningful data, might not be useful.
  • Organizations studying sexual harassment in their environments should take into consideration the particular experiences of people of color and sexual- and gender-minority people, and they should utilize methods that allow them to disaggregate their data by race, ethnicity, sexual orientation, and gender identity to reveal the different experiences across populations.
  • The results of climate surveys should be shared publicly to encourage transparency and accountability and to demonstrate to the campus community that the institution takes the issue seriously. One option would be for academic institutions to collaborate in developing a central repository for reporting their climate data, which could also improve the ability for research to be conducted on the effectiveness of institutional approaches.
  • Federal agencies and foundations should commit resources to develop a tool similar to ARC3, the Administrator-Researcher Campus Climate Collaborative, to understand and track the climate for faculty, staff, and postdoctoral fellows.

RECOMMENDATION 9: Incentivize change.

  • Academic institutions should work to apply for awards from the emerging STEM Equity Achievement (SEA Change) program. 3 Federal agencies and private foundations should encourage and support academic institutions working to achieve SEA Change awards.
  • Accreditation bodies should consider efforts to create diverse, inclusive, and respectful environments when evaluating institutions or departments.
  • Federal agencies should incentivize efforts to reduce sexual harassment in academia by requiring evaluations of the research environment, funding research and evaluation of training for students and faculty (including bystander intervention), supporting the development and evaluation of leadership training for faculty, and funding research on effective policies and procedures.

RECOMMENDATION 10: Encourage involvement of professional societies and other organizations.

  • Professional societies should accelerate their efforts to be viewed as organizations that are helping to create culture changes that reduce or prevent the occurrence of sexual harassment. They should provide support and guidance for members who have been targets of sexual harassment. They should use their influence to address sexual harassment in the scientific, medical, and engineering communities they represent and promote a professional culture of civility and respect. The efforts of the American Geophysical Union are especially exemplary and should be considered as a model for other professional societies to follow.
  • Other organizations that facilitate the research and training of people in science, engineering, and medicine, such as collaborative field sites (i.e., national labs and observatories), should establish standards of behavior

and set policies, procedures, and practices similar to those recommended for academic institutions and following the examples of professional societies. They should hold people accountable for their behaviors while at their facility regardless of the person’s institutional affiliation (just as some professional societies are doing).

RECOMMENDATION 11: Initiate legislative action.

State legislatures and Congress should consider new and additional legislation with the following goals:

  • Better protecting sexual harassment claimants from retaliation.
  • Prohibiting confidentiality in settlement agreements that currently enable harassers to move to another institution and conceal past adjudications.
  • Banning mandatory arbitration clauses for discrimination claims.
  • Allowing lawsuits to be filed against alleged harassers directly (instead of or in addition to their academic employers).
  • Requiring institutions receiving federal funds to publicly disclose results from campus climate surveys and/or the number of sexual harassment reports made to campuses.
  • Requesting the National Science Foundation and the National Institutes of Health devote research funds to doing a follow-up analysis on the topic of sexual harassment in science, engineering, and medicine in 3 to 5 years to determine (1) whether research has shown that the prevalence of sexual harassment has decreased, (2) whether progress has been made on implementing these recommendations, and (3) where to focus future efforts.

RECOMMENDATION 12: Address the failures to meaningfully enforce Title VII’s prohibition on sex discrimination.

  • Judges, academic institutions (including faculty, staff, and leaders in academia), and administrative agencies should rely on scientific evidence about the behavior of targets and perpetrators of sexual harassment when assessing both institutional compliance with the law and the merits of individual claims.
  • Federal judges should take into account demonstrated effectiveness of anti-harassment policies and practices such as trainings, and not just their existence , for use of an affirmative defense against a sexual harassment claim under Title VII.

RECOMMENDATION 13: Increase federal agency action and collaboration.

Federal agencies should do the following:

  • Increase support for research and evaluation of the effectiveness of policies, procedures, and training on sexual harassment.
  • Attend to sexual harassment with at least the same level of attention and resources as devoted to research misconduct. They should increase collaboration among offices that oversee the integrity of research (i.e., those that cover ethics, research misconduct, diversity, and harassment issues); centralize resources, information, and expertise; provide more resources for handling complaints and working with targets; and implement sanctions on researchers found guilty of sexual harassment.
  • Require institutions to report to federal agencies when individuals on grants have been found to have violated sexual harassment policies or have been put on administrative leave related to sexual harassment, as the National Science Foundation has proposed doing. Agencies should also hold accountable the perpetrator and the institution by using a range of disciplinary actions that limit the negative effects on other grant personnel who were either the target of the harassing behavior or innocent bystanders.
  • Reward and incentivize colleges and universities for implementing policies, programs, and strategies that research shows are most likely to and are succeeding in reducing and preventing sexual harassment.

RECOMMENDATION 14: Conduct necessary research.

Funders should support the following research:

  • The sexual harassment experiences of women in underrepresented and/or vulnerable groups, including women of color, disabled women, immigrant women, sexual- and gender-minority women, postdoctoral trainees, and others.
  • Policies, procedures, trainings, and interventions, specifically their ability to prevent and stop sexually harassing behavior, to alter perception of organizational tolerance for sexually harassing behavior, and to reduce the negative consequences from reporting the incidents. This should include research on informal and formal reporting mechanisms, bystander intervention training, academic leadership training, sexual harassment and diversity training, interventions to improve civility, mandatory reporting requirements, and approaches to supporting and improving communication with the target.
  • Approaches for mitigating the negative impacts and outcomes that targets experience.
  • The prevalence and nature of sexual harassment within specific fields in

science, engineering, and medicine and that follows good practices for sexual harassment surveys.

  • The prevalence and nature of sexual harassment perpetrated by students on faculty.
  • The amount of sexual harassment that serial harassers are responsible for.
  • The prevalence and effect of ambient harassment in the academic setting.
  • The connections between consensual relationships and sexual harassment.
  • Psychological characteristics that increase the risk of perpetrating different forms of sexually harassing behaviors.

RECOMMENDATION 15: Make the entire academic community responsible for reducing and preventing sexual harassment.

All members of our nation’s college campuses—students, trainees, faculty, staff, and administrators—as well as members of research and training sites should assume responsibility for promoting civil and respectful education, training, and work environments, and stepping up and confronting those whose behaviors and actions create sexually harassing environments.

Over the last few decades, research, activity, and funding has been devoted to improving the recruitment, retention, and advancement of women in the fields of science, engineering, and medicine. In recent years the diversity of those participating in these fields, particularly the participation of women, has improved and there are significantly more women entering careers and studying science, engineering, and medicine than ever before. However, as women increasingly enter these fields they face biases and barriers and it is not surprising that sexual harassment is one of these barriers.

Over thirty years the incidence of sexual harassment in different industries has held steady, yet now more women are in the workforce and in academia, and in the fields of science, engineering, and medicine (as students and faculty) and so more women are experiencing sexual harassment as they work and learn. Over the last several years, revelations of the sexual harassment experienced by women in the workplace and in academic settings have raised urgent questions about the specific impact of this discriminatory behavior on women and the extent to which it is limiting their careers.

Sexual Harassment of Women explores the influence of sexual harassment in academia on the career advancement of women in the scientific, technical, and medical workforce. This report reviews the research on the extent to which women in the fields of science, engineering, and medicine are victimized by sexual harassment and examines the existing information on the extent to which sexual harassment in academia negatively impacts the recruitment, retention, and advancement of women pursuing scientific, engineering, technical, and medical careers. It also identifies and analyzes the policies, strategies and practices that have been the most successful in preventing and addressing sexual harassment in these settings.

Unsubstantiated: An Essay of Sexual Violence

Susan straight on what it really means to believe women.

There is no documentation for these narratives. Call them what you wish. This cannot be fact checked. There are no police reports/medical examinations/official statements/newspaper stories. No proof in the way that you want proof. No paper trail. Only story. That’s what women have had forever. How can we ascertain whether any of this is true? Where did your friend/cousin/sister/teammate tell you this? She told me in the bleachers/near the lockers/in the gym/in my car/in the dorm room/with the candles lit/in the driveway/on the train/in the parking lot.

This is not he said/she said, because we said these things only to each other. Every day, in the southern California city where I was born and still live, I drive past the places where we were attacked. Passing the parking lots where my friends and I were in cars, I remember the silver mushrooms of the door locks. We took rides home from football games and house parties. Gas, grass or ass—no one rides for free. I remember the bumper sticker on vans, cars, trucks. Does this hurt? Does this hurt ? What about that? Not murmured in apology, but in anticipation. We were 14. We did not ride for free. We were told if we walked home, worse could happen to us.

