INDIAN NURSING COUNCIL

NOTIFICATION New Delhi, the 6th November, 2020

F. No. 11-1/2019-INC. —In exercise of the powers conferred by sub-section (1) of Section 16 of Indian Nursing Council Act, 1947 (XLVIII of 1947), as amended from time to time, the Indian Nursing Council hereby makes the following regulations namely:—

Short Title and Commencement.—

i. These Regulations may be called the Indian Nursing Council (Guidelines for Starting Ph.D. in Nursing Program in the Universities approved by the Council), Regulations, 2020 .

ii. These Regulations shall come into force on the date of notification of the same in the Official Gazette of India.

1. BACKGROUND

NHP 2017 recognizes the key role health research plays in the development of nation’s health. The policy aims to strengthen governance systems so that nurses can assume leadership position, improve regulation of practice and strengthen the quality of nursing education. Doctoral education in nursing will prepare more qualified nurses who can meet the country’s health and nursing care demand. Many universities in India are recognizing this need and plan to start Ph.D. Program in nursing. This necessitates uniform and standard curriculum and guidelines to run the program effectively and achieve the intended outcomes. Indian Nursing Council (Council for short) has prepared the Ph.D. curriculum and guidelines that will guide all universities who intend to start and promote doctoral education in nursing in their respective Universities.

2. PHILOSOPHY

NHP 2017 emphasizes the need to prepare nurses to function in specialty and super-specialty areas of tertiary care institutions with the proposed expansion of tertiary care services alongside expansion of medical colleges and starting new AIIMS centres nationwide. There is an acute shortage of nursing faculty in undergraduate and postgraduate nursing programs in India. Doctoral education is essential to prepare nurse scholars to improve the quality of nursing education and practice in India.

Doctoral education builds upon and extends competence acquired at the undergraduate and postgraduate levels, emphasizes theory development and research skills. The function of nurse scholars are to: assume leadership roles in complex healthcare and education systems, develop a theoretical and empirical base for nursing practice in both current and emerging health care systems, conduct nursing research and participate in developing healthcare policies. The entire thrust is on professional preparation in Nursing that could lead to evidence based practice for clinical effectiveness.

Doctoral education is to prepare nurse scholars who will contribute both to the development and application of knowledge in nursing for enhancing quality of nursing education, research, practice and dissemination of nursing knowledge.

4. OBJECTIVES

The doctoral prepared nurse will be able to —

  • Conduct research relevant to nursing.
  • Develop nursing theories and nursing science
  • Synthesize knowledge from nursing and other allied sciences to develop and test theory
  • that affects health status.
  • Demonstrate the leadership skills in nursing practice, education and research.
  • Disseminate the results of theory development and research.

5. ELIGIBILITY CRITERIA FOR UNIVERSITIES APPROVED BY THE COUNCIL TO START Ph.D. PROGRAM IN NURSING

The minimum criteria for a University to have approved Ph.D. degree program in Nursing is as follows:—

The University must be approved by the Council under Section 10 of INC Act, 1947. Deemed/Private University

  • The University shall have minimum two guides (regular faculty) with Ph.D. qualification with relevant experience along with their research publications. (Refer page no. 3)

State Universities

Every College of Nursing having M.Sc. (Nursing) approved by the University to start Ph.D. in Nursing shall have minimum of two Ph.D. degree holders in nursing regular faculty.

6. RESEARCH GUIDE

  • Guides can select two scholars only every year but not more than 6 scholars at any given period of time
  •  Scholars can have co-guide from nursing or other disciplines if necessary
  • The Ph.D. doctoral holders who are within health care disciplines can be appointed as co-guides.
  • In Deemed University the guide should be from the same University
  • In State University, the guide can be from any college within the same University

7. ELIGIBILITY CRITERIA FOR RESEARCH GUIDE

  • Ph.D. degree in nursing with 5 years Post Graduate teaching experience with minimum 5 scientific publications in National/International Journals.
  • Maximum age to be a guide shall be 65 years.
  • Guide cannot have more than 6 candidates (including being Co-Guide) at any given point of time.
  • Candidate can have Co-Guide from nursing or other discipline, if necessary.
  • The Ph.D. doctorate holders who are not formal teachers can be appointed as Co-Guides.