I drive past the bleachers at the park where my brothers played Little League. I worked the snack bar because girls didn’t play baseball. We sold snacks. In the dark storage room behind the bleachers. I was 12. The two boys only a year older. First base and you can go . Do boys still use that term now?

I write this because women asked me to. Last year, I finally put into narrative form some stories of my life and my friends, cousins, relatives. I was told the essays could not be published because they could not be fact checked, and the phrase I learned as a college journalist, even as men were groping and attacking me then, came back like a finger poked against my spine. The details we remember? Insignificant. The events themselves, if we told someone, if we asked for help, would have been deemed insignificant, because we were insignificant as girls, and then women. Now years have passed, so the details cannot be verified. But we told each other. What we remember is rooted in the body and the senses: Dr. Christine Blasey Ford remembering her bathing suit, E. Jean Carroll remembering the lace of the underwear she was holding, the young women remembering the exact painting on the wall of the “massage room” of Jeffrey Epstein, and now that he is dead, there is no he said/she said . There is only the bravery that they told someone what happened.

I am 58 years old. Weekly I drive past the parking lot where at a broken cement stop, my 15-year-old friend and I sat side by side, our knees before us in our shorts, as it was summer, while she told me about the boy who’d raped her the night before. He was two years older than we were. He knew exactly what he was doing. He gained her trust over weeks. He talked more than any other boy we knew. She put her forearms on her knees and put her face into that cradle and I remember the back of her neck. That was 1976. I believed rape inevitable, and I didn’t want to have a baby by someone who attacked me, so I went to Planned Parenthood.

In their testified memories, Dr. Christine Blasey Ford was 15, and Judge Brett Kavanaugh 17. They spoke quite separately, their sentences braiding together in vividly different threads. They grew up in the same place. They have friends and acquaintances who brought forth their own memories. It seems undeniable that something happened, on that night. The only written record was a calendar kept by a high school boy. Often, men confronted with the memories of sexual violence recalled by women deny them altogether, as if we fabricated not only the hurt but the entire night or series of weeks or months or years. That never happened. I was never there. She is mistaken. Her very existence is called into question. It’s as if two cars collided, both were damaged, but one driver insists he and his vehicle were never even at the scene, though the other car is smashed and dented and sometimes, completely totaled.

What were you wearing/drinking/thinking/expecting/when you went to the party? What did you say to make him think that’s what you wanted/what was he led to believe? We were in the wrong place of our own accord: meaning we entered a structure while alive and expecting nothing. I remember strange details about one house party. New Year’s Eve, 1977. My future husband and I were high school seniors. The house in a neighborhood wealthier than ours, abutting the foothills of our southern California city, more than a hundred people, dancing inside, moving through the kitchen, congregating to drink in the front yard.

A man staggering across the street toward us, maybe 25, older, with black hair in long wings down his face and neck, bellbottom jeans, blood covering his right hand, dripping from a cut. I was the kind of girl who corralled him quickly before he could get in trouble with the athletes, including my boyfriend. We were black, white, Mexican-American, Japanese-American. He was olive skinned, delirious, mumbling. I steered him inside the house, into the bathroom. I remember the beautiful gilt-edged mirror, so 1970s. I propelled him by the elbow toward the sink, and quickly he turned, locked the door, and grabbed my breasts, covering the front of my white sweater, featuring thin gold-thread horizontal stripes, with bloody handprints. (My first thought: Damn, I paid $17.98 for this sweater! Most of my paycheck for the week!) (My second thought: He’s going to rape and kill me.) He broke a perfume bottle on the sink and stood there, daring me to move. I don’t remember what he said, because I didn’t look at his mouth, only at the blood dripping on the white shag rug and the jagged glass thrust toward me.

I remember this distinctly: the music was so loud no one would have heard me scream. After what seemed like hours, the hand holding the glass slanting back and forth like a cobra’s head, boy pounded on the door shouting, “Who the fuck is in there? We gotta drain the lizard! Are you girls in there putting your fuckin makeup on? Open the door!” Then they broke it open with their shoulders. Baseball players. I still see the face of the first baseball player, golden brown, and his curly natural; I still see him now and then in my city. He saved me. They punched the man, dragged him outside and called the police. But none of the officers asked me anything. They took him away without speaking to me. My future husband was angry that I’d been so stupid. Someone gave me a letterman jacket to cover the blood on my breasts, because he said it made him feel sick. But I had to give it back before my future husband took me home. If we were in a car or workplace accident, or military battle, or natural disaster, we would be “in shock.” My teeth chattered in the silence. At home, I washed my sweater that night. Dried blood is hard to get out, but I had three brothers. I was good at bloodstained laundry. I wore that sweater for years.

I remember the places. Sewer pipe on the elementary school playground/back seat of a car/front seat of a car/stairwell in college/dorm room/office of a teaching assistant/lab of a chemical engineer at work. I remember the college-educated chemist 30 years older than me, as I was 20, held the back of my bra as if it were a harness and I a small horse merely trying to get across the room to do my work. He was out to prove I couldn’t leave until he allowed me to. He said, every time, that he was merely checking to make sure I was wearing a bra. That reminded me so vividly of sixth grade I didn’t even know how to react, and then I just refused to go into that workspace and was disciplined. I do not remember the dates, or the floor of the building. I remember the beakers on the counter.

What room of the house/seat of the car/kind of carpet/part of the couch/area of the yard/end of the pool/section of the bleachers/corner of the store/row of the theater/where the alleged assault took place? Was it a twin bed/queen/king? What was the day/week/year/time? What was the make and model of the car/truck/van/camper? The address of the house? Which bedroom? How many bedrooms were there? (Did we girls ask that question the minute we arrived at the party? Did someone give us a tour, so we could identify the master bedroom, the bedspread, the bathroom? Should that be standard?) How many people were there? (Guest lists, also standard?) What time were you taken/forced/carried/or did you voluntarily go into the bedroom/bathroom/garden shed/kitchen/basement/closet/office/laboratory? Who saw you enter that place? Who saw you leave? If you were hurt, how were you able to walk?

Every time I hear the song “Sexual Healing,” by Marvin Gaye, and it is played often, I remember another high school friend in my car, angry and then weeping. The song was new. She reacted violently, telling me to turn it off. She said the lyrics were disgusting. She whispered the words that made her cry. You’re my medicine/Open up and let me in. An adult in her family had forced his way into the place where she slept, and raped her. She was so shaken hearing those words, and I was so shaken when she told me, that I turn the song off, even now.

Every time I enter my kitchen, I remember a woman sitting at the maple table my mother bought when I was three. Eight years ago, both of us grown, she told me how her mother had been assaulted repeatedly by an adult man when she was a girl. Ten years old. Her mother told no one, until one morning the girl couldn’t walk to school. She had advanced syphilis. The woman said, “They never told us who he was! And later same thing happened to me. But I told! I told them!” She told only her mother and grandmother.

Why didn’t you report this? I did. Who did you report it to? My sister/mother/aunt/grandmother/cousin/friend. What did that person do? She listened/cried/hit me/hugged me/washed me/cried/combed my hair/washed sewed dyed dried burned my clothes/cried/shook her head/said she knew/said that couldn’t be true/said she’d kill him/said he’d kill me/said get in the car/said we’ll never tell anyone/said I love you.

We could tell you: the smell/gum/whiskers/one finger/two fingers/three/fingernails/rings/song/engine/bedspread/the smell/carpet like stiff worms/carpet like cement/burns on our shoulders/above our hipbones/our tailbones/astroturf/leather / vinyl/Naugahyde/grooved metal bleachers/asphalt/jeans/zippers/metal teeth drawing blood/human teeth drawing blood/braces/bracelets/dog tags/Irish Spring/cologne/four fingers a solid gate over our mouths/French fries/hot sauce/motor oil/there is no name for the inside of a knuckle pressed hard on our lips.

Last month, I sat with a cousin in the dim light of her living room, 100 degrees outside, security screen door letting in the noise of the street. We talked about house parties. She told me about the night when she was 12, at a house party a few blocks from where we were, and an older boy, maybe 19, bumped and bumped against her while they danced until she was in a hallway and then in a bedroom. Having been raised in Los Angeles during the Black Panther movement, she talked him out of assault by bringing up unity, the violence already done to her school and family by police, and his responsibilities to her as a young black man she called brother. That was 1970.

I told her about the 1977 house party and the sweater. We laughed about the sweater. I told her about the dorm room two years later, where a large athlete lay on top of me, threatening rape, and that I invoked our male cousin, who had an Uzi, and would arrive in the morning to shoot off the athlete’s testicles. If I told. I didn’t tell anyone, because the man removed his forearm from my throat and got up, and I left.

Then I told her about the doctor. He might have been 50. Sixty. I was 13. I remember only: glasses shining like small lakes in the bright reflection of the high-powered light. Does that hurt? Does that? What about that? I am lying on a table. No clothes. Shivering uncontrollably in the frigid air. A tube. He stands in the doorway watching. Maybe he was filming, I realize now. Maybe just watching. My mother is in a waiting room far away. She thinks I have a bladder infection. The bare metal table is swimming with my tears, running into my hair and down my neck. He tortures me for a long time, or for half an hour. Was I restrained—by equipment, or by obedience? I have no details for that.

This is what my cousin did not say. Let’s review/Let’s make sure you have your story straight/Let’s go over this again/Let’s assume you’re not exaggerating/misremembering/dreaming/telling tale tales/being dramatic because you were a teenaged girl/menstruating/hysterical/looking for attention.

I had never told anyone, not my mother or anyone else. But this year, writing about my childhood, I remembered. I have always been afraid to go to doctors, or to the hospital. But at an appointment with a nurse/practitioner, for a possible minor surgery, the first time we’d ever met, I told her why I was afraid of even minor procedures, why I had never spent the night in a hospital since my third daughter was born, in 1995. I had that child 17 minutes after arriving in labor and delivery because I didn’t want to go inside.

I avoided doctors for so long that I got severe anemia, detached retinas, and other illnesses. We sat two feet from each other, our knees companionable. She told me that when she was four, in the rural place where she was raised, a boy had threatened her with a knife and told her to pull down her pants. She told me that when she was 12, in a field across from her house, a man pulled up in a car and asked for directions, opened the door and said things so shocking and dirty that she ran into the fields to hide. She told me that when she was a young nurse, a physician had casually affixed a sticker to her uniformed breast. She protested vehemently. Though she saw him pull other nurses onto his lap, and affix stickers to them, he never approached her again. I cried, just a little, with this woman I had known for 20 minutes. She tended to my physical ailment. I went home, grateful. That night, I picked apricots from my tree and took them to my cousin, and we sat in the heated dark room on her couch for three hours. We told stories of our aunts, our grandmothers, of razors slashing clothes, of guns pulled from coats, of girls who survived and told only each other. We might never tell anyone else. We told someone. We told a woman. We are alive. It is documented in our mouths.

The following is a previously unpublished essay from Pope emeritus Benedict XVI:

On February 21 to 24, at the invitation of Pope Francis, the presidents of the world's bishops' conferences gathered at the Vatican to discuss the current crisis of the faith and of the Church; a crisis experienced throughout the world after shocking revelations of clerical abuse perpetrated against minors.

The extent and gravity of the reported incidents has deeply distressed priests as well as laity, and has caused more than a few to call into question the very Faith of the Church. It was necessary to send out a strong message, and seek out a new beginning, so to make the Church again truly credible as a light among peoples and as a force in service against the powers of destruction.

Since I myself had served in a position of responsibility as shepherd of the Church at the time of the public outbreak of the crisis, and during the run-up to it, I had to ask myself - even though, as emeritus, I am no longer directly responsible - what I could contribute to a new beginning.

Thus, after the meeting of the presidents of the bishops' conferences was announced, I compiled some notes by which I might contribute one or two remarks to assist in this difficult hour.

Having contacted the Secretary of State, Cardinal [Pietro] Parolin and the Holy Father [Pope Francis] himself, it seemed appropriate to publish this text in the Klerusblatt [ a monthly periodical for clergy in mostly Bavarian dioceses].

My work is divided into three parts.

In the first part, I aim to present briefly the wider social context of the question, without which the problem cannot be understood. I try to show that in the 1960s an egregious event occurred, on a scale unprecedented in history. It could be said that in the 20 years from 1960 to 1980, the previously normative standards regarding sexuality collapsed entirely, and a new normalcy arose that has by now been the subject of laborious attempts at disruption.

In the second part, I aim to point out the effects of this situation on the formation of priests and on the lives of priests.

Finally, in the third part, I would like to develop some perspectives for a proper response on the part of the Church.

(1) The matter begins with the state-prescribed and supported introduction of children and youths into the nature of sexuality. In Germany, the then-Minister of Health, Ms. (Käte) Strobel, had a film made in which everything that had previously not been allowed to be shown publicly, including sexual intercourse, was now shown for the purpose of education. What at first was only intended for the sexual education of young people consequently was widely accepted as a feasible option.

Similar effects were achieved by the "Sexkoffer" published by the Austrian government [A controversial 'suitcase' of sex education materials used in Austrian schools in the late 1980s]. Sexual and pornographic movies then became a common occurrence, to the point that they were screened at newsreel theaters [ Bahnhofskinos ]. I still remember seeing, as I was walking through the city of Regensburg one day, crowds of people lining up in front of a large cinema, something we had previously only seen in times of war, when some special allocation was to be hoped for. I also remember arriving in the city on Good Friday in the year 1970 and seeing all the billboards plastered up with a large poster of two completely naked people in a close embrace.

Among the freedoms that the Revolution of 1968 sought to fight for was this all-out sexual freedom, one which no longer conceded any norms.

The mental collapse was also linked to a propensity for violence. That is why sex films were no longer allowed on airplanes because violence would break out among the small community of passengers. And since the clothing of that time equally provoked aggression, school principals also made attempts at introducing school uniforms with a view to facilitating a climate of learning.

Part of the physiognomy of the Revolution of '68 was that pedophilia was then also diagnosed as allowed and appropriate.

For the young people in the Church, but not only for them, this was in many ways a very difficult time. I have always wondered how young people in this situation could approach the priesthood and accept it, with all its ramifications. The extensive collapse of the next generation of priests in those years and the very high number of laicizations were a consequence of all these developments.

(2) At the same time, independently of this development, Catholic moral theology suffered a collapse that rendered the Church defenseless against these changes in society. I will try to outline briefly the trajectory of this development.

Until the Second Vatican Council, Catholic moral theology was largely founded on natural law, while Sacred Scripture was only cited for background or substantiation. In the Council's struggle for a new understanding of Revelation, the natural law option was largely abandoned, and a moral theology based entirely on the Bible was demanded.

I still remember how the Jesuit faculty in Frankfurt trained a highly gifted young Father (Bruno Schüller) with the purpose of developing a morality based entirely on Scripture. Father Schüller's beautiful dissertation shows a first step towards building a morality based on Scripture. Father Schüller was then sent to America for further studies and came back with the realization that from the Bible alone morality could not be expressed systematically. He then attempted a more pragmatic moral theology, without being able to provide an answer to the crisis of morality.

In the end, it was chiefly the hypothesis that morality was to be exclusively determined by the purposes of human action that prevailed. While the old phrase "the end justifies the means" was not confirmed in this crude form, its way of thinking had become definitive. Consequently, there could no longer be anything that constituted an absolute good, any more than anything fundamentally evil; (there could be) only relative value judgments. There no longer was the (absolute) good, but only the relatively better, contingent on the moment and on circumstances.

The crisis of the justification and presentation of Catholic morality reached dramatic proportions in the late '80s and '90s. On January 5, 1989, the "Cologne Declaration", signed by 15 Catholic professors of theology, was published. It focused on various crisis points in the relationship between the episcopal magisterium and the task of theology. (Reactions to) this text, which at first did not extend beyond the usual level of protests, very rapidly grew into an outcry against the Magisterium of the Church and mustered, audibly and visibly, the global protest potential against the expected doctrinal texts of John Paul II (cf. D. Mieth, Kölner Erklärung, LThK, VI3, p. 196) [LTHK is the Lexikon für Theologie und Kirche, a German-language "Lexicon of Theology and the Church", whose editors included Karl Rahner and Cardinal Walter Kasper.]

Pope John Paul II, who knew very well the situation of moral theology and followed it closely, commissioned work on an encyclical that would set these things right again. It was published under the title Veritatis splendor on August 6, 1993, and it triggered vehement backlashes on the part of moral theologians. Before it, the "Catechism of the Catholic Church" already had persuasively presented, in a systematic fashion, morality as proclaimed by the Church.

I shall never forget how then-leading German moral theologian Franz Böckle, who, having returned to his native Switzerland after his retirement, announced in view of the possible decisions of the encyclical Veritatis splendor that if the encyclical should determine that there were actions which were always and under all circumstances to be classified as evil, he would challenge it with all the resources at his disposal.

It was God, the Merciful, that spared him from having to put his resolution into practice; Böckle died on July 8, 1991. The encyclical was published on August 6, 1993 and did indeed include the determination that there were actions that can never become good.