8. RESEARCH SCHOLARS

  • Full time research scholars are those who register for Ph.D. on full time basis and are not employed anywhere.
  • Part time research scholars are those who are presently employed in any College/School/Hospital/ Institute/Nursing department within the University jurisdiction.
  • The scholars can select the guide from the list of guides recognized by the respective University. (Annexure-VI)

9. (I) ELIGIBILITY CRITERIA FOR RESEARCH SCHOLARS

Applications are invited from eligible scholars who have obtained:—

(a) M.Phil. (Nursing) or M.Sc. (Nursing) or a Post Graduate degree in Nursing recognized by Council with 3 years teaching or Clinical experience after M.Sc. (Nursing) for enrolment for Ph.D. in Nursing (part-time) under Faculty of Nursing in the respective University.

(b) The scholars should have passed M.Sc. (Nursing) with a minimum of 60% marks.

(c) Working in Teaching Institution/Hospital/Community Centre/Nursing Department within the University jurisdiction.

(II) Criteria for Selection

(a) Selection for the Ph.D. Program will be based on merit either by entrance or by M.Sc. (Nursing) (minimum 60% marks). (b) If the University opts to conduct entrance examination then selection for the Ph.D. Program of the candidate will be based on

i. Entrance test marks obtained out of 90 marks. (Minimum weightage pass marks for entrance will be 60% of 90 i.e. 54). ii. 5 marks for candidates possessing M.Phil. in Nursing. iii. 5 marks weightage for publications.

10. RESERVATION IN ADMISSION: As per UGC guidelines.

11. duration:.

Full time: Three years, maximum of 6 years. Part time: Five years.

A candidate can register for Ph.D. course on part time basis.

Nursing PhD consortia: a model for maximizing scarce resources

Doctoral (PhD) education in nursing is costly and requires scarce resources: qualified faculty, qualified students, research funding, and infrastructure. This article discusses the development and implementation of a five-school consortium for delivery of an established PhD in Nursing Science program throughout north Florida. Factors that contributed to the success of the Consortium, including communication, history of shared work, collaborative approaches, and a formal agreement, are described. Challenges, such as maintaining curricular integrity across settings and selecting web-based formats, are considered. Results to date have been a viable consortium with a 4-year history, three PhD consortium graduates, 22 PhD students enrolled via the consortium, and success in attracting both federal and private funding. Consortia are proposed as a strategy for the effective use of limited resources, and suggestions are provided for the development of successful consortium models capable of delivering high-quality PhD nursing education.

Dr. Lisa Baughman

The project for Lisa Baughman’s Doctor of Nursing Practice degree focused on improving the rates of dental care for foster youth in Los Angeles. Dental caries (cavities) is a leading pediatric health problem associated with other health issues. Through a series of focus groups with social workers and fellow public health nurses, Dr. Baughman, a Spring 2019 graduate of the Southern California CSU DNP Consortium, revised policy and improved processes to bring about improvement in the rate of proper dental care for foster children at her workplace.

Dr. Frances Akubuilo

Frances Akubuilo, DNP, RN is the Director of Patient Care Services at GFK Home Health Agency located in Cypress, California and an active member of the American Holistic Nurses Association. Her DNP project focused on the Healthy Nurse, Healthy Nation grand challenge. She completed a cross-sectional designed research study that focused on evidence-based education contributing to the Healthy Nurse Healthy Nation (HNHN) campaign by the American Nurses Association (ANA). The goal of her project was to uncover barriers to physical activity for nurses, disseminate gap analysis results, and contribute nurse directed educational interventions. In addition, Dr. Akubuilo developed a self-care video as part of her DNP project, which is featured on the Healthy Nurse, Healthy Nation website .​

In May 2014, graduates of the first CSU Doctor of Nursing Practice Program cohorts participated in the DNP Poster Presentation Day at the CSU Chancellor’s Office in Long Beach. Dr. Sharon Castellanos presented the findings from her doctoral project to the Board of Trustees, campus presidents and Chancellor Timothy P. White. 