The pope was fully aware of the importance of this decision at that moment and for this part of his text, he had once again consulted leading specialists who did not take part in the editing of the encyclical. He knew that he must leave no doubt about the fact that the moral calculus involved in balancing goods must respect a final limit. There are goods that are never subject to trade-offs.

There are values which must never be abandoned for a greater value and even surpass the preservation of physical life. There is martyrdom. God is (about) more than mere physical survival. A life that would be bought by the denial of God, a life that is based on a final lie, is a non-life.

Martyrdom is a basic category of Christian existence. The fact that martyrdom is no longer morally necessary in the theory advocated by Böckle and many others shows that the very essence of Christianity is at stake here.

In moral theology, however, another question had meanwhile become pressing: The hypothesis that the Magisterium of the Church should have final competence [ infallibility ] only in matters concerning the faith itself gained widespread acceptance; (in this view) questions concerning morality should not fall within the scope of infallible decisions of the Magisterium of the Church. There is probably something right about this hypothesis that warrants further discussion. But there is a minimum set of morals which is indissolubly linked to the foundational principle of faith and which must be defended if faith is not to be reduced to a theory but rather to be recognized in its claim to concrete life.

All this makes apparent just how fundamentally the authority of the Church in matters of morality is called into question. Those who deny the Church a final teaching competence in this area force her to remain silent precisely where the boundary between truth and lies is at stake.

Independently of this question, in many circles of moral theology the hypothesis was expounded that the Church does not and cannot have her own morality. The argument being that all moral hypotheses would also know parallels in other religions and therefore a Christian property of morality could not exist. But the question of the unique nature of a biblical morality is not answered by the fact that for every single sentence somewhere, a parallel can also be found in other religions. Rather, it is about the whole of biblical morality, which as such is new and different from its individual parts.

The moral doctrine of Holy Scripture has its uniqueness ultimately predicated in its cleaving to the image of God, in faith in the one God who showed himself in Jesus Christ and who lived as a human being. The Decalogue is an application of the biblical faith in God to human life. The image of God and morality belong together and thus result in the particular change of the Christian attitude towards the world and human life. Moreover, Christianity has been described from the beginning with the word hodós [Greek for a road, in the New Testament often used in the sense of a path of progress].

Faith is a journey and a way of life. In the old Church, the catechumenate was created as a habitat against an increasingly demoralized culture, in which the distinctive and fresh aspects of the Christian way of life were practiced and at the same time protected from the common way of life. I think that even today something like catechumenal communities are necessary so that Christian life can assert itself in its own way.

II. Initial Ecclesial Reactions

(1) The long-prepared and ongoing process of dissolution of the Christian concept of morality was, as I have tried to show, marked by an unprecedented radicalism in the 1960s. This dissolution of the moral teaching authority of the Church necessarily had to have an effect on the diverse areas of the Church. In the context of the meeting of the presidents of the episcopal conferences from all over the world with Pope Francis, the question of priestly life, as well as that of seminaries, is of particular interest. As regards the problem of preparation for priestly ministry in seminaries, there is in fact a far-reaching breakdown of the previous form of this preparation.

In various seminaries homosexual cliques were established, which acted more or less openly and significantly changed the climate in the seminaries. In one seminary in southern Germany, candidates for the priesthood and candidates for the lay ministry of the pastoral specialist [ Pastoralreferent ] lived together. At the common meals, seminarians and pastoral specialists ate together, the married among the laymen sometimes accompanied by their wives and children, and on occasion by their girlfriends. The climate in this seminary could not provide support for preparation to the priestly vocation. The Holy See knew of such problems, without being informed precisely. As a first step, an Apostolic Visitation was arranged of seminaries in the United States.

As the criteria for the selection and appointment of bishops had also been changed after the Second Vatican Council, the relationship of bishops to their seminaries was very different, too. Above all, a criterion for the appointment of new bishops was now their "conciliarity," which of course could be understood to mean rather different things.

Indeed, in many parts of the Church, conciliar attitudes were understood to mean having a critical or negative attitude towards the hitherto existing tradition, which was now to be replaced by a new, radically open relationship with the world. One bishop, who had previously been seminary rector, had arranged for the seminarians to be shown pornographic films, allegedly with the intention of thus making them resistant to behavior contrary to the faith.

There were - not only in the United States of America - individual bishops who rejected the Catholic tradition as a whole and sought to bring about a kind of new, modern "Catholicity" in their dioceses. Perhaps it is worth mentioning that in not a few seminaries, students caught reading my books were considered unsuitable for the priesthood. My books were hidden away, like bad literature, and only read under the desk.

The Visitation that now took place brought no new insights, apparently because various powers had joined forces to conceal the true situation. A second Visitation was ordered and brought considerably more insights, but on the whole failed to achieve any outcomes. Nonetheless, since the 1970s the situation in seminaries has generally improved. And yet, only isolated cases of a new strengthening of priestly vocations came about as the overall situation had taken a different turn.

(2) The question of pedophilia, as I recall, did not become acute until the second half of the 1980s. In the meantime, it had already become a public issue in the U.S., such that the bishops in Rome sought help, since canon law, as it is written in the new (1983) Code, did not seem sufficient for taking the necessary measures.

Rome and the Roman canonists at first had difficulty with these concerns; in their opinion the temporary suspension from priestly office had to be sufficient to bring about purification and clarification. This could not be accepted by the American bishops, because the priests thus remained in the service of the bishop, and thereby could be taken to be [still] directly associated with him. Only slowly, a renewal and deepening of the deliberately loosely constructed criminal law of the new Code began to take shape.

In addition, however, there was a fundamental problem in the perception of criminal law. Only so-called guarantorism,  [a kind of procedural protectionism], was still regarded as "conciliar." This means that above all the rights of the accused had to be guaranteed, to an extent that factually excluded any conviction at all. As a counterweight against the often-inadequate defense options available to accused theologians, their right to defense by way of guarantorism was extended to such an extent that convictions were hardly possible.

Allow me a brief excursus at this point. In light of the scale of pedophilic misconduct, a word of Jesus has again come to attention which says: "Whoever causes one of these little ones who believe in me to sin, it would be better for him if a great millstone were hung round his neck and he were thrown into the sea" (Mark 9:42).

The phrase "the little ones" in the language of Jesus means the common believers who can be confounded in their faith by the intellectual arrogance of those who think they are clever. So here Jesus protects the deposit of the faith with an emphatic threat of punishment to those who do it harm.

The modern use of the sentence is not in itself wrong, but it must not obscure the original meaning. In that meaning, it becomes clear, contrary to any guarantorism, that it is not only the right of the accused that is important and requires a guarantee. Great goods such as the Faith are equally important.

A balanced canon law that corresponds to the whole of Jesus' message must therefore not only provide a guarantee for the accused, the respect for whom is a legal good. It must also protect the Faith, which is also an important legal asset. A properly formed canon law must therefore contain a double guarantee - legal protection of the accused, legal protection of the good at stake. If today one puts forward this inherently clear conception, one generally falls on deaf ears when it comes to the question of the protection of the Faith as a legal good. In the general awareness of the law, the Faith no longer appears to have the rank of a good requiring protection. This is an alarming situation which must be considered and taken seriously by the pastors of the Church.

I would now like to add, to the brief notes on the situation of priestly formation at the time of the public outbreak of the crisis, a few remarks regarding the development of canon law in this matter.

In principle, the Congregation of the Clergy is responsible for dealing with crimes committed by priests. But since guarantorism dominated the situation to a large extent at the time, I agreed with Pope John Paul II that it was appropriate to assign the competence for these offences to the Congregation for the Doctrine of the Faith, under the title Delicta maiora contra fidem.

This arrangement also made it possible to impose the maximum penalty, i.e., expulsion from the clergy, which could not have been imposed under other legal provisions. This was not a trick to be able to impose the maximum penalty, but is a consequence of the importance of the Faith for the Church. In fact, it is important to see that such misconduct by clerics ultimately damages the Faith.

Only where faith no longer determines the actions of man are such offenses possible.

The severity of the punishment, however, also presupposes a clear proof of the offense - this aspect of guarantorism remains in force.   In other words, in order to impose the maximum penalty lawfully, a genuine criminal process is required. But both the dioceses and the Holy See were overwhelmed by such a requirement. We therefore formulated a minimum level of criminal proceedings and left open the possibility that the Holy See itself would take over the trial where the diocese or the metropolitan administration is unable to do so. In each case, the trial would have to be reviewed by the Congregation for the Doctrine of the Faith in order to guarantee the rights of the accused. Finally, in the Feria IV (i.e., the assembly of the members of the Congregation), we established an appeal instance in order to provide for the possibility of an appeal.