Dr. Castellanos conducted a “Save a Life” campaign to increase organ and tissue donation among Hispanic high schoolers and studied the outcomes of this campaign for Division of Motor Vehicles tissue donor card completion rates.

Dr. Gayatri Subedi

Dr. Gayatri Subedi, a board-certified Family Nurse Practitioner, has worked in an outpatient gastroenterology clinic for the past nine years providing care to patients with gastrointestinal (e.g., Crohn’s, Ulcerative Colitis, Irritable Bowel Syndrome, etc.) and liver diseases, such as hepatitis B and hepatitis C viral (HCV) infections. Her evidence-based research project during her course of studies at the CSU DNP Southern California Consortium provided her with an opportunity to develop, implement, and evaluate an evidence-based practice (EBP) guideline for the management of HCV infection tailored to the population served at her practice setting. The leadership skills she acquired during the DNP program had a positive impact in he​r clinic empowering both providers and staff members. Dr. Subedi’s HCV clinical practice guideline was adopted and is now used by clinic staff to effectively screen, treat, and manage HCV positive and at-risk patients, thereby preventing disease transmissions and complications, such as liver cirrhosis and liver cancer.

As a board-certified psychiatric mental health nurse practitioner working with veterans suffering from post-traumatic stress syndrome (PTSD), William Glasser saw caregivers and spouses of veterans developing similar PTSD symptoms and suffering from “compassion fatigue.” It was, in fact, his concern about how to identify and best help these caregivers that drove his decision to complete a doctorate. “The CSU DNP program strongly stresses research, with very practical applications that are important to patient care,” explains Glasser, a May 2019 graduate of the Southern California CSU DNP Consortium. He developed a screening tool for spouses and hopes to have the tool reviewed by experts and then validated in a trial.

In her May 2019 commencement address to her CSU Southern California DNP classmates, Dr. Hall spoke these words: "As DNP students, we have not only grown and evolved as nurses, but we have also honed our skills as agents of change and innovation within our profession. Gone are the days of waiting for others to fix the glaring problems we see in our practice - we own that work now ... Whether for one patient or a global population, our ability to influence nursing practice is limited only by our imaginations. Seeing what we have accomplished through our DNP projects, and how empowered we have become to drive change to improve care for patients, gives me incredibly high hopes for the future of our profession."

Three Spring 2016 graduates of the Southern California Consortium CSU DNP program were recipients of scholarships from the Jonas Foundation . Now, the DNP projects of these dynamic women are changing nursing practice at the Veterans Administration Hospital in Long Beach. The success of these alumni also enabled the Southern California DNP program to receive Jonas Foundation scholarship funds for three more students enrolled in the fall 2016 cohort.

Dr. Carol Cunningham

Dr. Cunningham, a 2022 graduate of the Southern California CSU Doctor of Nursing Practice (DNP) Consortium. serves on the boards of Sigma Theta Tau International Honor Society of Nursing, Upsilon Beta Chapter, Leadership Succession Committee and the California Association for Nurse Practitioners Health Policy and Practice Committee, reviews manuscripts for the Advanced Emergency Nursing Journal, and is a member of the American Academy of Nurse Practitioners, the American Academy of Emergency Nurse Practitioners, and the National Association of Pediatric Nurse Practitioners. She works as an FNP in the Department of Pediatric Orthopedic Surgery at Memorial Care Miller Children’s & Women’s Hospital in Long Beach and is a lecturer and assistant clinical faculty at UCLA School of Nursing APRN program. Her DNP project on the effect of virtual reality distraction on children’s anxiety and pain perceptions during cast and pin removal was featured in the Long Beach Local News

PhD in Nursing Funding Opportunities

Most full-time Johns Hopkins Nursing PhD students are  100% funded  with a stipend for the first three years of study. Additional financial support is made available in following years. For full eligibility of scholarship opportunities, apply by  December 1 .