Because all of this actually went beyond the capacities of the Congregation for the Doctrine of the Faith, and because delays arose which had to be prevented owing to the nature of the matter, Pope Francis has undertaken further reforms.

III. (1) What must be done? Perhaps we should create another Church for things to work out? Well, that experiment has already been undertaken and has already failed. Only obedience and love for our Lord Jesus Christ can point the way. So let us first try to understand anew and from within [ourselves] what the Lord wants, and has wanted with us.

First, I would suggest the following: If we really wanted to summarize very briefly the content of the Faith as laid down in the Bible, we might do so by saying that the Lord has initiated a narrative of love with us and wants to subsume all creation in it. The counterforce against evil, which threatens us and the whole world, can ultimately only consist in our entering into this love. It is the real counterforce against evil. The power of evil arises from our refusal to love God. He who entrusts himself to the love of God is redeemed. Our being not redeemed is a consequence of our inability to love God. Learning to love God is therefore the path of human redemption.

Let us now try to unpack this essential content of God's revelation a little more. We might then say that the first fundamental gift that Faith offers us is the certainty that God exists.

A world without God can only be a world without meaning. For where, then, does everything that is come from? In any case, it has no spiritual purpose. It is somehow simply there and has neither any goal nor any sense. Then there are no standards of good or evil. Then only what is stronger than the other can assert itself. Power is then the only principle. Truth does not count, it actually does not exist. Only if things have a spiritual reason, are intended and conceived - only if there is a Creator God who is good and wants the good - can the life of man also have meaning.

That there is God as creator and as the measure of all things is first and foremost a primordial need.

But a God who would not express Himself at all, who would not make Himself known, would remain a presumption and could thus not determine the form [Gestalt] of our life. For God to be really God in this deliberate creation, we must look to Him to express Himself in some way. He has done so in many ways, but decisively in the call that went to Abraham and gave people in search of God the orientation that leads beyond all expectation: God Himself becomes creature, speaks as man with us human beings.

In this way the sentence "God is" ultimately turns into a truly joyous message, precisely because He is more than understanding, because He creates - and is - love. To once more make people aware of this is the first and fundamental task entrusted to us by the Lord.

A society without God - a society that does not know Him and treats Him as non-existent - is a society that loses its measure. In our day, the catchphrase of God's death was coined. When God does die in a society, it becomes free, we were assured. In reality, the death of God in a society also means the end of freedom, because what dies is the purpose that provides orientation. And because the compass disappears that points us in the right direction by teaching us to distinguish good from evil. Western society is a society in which God is absent in the public sphere and has nothing left to offer it. And that is why it is a society in which the measure of humanity is increasingly lost. At individual points it becomes suddenly apparent that what is evil and destroys man has become a matter of course.

That is the case with pedophilia. It was theorized only a short time ago as quite legitimate, but it has spread further and further. And now we realize with shock that things are happening to our children and young people that threaten to destroy them. The fact that this could also spread in the Church and among priests ought to disturb us in particular.

Why did pedophilia reach such proportions? Ultimately, the reason is the absence of God. We Christians and priests also prefer not to talk about God, because this speech does not seem to be practical. After the upheaval of the Second World War, we in Germany had still expressly placed our Constitution under the responsibility to God as a guiding principle. Half a century later, it was no longer possible to include responsibility to God as a guiding principle in the European constitution. God is regarded as the party concern of a small group and can no longer stand as the guiding principle for the community as a whole. This decision reflects the situation in the West, where God has become the private affair of a minority.

A paramount task, which must result from the moral upheavals of our time, is that we ourselves once again begin to live by God and unto Him. Above all, we ourselves must learn again to recognize God as the foundation of our life instead of leaving Him aside as a somehow ineffective phrase. I will never forget the warning that the great theologian Hans Urs von Balthasar once wrote to me on one of his letter cards. "Do not presuppose the triune God, Father, Son and Holy Spirit, but present them!"

Indeed, in theology God is often taken for granted as a matter of course, but concretely one does not deal with Him. The theme of God seems so unreal, so far removed from the things that concern us. And yet everything becomes different if one does not presuppose but present God. Not somehow leaving Him in the background, but recognizing Him as the center of our thoughts, words and actions.

(2) God became man for us. Man as His creature is so close to His heart that He has united himself with him and has thus entered human history in a very practical way. He speaks with us, He lives with us, He suffers with us and He took death upon Himself for us. We talk about this in detail in theology, with learned words and thoughts. But it is precisely in this way that we run the risk of becoming masters of faith instead of being renewed and mastered by the Faith.

Let us consider this with regard to a central issue, the celebration of the Holy Eucharist. Our handling of the Eucharist can only arouse concern. The Second Vatican Council was rightly focused on returning this sacrament of the Presence of the Body and Blood of Christ, of the Presence of His Person, of His Passion, Death and Resurrection, to the center of Christian life and the very existence of the Church. In part, this really has come about, and we should be most grateful to the Lord for it.

And yet a rather different attitude is prevalent. What predominates is not a new reverence for the presence of Christ's death and resurrection, but a way of dealing with Him that destroys the greatness of the Mystery. The declining participation in the Sunday Eucharistic celebration shows how little we Christians of today still know about appreciating the greatness of the gift that consists in His Real Presence. The Eucharist is devalued into a mere ceremonial gesture when it is taken for granted that courtesy requires Him to be offered at family celebrations or on occasions such as weddings and funerals to all those invited for family reasons.

The way people often simply receive the Holy Sacrament in communion as a matter of course shows that many see communion as a purely ceremonial gesture. Therefore, when thinking about what action is required first and foremost, it is rather obvious that we do not need another Church of our own design. Rather, what is required first and foremost is the renewal of the Faith in the Reality of Jesus Christ given to us in the Blessed Sacrament.

In conversations with victims of pedophilia, I have been made acutely aware of this first and foremost requirement. A young woman who was a [former] altar server told me that the chaplain, her superior as an altar server, always introduced the sexual abuse he was committing against her with the words: "This is my body which will be given up for you."

It is obvious that this woman can no longer hear the very words of consecration without experiencing again all the horrific distress of her abuse. Yes, we must urgently implore the Lord for forgiveness, and first and foremost we must swear by Him and ask Him to teach us all anew to understand the greatness of His suffering, His sacrifice. And we must do all we can to protect the gift of the Holy Eucharist from abuse.

(3) And finally, there is the Mystery of the Church. The sentence with which Romano Guardini, almost 100 years ago, expressed the joyful hope that was instilled in him and many others, remains unforgotten: "An event of incalculable importance has begun; the Church is awakening in souls."

He meant to say that no longer was the Church experienced and perceived as merely an external system entering our lives, as a kind of authority, but rather it began to be perceived as being present within people's hearts - as something not merely external, but internally moving us. About half a century later, in reconsidering this process and looking at what had been happening, I felt tempted to reverse the sentence: "The Church is dying in souls."

Indeed, the Church today is widely regarded as just some kind of political apparatus. One speaks of it almost exclusively in political categories, and this applies even to bishops, who formulate their conception of the church of tomorrow almost exclusively in political terms. The crisis, caused by the many cases of clerical abuse, urges us to regard the Church as something almost unacceptable, which we must now take into our own hands and redesign. But a self-made Church cannot constitute hope.

Jesus Himself compared the Church to a fishing net in which good and bad fish are ultimately separated by God Himself. There is also the parable of the Church as a field on which the good grain that God Himself has sown grows, but also the weeds that "an enemy" secretly sown onto it. Indeed, the weeds in God's field, the Church, are excessively visible, and the evil fish in the net also show their strength. Nevertheless, the field is still God's field and the net is God's fishing net. And at all times, there are not only the weeds and the evil fish, but also the crops of God and the good fish. To proclaim both with emphasis is not a false form of apologetics, but a necessary service to the Truth.

In this context it is necessary to refer to an important text in the Revelation of St. John. The devil is identified as the accuser who accuses our brothers before God day and night (Revelation 12:10). St. John's Apocalypse thus takes up a thought from the center of the framing narrative in the Book of Job (Job 1 and 2, 10; 42:7-16). In that book, the devil sought to talk down the righteousness of Job before God as being merely external. And exactly this is what the Apocalypse has to say: The devil wants to prove that there are no righteous people; that all righteousness of people is only displayed on the outside. If one could hew closer to a person, then the appearance of his justice would quickly fall away.

The narrative in Job begins with a dispute between God and the devil, in which God had referred to Job as a truly righteous man. He is now to be used as an example to test who is right. Take away his possessions and you will see that nothing remains of his piety, the devil argues. God allows him this attempt, from which Job emerges positively. Now the devil pushes on and he says: "Skin for skin! All that a man has he will give for his life. But put forth thy hand now, and touch his bone and his flesh, and he will curse thee to thy face." (Job 2:4f)

God grants the devil a second turn. He may also touch the skin of Job. Only killing Job is denied to him. For Christians it is clear that this Job, who stands before God as an example for all mankind, is Jesus Christ. In St. John's Apocalypse the drama of humanity is presented to us in all its breadth.

The Creator God is confronted with the devil who speaks ill of all mankind and all creation. He says, not only to God but above all to people: Look at what this God has done. Supposedly a good creation, but in reality full of misery and disgust. That disparagement of creation is really a disparagement of God. It wants to prove that God Himself is not good, and thus to turn us away from Him.

The timeliness of what the Apocalypse is telling us here is obvious. Today, the accusation against God is, above all, about characterizing His Church as entirely bad, and thus dissuading us from it. The idea of a better Church, created by ourselves, is in fact a proposal of the devil, with which he wants to lead us away from the living God, through a deceitful logic by which we are too easily duped. No, even today the Church is not just made up of bad fish and weeds. The Church of God also exists today, and today it is the very instrument through which God saves us.

It is very important to oppose the lies and half-truths of the devil with the whole truth: Yes, there is sin in the Church and evil. But even today there is the Holy Church, which is indestructible. Today there are many people who humbly believe, suffer and love, in whom the real God, the loving God, shows Himself to us. Today God also has His witnesses ( martyres ) in the world. We just have to be vigilant in order to see and hear them.

The word martyr is taken from procedural law. In the trial against the devil, Jesus Christ is the first and actual witness for God, the first martyr, who has since been followed by countless others.

Today's Church is more than ever a "Church of the Martyrs" and thus a witness to the living God. If we look around and listen with an attentive heart, we can find witnesses everywhere today, especially among ordinary people, but also in the high ranks of the Church, who stand up for God with their life and suffering. It is an inertia of the heart that leads us to not wish to recognize them. One of the great and essential tasks of our evangelization is, as far as we can, to establish habitats of Faith and, above all, to find and recognize them.

I live in a house, in a small community of people who discover such witnesses of the living God again and again in everyday life and who joyfully point this out to me as well. To see and find the living Church is a wonderful task which strengthens us and makes us joyful in our Faith time and again.

At the end of my reflections I would like to thank Pope Francis for everything he does to show us, again and again, the light of God, which has not disappeared, even today. Thank you, Holy Father!

This paper discusses the effects that childhood sexual abuse has on children. It states the basics and statistics of sexual abuse in children in our society. The immediate symptoms and signs of childhood sexual abuse are discussed as well as long term emotional effects, long lasting physical effects and psychological disorders due to sexual abuse. The treatment of childhood sexual abuse is also discussed to show how positive resources can help victims of sexual abuse.

Introduction

In the United States, 1 in 5 girls and 1 in 20 boys are victims of sexual abuse (National Center for Victims of Crime, 2018).

Sexual abuse is not an easy or common subject to talk about; however, it is more common than one would think. Sexual abuse in childhood causes massive trauma in a child’s life that disrupts childhood experiences and causes long lasting trauma responses. Sexual abuse is defined as when a child is engaged in sexual activities that he or she is not able to comprehend, for which they are developmentally unprepared for, is not able to give consent, and/or that violate the law or social taboos of society (Kellogg & Neglect, 2005). Perpetrators are often a family member or family friend, but could also be a teacher, pastor, acquaintance or stranger. The purpose of this paper is to understand the nature of trauma childhood sexual abuse causes children and the effects that it has on the remainder of the childhood experience.

Basics and Statistics of Sexual Abuse

Sexual abuse comes in many forms and is often debated on what constitutes at sexual abuse. In a general sense, there are 3 basic categories of sexual abuse. The first is penetration, where anal or vaginal penetration occurs. Then there is what is considered contact only sexual abuse, which would be oral sex or fondling. Finally, there is non-contact sexual abuse where there is no physical contact but there is indecent exposure or inappropriate sexual suggestion (Graham, Rogers, & Davies, 2007). An example of non-contact sexual abuse would be child pornography or voyeurism.

Statistics on childhood sexual abuse can be alarming but are very important because they make the prevalence of sexual abuse known. According to the National Center for the Victims of Crime, children are the most vulnerable between the ages of 7 and 13 years old. According a National Institute of Justice report conducted in 2003, 3 out of 4 adolescents who experienced sexual assault knew their perpetrator. In a 2010 study, the Department of Human Services’ Children’s Bureau found that 9.2% of victimized children were sexually assaulted (Crime, 2018). It is important to remember that these statistics are only drawn from reported accounts of sexual abuse. Many cases of sexual abuse in children go unreported, so the prevalence may be much higher.

Immediate Effects/Signs of Sexual Abuse

The immediate effects of sexual abuse can sometimes be hard to see, especially in younger children who are just learning about their bodies. There are a few different categories that sexual abuse signs can be divided into due to their nature. There are bodily signs, affective signs, sexual signs and verbal signs (Jensen, 2005). Some of the signs of sexual abuse are also signs of other forms of abuse or psychological disorders and are open to interpretation. This is why it is often hard to pin down the signs of sexual abuse because it can be mistaken as other kinds of abuse as well.

Bodily signs of sexual abuse consist of symptoms such as bedwetting, stomach aches, headaches, food aversions and soreness of genitals (Jensen, 2005). Bedwetting at night time is also a very common symptom of sexual abuse. Many children subconsciously use it as a defense mechanism. Affective signs of sexual abuse are more psychologically based signs such as fear, anxiety reactions, sadness, acting-out for no reason, mood shifts, and unusual behavior when the alleged abuser is around or talked about (Jensen, 2005). These signs can be controversial in identifying sexual abuse as they could be symptoms of other kinds of abuse or other medical problems.

Sexual signs of sexual abuse in children include sexualized play with dolls, unnatural sexual experimenting or touching of other children, drawing sexual activities they should not have encountered yet shouldn’t know about yet, and excessive touching of their own genitals (Jensen, 2005). Sexual signs are usually the most alarming and telltale signs that the individual is experiencing exposure to one of the three basic categories of sexual abuse or at the very least, something inappropriate is happening to the child. If not directly involved with sexual abuse these signs could suggest that the child is being exposed to abuse of another child or at the very least the child is being exposed to inappropriate materials or situations such as pornography. Verbal signs of sexual abuse include talking about sexual behaviors beyond their age and explicit disclosing of abuse (Jensen, 2005). However, obtaining a disclosure statement for the proper authorities is a difficult task to achieve due to a child’s inherent trust of a parent and fear of an unknown authoritative figure. They may be scared to disclose because of threats made by their abuser or they may have been be influenced by adults trying to get them to disclose and say something happened when it didn’t for the adult’s benefit. Disclosure is usually the final sign that an investigator needs to pursue a criminal case against a perpetrator.

Long Term Emotional Effects of Sexual Abuse

The long term effects of sexual abuse can be quite extensive. They can range from depression and low self-esteem, normalizing the abuse they have experienced, and all the way to becoming perpetrators themselves. The way that the trauma of sexual abuse affects a child depends on a lot of factors. However, according to Solakoglu, Driver and Belshaw there have been studies that show that more severe abuse can lead to a greater likelihood of social and psychological problems (Solakoglu, Driver, & Belshaw, 2018).

Studies have been able to link suicidal ideations and behaviors to sexual abuse during childhood. It has been found that both male and female victims of sexual abuse are more likely to experience self-harm, suicidal ideations, and suicide attempts as adolescents. One study argued that the reason behind this is that adolescents are using inadequate coping skills and turn their pain from the abuse inward and end up hurting themselves (Solakoglu, Driver, & Belshaw, 2018).

There is also a strong link between substance abuse and adolescents that have experienced sexual abuse. In a study done in 1993 by Watts and Ellis found that female adolescents who reported sexual abuse also had higher rates of drug and alcohol use compared to females that did not report sexual abuse (Solakoglu, Driver, & Belshaw, 2018). The same study also found that adolescent males who were sexually abused used more tobacco and marijuana products than those who did not report sexual abuse (Solakoglu, Driver, & Belshaw, 2018). Many studies have found that drug and alcohol abuse also starts at an earlier age in adolescents that have been sexually abused. This is because many adolescents do not know how to cope with the trauma of being sexually abused and drugs and alcohol are a defense mechanism.