Qualified students interested in the PhD program may be eligible to receive tuition and stipend support through the School of Nursing. The following types of funding are available:

  • Interdisciplinary Training in Cardiovascular Health Research
  • Graduate Partnership Program (GPP)

Graduate assistantships provide an opportunity for acquiring valuable research and/or teaching experience for qualifying students. Selection is competition-based with priorities given to those who have a good academic standing in the doctoral program. PhD students hired as graduate assistants receive a full-tuition waiver (base tuition payment for up to 6 credits for those in their 3rd year of doctoral study or after) and a stipend of $22,920 for the academic year 2015-2016. The full-tuition benefit is based on the number of hours worked at 20 hours per week . It is highly encouraged that the responsibilities of the graduate assistant position be consistent with the academic goals of the student.

  • Full-time PhD students are expected to prepare and submit an application for external funding at the conclusion of the 1st academic year. Policies and guidelines
  • Graduate assistantships are prepared to help ease financial strain which may be experienced by students during the application process and hence should not replace the effort to apply for external funding.
  • Current students wishing to apply for a graduate assistant position can submit an application to the Doctoral Program Administrator, Kristen Hasch at [email protected] .

Award: $22,920 for 12 months, plus tuition Graduate assistantships are made possible by generous support from donors and SON general funds, including:

JOHNS HOPKINS HOSPITAL CLINICAL RESEARCH FELLOWSHIP The Johns Hopkins Hospital Fellowship in Clinical Research provides a qualifying PhD student with the opportunity for direct practice in a rich and diverse clinical practice environment.

Applicants for this Fellowship will be students who:

  • Have a dissertation interest related to hospital-based practice or care problems
  • Are interested in designing and submitting funding to Dorothy Evans Lyne or another funding source to study nurse-initiated protocols of care and impact on patients
  • Are knowledgeable about evidence-based practice as the foundation for clinical research in a practice setting, and facile in research appraisal
  • Have experience or an interest in measuring clinical outcomes and data management to interpret and make inferences about its meaning for improving practice or care

This 2-year scholarship program supports full time doctoral education for nurses committed to careers in academic geriatric nursing. Through generous funding from The John A. Hartford Foundation , the BAGNC Program awards a total of $100,000 ($50,000 per annum) to each selected Predoctoral Scholar candidate. NURSE FACULTY LOAN PROGRAM Funding is used to provide loans to students enrolled in advanced education nursing programs that prepare graduates to serve as faculty in a school of nursing. TRISERVICE NURSING RESEARCH PROGRAM The Department of Defense provides research awards through the TriService Nursing Research Program to nurses in the armed services, including a predoctoral award. Active duty and Reserve students pursuing a master’s or doctoral degree in nursing are eligible. Dissertation topics must focus on one of the TriService priority areas:

  • military deployment health
  • generating and translating research into practice in a military context
  • recruitment and retention of the military workforce
  • developing and sustaining military nursing competencies

The topic of “military deployment health” is broad and includes the management of diseases such as asthma, diabetes, hypertension as well as issues in mental health. Award recipients must attend TriService Grant Camp for guidance on applying for and managing this award prior to being selected for the award.

We recognize that it can be financially burdensome to relocate to a new city to attend a PhD program. Students who are admitted to PhD programs at JHU can apply to receive a $1500 need-based grant to offset the costs of relocating to JHU.

These grants provide funding to a portion of incoming students who, without this money, may otherwise not be able to afford to relocate to JHU for their PhD program.

This is not a merit-based grant. Applications will be evaluated solely based on financial need.

AMERICAN ASSOCIATION OF UNIVERSITY WOMEN One of the world’s largest sources of funding exclusively for graduate women, the AAUW Educational Foundation supports aspiring scholars around the globe, teachers, and activists in local communities, women at critical stages of their careers, and those pursuing professions where women are underrepresented. Scholarships are not nursing-specific.