Long Lasting Physical Effects of Sexual Abuse

Childhood Sexual Abuse can have some lasting physical effects in victim’s lives. According to the American Academy of Pediatrics, about 5% of sexually abused children acquire an STD from their abuse abuser (Kellogg & Neglect, 2005). Even though the prevalence is low, it is still concerning as some STDs can have permanent effects, some that could prove to ultimately prove fatal. Some effects of untreated STDs are infertility, increased risk for contracting HIV, systemic health problems, and spreading the disease (Boskey PhD, 2018).

Sexual abuse in childhood has also been linked to gastrointestinal disorders. According to the Journal of Sexual Medicine, the prevalence of sexual abuse in patients with gastrointestinal disorders ranges from 30% to 56% (Nicolai, et al., 2012). Gastrointestinal disorders can be a lifelong condition with painful and uncomfortable effects. It is unknown if sexual abuse is a direct cause of gastrointestinal disorders, but there seems to be a positive correlation between the two.

Childhood obesity can have many causes, however sexual abuse has been connected to causing overeating in children because of psychological reasons including coping with the negative event or to transform their own body into what they deem as sexualy untractive to try to discourage the abuser to continue. Childhood obesity is seen as a response to when children overeat as well as lack adequate physical activity. However, in addition to the basic physiological reasons for obesity there can usually be a psychological reason to why a child becomes obese. According to the Obesity Action Community, the association between obesity and sexual abuse is strongest in children and adults who have severe obesity, which affects 2 million children in the United States (Stevelos, 2018). Obesity can be caused by Binge Eating Disorder, which sexually abused children are three to four times more likely to develop (Stevelos, 2018). Obesity in childhood can have a lasting effect on a child’s life and can be very hard to overcome. Usually once a child is obese, they will continue to be obese as an adult.

Psychological Disorders due to Sexual Abuse

Childhood sexual abuse has been linked to many psychiatric disorders across all age groups. Depression, generalized anxiety disorder, panic disorder, phobias, and post-traumatic stress disorder are all linked to childhood sexual abuse (Child Sexual Abuse and Subsequent Psychopathology: Results From the National Comorbidity Survey, 2001). Childhood sexual abuse is such a traumatic experience during childhood that the emotional and psychiatric state of the victim is changed forever. One reason why childhood sexual abuse is so traumatic is because it disrupts the child’s developing sense of self. This leads to difficulty in relating to others, inability to regulate reactions to stressful events and other emotional challenges that make psychiatric disorders more prevalent (Child Sexual Abuse and Subsequent Psychopathology: Results From the National Comorbidity Survey, 2001).

Depression is a very common psychiatric disorder that can follow childhood sexual abuse. The percentage of women with lifetime depression that reported child sexual abuse is 39.3% compared to 21.3% in the general population (Child Sexual Abuse and Subsequent Psychopathology: Results From the National Comorbidity Survey, 2001). However, depression is usually caused by a variety of reasons. Therefore, the relationship between depression and childhood sexual abuse is more of a positive correlation and not proven to be a stand alone causation.

Another psychiatric disorder associated with childhood sexual abuse is Post Traumatic Stress Disorder. Although PTSD is usually associated with war veterans, it has also been found in victims of sexual abuse. The reason why sexual abuse can cause PTSD is because childhood sexual abuse is characterized by an inescapable sexual threat and is usually repeated by the perpetrator multiple times (Feerick & Snow, 2005).While a war veteran’s experience with PTSD is caused by being exposed to repeated threats of physical violence, a child that has been sexually abused experiences PTSD differently. Sexual abuse does not usually involve the same amount of physical danger as being in a war, but it involves a massive amount of psychological danger, such as the meaning behind being used sexually and how they process the event (Feerick & Snow, 2005). PTSD can be a debilitating disorder that can last an individual for the entirety of their life. Someone with PSTD experiences cue-triggered, involuntary re-experiencing of the terror and all of the emotions they were feeling at the time of the traumatic experience (Bath, 2008). Certain sights, sounds, phrases, people and places can easily remind a sexual abuse victim of their traumatic experiences and often causes a huge disturbance in their life.

One method of effective treatment for sexually abused children is trauma informed therapy. This type of therapy involves a trained therapist that specializes in traumatic events and helping the patient heal from their traumatic experience. There are three elements that are associated with trauma informed care that are essential, safety, connections, and managing emotions (Bath, 2008).

Safety is the first component of trauma informed care. This is where the therapist creates a safe place for the child where they know they will remain safe (Bath, 2008). This is important because the child has felt unsafe because of the trauma they have experienced. The next important step a trauma informed therapist takes is to establish positive connections. Re-building positive relationships are important for healthy human development to help reverse the damage that the trauma did. Howard Bath talks about how the brains of traumatized children have learned to associate adults with negative emotions which can lead to behaviors characterized by suspicion, avoidance, and/or outright hostility (Bath, 2008). The duty for care providers and other counselors is to teach them how to restructure these associations so that the children can develop positive emotional responses such as happiness, joy, and safety with some adults and can learn to correctly tell the difference between those who mean to do harm to them and those that are there to help them (Bath, 2008).

The last important part of trauma informed therapy is managing emotions. The most impact on a child’s life from sexual abuse is with managing emotions, which can be very difficult for a trauma survivor. The therapist helps the child to identify their feelings, and through active listening, is able to help children vocalize their trauma, which is essential in trauma recovery (Bath, 2008). While trauma informed therapy is not the answer to every problem that a sexually abuse child will face, it is a good step in the right direction to help them to be able to deal with their trauma.

In conclusion, this paper has identified the effects that sexual abuse has on the life of a child. Sexual abuse in childhood is a very hard but important topic to discuss. There are many negative effects that happen to a child if they encounter any of the three main types of sexual abuse sexual abuse. The physical effects of STDs and the psychological effects of depression and PTSD are experiences that no human, especial a child should have to endure. Even with current information and rigorous studies of its effects, unfortunately sexual abuse is still occuring all over the world. Knowing the signs and treatment of sexual abuse in a child is very important in helping an individual receive the help they need as well as reduce the prevalence of continued sexual abuse. The more people that are informed of sexual abuse in children and what to look out for, the faster it can be stopped. Luckily, there are many resources that can help survivors of childhood sexual abuse learn how to cope with their trauma and be able to live healthy lives.

Introduction

Transforming Trauma: a Guide to Understanding and Treating Adult Survivors of Child Sexual Abuse is a book written by Anna C. Salter, an offender therapist, who collected the existing knowledge on the subject providing new tools, perspectives, and approaches to the problem. The book provides a profound analysis of both the micro and the macro context of molestation and attempts to incorporate the obtained knowledge into a practical therapy.

Salter not only describes and explains the experience of the victim but also gives an insight into the psychology of the offender, which allows the reader to view the problem from a different angle. This awareness of the processes happening in the abuser’s mind is essential for providing a comprehensive abuse-focused therapy as it allows the therapist to understand what traumas the survivor must have received judging by the condition of the offender. Moreover, Salter recognizes and struggles against the tendency of the observers to blame either the offender or the victim separately.

The major novelty of the book is the way it expands our understanding of sexual abuses. The author steps aside from the commonly accepted perception of the offender as a maniac or a beast. Salter suggests approaching both the victim and the survivor therapeutically. She claims that it would be insufficient to study only one perspective of the crime. The human society, though it wants to stay detached from the atrocities of sexual crimes is hardly different from the parties directly involved in them.

The author starts her speculations upon the essence of the problem and its possible treatment with the introduction of the existing approaches. The conclusions she makes can be summarized as follows:

  • the treatments of sex offenders and survivors of child sex abuse are currently polarized and have very few points of tangency;
  • the nature of contact between the offender and the therapist is drastically different from the one established between the therapist and the victim;
  • aversive conditioning technique is the most commonly used practice with child molesters; they are often forced to take polygraph and plethysmograph tests and obey fully to the therapist’s requirements at the risk of imprisonment in case of misbehavior;
  • trust relationships are rare and replaced by external observation;
  • the basic technique of treating adult survivors is confirmation: its goal is to reduce the shame instead of cultivating it;
  • offender and survivor therapists cannot provide effective monitoring of their patients unless they cooperate in order to analyze the thinking patterns of the opposite party.

The book addresses the following issues that could help develop a comprehensive program of treatment:

  • what the therapist who treats adult survivors of child abuse must know about the psychology of molesters in order to have a comprehensive picture of the harm (both physiological and psychological) that was done to the victim;
  • what are the basic differences between sadistic and non-sadistic offenders and their relations to the victim;
  • what footprints different types of molesters leave on the psyche of survivors;
  • in what ways an early psychological trauma affects further life, development, and self-esteem of survivors;
  • what techniques can be implemented in order to help the survivor to get rid of the pervasive image of the intruder;
  • what stages the therapy should include;
  • which interventions are indeed therapeutic and which are not;
  • what can be done to help the survivor not only to tolerate the traumatic experience but to transform it?

Before identifying what therapy is and how the treatment should be performed, Salter goes into detail about what the therapy is not. The point she makes is that not everything that the doctor does is treatment. A lot of therapists commit serious mistakes. Among the most outrageous ones is having physical intercourse with the patient on the basis of his/her vulnerability caused by sexual abuse in childhood.

The statics information the author provides is rather shocking: according to Salter, about 27% of the survivors experienced revictimization during the therapy. In many cases, the severity of the symptoms makes the survivor an easy victim for anyone who wants to take advantage of the situation.

Another common mistake making the treatment ineffective is self-disclosure on behalf of the therapist. Many of them spend much of the time discussing their own experiences and providing examples from their private life instead of treating the patient. Another extreme is turning the treatment into an intellectual discussion and analyzing the problem from aside.

What Salter suggests in order to achieve success is to start with an understanding that if the client came to the therapist’s office, it means that his/her usual ways of mitigating the pain failed. Thus, it implies that the condition of the patient is already hazardous as he/she feels unprotected and is close to a breakdown. In order to mitigate the patient’s anxiety, it is important for the therapist to follow the same ritual: to start with the same question, to repeat all the actions in the same sequence, and to avoid spontaneity.

The basic element predetermining the success of the treatment is its consistency: the therapist cannot ask questions that do not benefit the patient, no matter how curious he might be to know some private information.

Since the therapist does not touch upon his/her own issues, he/she makes space for the patient’s self-expression. For the treatment to be effective, the therapist must resonate with what the client says. Salter is convinced that it is easier for the one who was subjected to molestation to hear an echo of his/her own speech than the speech itself. The client’s pain, interpreted by the therapist, seems to have more sense and shape. For this to be achieved, the therapist must be always effectively present. He/she should get detached from his/her personal experience and concentrate on the emotions of the patient.

Salter also claims that the treatment is impossible without the intimacy that must be tolerated without going beyond the acceptable boundaries. The patient who does not trust his/her therapist is emotionally absent and unwilling to speak. However, excessive vulnerability may lead to an unhealthy attachment to the therapist, which must also be avoided. The point is that the treatment must be predictable and regulated. The therapist should never change the distance established between him/her and the patient. Neither can he/she become a real person outside the office. It is a very challenging task to preserve a delicate balance between abandonment and intrusion.

Salter emphasizes the fact that it is not enough to make the patient tell his/her story and acknowledge the abuse, humiliation, and shame. The way the story is received determines whether the patient will feel empowered or revictimized. As soon as the tale is told, the therapist must make sense of it arranging the facts and attaching meaning to each. It is important not to neglect any emotions that manifest themselves in the patient’s speech. If he/she feels that his/her words are perceived as insignificant, the transformation will fail.

As it is evident from the summary, the book provides a detailed explanation of how to treat survivors of child sexual abuse. However, certain drawbacks of the author’s perspective can also be found. The major weakness is that the author provides no evidence from other studies when it comes to therapy development. There is no empirical basis for her conclusions and proposals. She provides examples from her own working experience in order to show which treatment techniques were the most effective.

However, no substantial research was made to prove her ideas. Thus, the reader can only believe or disbelieve what Salter says. Despite the lack of statistical evidence, it cannot be denied that Anna Salter is one of the few therapists who work with both victims of molestation and molesters with equal attention to each group. This is the novelty that makes the book worth reading for professionals as well as for laymen.

Recent high school grads win scholarships for essays about teen mental health and policing

NORTH KANSAS CITY, Mo. (KCTV) - Two area high schoolers got a special honor on Wednesday from Crimestoppers and the KC Metro Chiefs and Sheriff’s Association.

Two graduating seniors, one from each side of the state line, were awarded a $2,000 scholarship for their winning essays on how the pandemic impacted mental health and in teens, how that contributed to teen violence, and what law enforcement can do to address that.

You may know Crimestoppers as the organization that runs the TIPS Hotline, trying to help police solve violent crimes, but they also have a mission of giving back with things like the scholarships. The teens’ essays both talked about their own challenges handling isolation during the pandemic.

“We wanted to ask that question because we needed to hear straight from them what they went through, and it was insightful to know what they went through,” said Det. Christina Ludwig, the Greater Kansas City Crimestoppers Program coordinator.

The teens wrote about the value of Crisis Intervention Teams trained in mental health response, community policing, and youth outreach.

Da’Vontae Rochester graduated from Lincoln Preparatory Academy in the Kansas City Public Schools. She did a ride-along with CIT officers and said it gave her a new perspective. She advocates for more activities like that.

“Hands-on programs with the teens and officers to just kind of give teens a look on how police interact with each other,” Rochester suggested as a way of addressing teen violence.

Graycie Brockman graduated from Leavenworth High School. Her essay included takeaways from research on the value of community policing.

“Doing things within the community that the youth can be a part of, and the officers can be a part of, I think is a really important piece that I focused on,” Brockman said.

The scholarship money will go directly to the college or trade school of their choice.

Rochester plans to major in psychology to become a criminal psychologist. Brockman wants to pursue a career in the medical field.

MONTREAL (OSV News) — Retired Quebec Superior Court Judge André Denis, appointed by Pope Francis to probe sexual abuse claims against Cardinal Gérald C. Lacroix of Quebec, found no supportive evidence of the accusations. However, Denis emphasized that the investigation’s results were significantly influenced by the accuser’s non-participation, potentially affecting future outcomes and leaving the cardinal feeling as though he were “fighting a ghost.”

In the 66-page report presented to Pope Francis on May 6, Denis stated, “The elements collected during my investigation make it implausible that the facts alleged against the cardinal occurred. I do not find sufficient elements to justify a canonical trial against Cardinal Lacroix and this is the conclusion that I formulated to Pope Francis.”

A 10-page summary of this report was publicly released by Denis on May 21, coinciding with a press conference where questions were addressed.

In a class action lodged against the Archdiocese of Quebec on Jan. 25, allegations against Cardinal Lacroix, the primate of the Catholic Church in Canada, emerged. The class action represents victims alleging sexual abuse by clergy members, their staff, and volunteers from Jan. 1, 1940, to the current day.

Judge Denis acknowledged the legitimacy of some plaintiffs’ claims and the diocese’s intent for an out-of-court resolution.

The reported abuse involving the archbishop is claimed to have happened in Quebec between 1987-1988 when the accuser was a minor. Denis pointed out that Cardinal Lacroix was ordained by Bishop Maurice Couture (later Archbishop of Quebec) on Oct. 8, 1988, implying Lacroix wasn’t a priest when the alleged incident occurred.

Following these claims, Cardinal Lacroix had recused himself from his duties, although he denied the allegations.

Pope Francis tasked Denis with the investigation on Feb. 8 to delve into the alleged actions’ facts, circumstances, and accountability concerning Cardinal Lacroix.

The inquiry was notably compromised by the complainant’s reluctance to be interviewed, Denis noted in his report, stating, “Her statement is anonymous and she refuses to collaborate in my investigation,” while emphasizing the importance of treating the accuser with respect and empathy.

The judge expressed that this refusal “greatly affected” the probe into the cardinal’s conduct.

In his report’s conclusion, Denis wrote, “If I cannot affirm that his denunciation is unfounded, I certainly cannot endorse it on the basis of the facts revealed by my investigation… I am unable to even identify a place, an event, a specific date or any circumstance. The applicant’s refusal to collaborate in the slightest degree with my investigation leaves me helpless.”

Detailed attempts by Denis to engage with the plaintiff are documented, highlighting his willingness to reconvene the investigation should the accuser be open to collaboration.

Distinguished for his historical role in Canadian justice, Denis in 2009 presided over the first trial under the Crimes Against Humanity and War Crimes Act, resulting in a life sentence for Rwandan refugee Désiré Munyaneza over his involvement in the 1994 genocide.

Doubts on the credibility of a church-led investigation were flagged, with Alain Arsenault, attorney for the class action against the Archdiocese of Quebec, questioning the impartiality of internal church inquiries.

The Vatican Press Office confirmed on May 21 that Pope Francis had accepted Denis’ conclusions and announced no further canonical procedures would be pursued.

The Vatican concluded, “In light of the facts examined by the judge, the report does not make it possible to identify actions that amount to misconduct or abuse on the part of Cardinal Gérald C. Lacroix.”
