ஜூன் 5ல் உலக சுற்றுச்சூழல் தினம் கொண்டாடும் நிலையில், சுற்றுச்சூழலைக் காப்பதற்கு நாம் செய்ய வேண்டியவை மற்றும் தவிர்க்க வேண்டியவை குறித்து ஒரு நினைவூட்டல் இங்கே!

ஜூன் 5 - உலக சுற்றுச்சூழல் தினம் (World Environment Day in Tamil)

ஒவ்வொரு ஆண்டும் ஜூன் 5ம் தேதி உலக சுற்றுச்சூழல் தினம் கொண்டாடப்பட்டு வருகிறது. பெருகிவரும் மக்கள்தொகையாலும் தொழிற்சாலைக் கழிவுகள் மற்றும் வாகனப் புகையாலும் சுற்றுச்சூழல் வெகுவாக பாதிக்கப்படுவதை விஞ்ஞானிகள் அறிவுறுத்துவது ஒரு புறம் இருந்தாலும், ஒவ்வொரு ஆண்டும் கூடிவரும் கத்தரி வெயிலின் தாக்கமும், திடீரென்று பெய்யும் பேய் மழையும், அதனால் விளையும் பெருவெள்ளமும் இயற்கையில் ஏதோ ஒழுங்கற்ற தன்மை உருவாகி வருவதை சூசகமாக உணர்த்துகின்றன.

உலக வெப்பமயமாதல் எனும் பிரச்சனையால் பனிப்பாறைகள் உருகி கடல்மட்டம் உயரும் என்று சொல்லப்படுகிறது. நிலத்தடி நீர் பற்றாக்குறையால் தண்ணீர் பஞ்சமும் இந்தியாவின் பல இடங்களில் அதிகரிக்கத் துவங்கியுள்ளன. சுற்றுச்சூழலின் நலனை சீர்தூக்கிப் பார்த்து, இந்த பிரச்சனைகளுக்கெல்லாம் தீர்வு காண்பது குறித்து சிந்தித்து செயலாற்றுவதற்கான ஒரு நாளாகவே இந்த உலக சுற்றுச்சூழல் தினம் கொண்டாடப்படுகிறது.

சுற்றுச்சூழலைக் காக்க இந்த உலகிலுள்ள ஒவ்வொரு மனிதனும் முன்வர வேண்டும். இந்த உலகில் மனிதன் மட்டும்தான் உள்ளானா?! ஏன்... விலங்குகளும் பறவைகளும் கூட வாழ்கின்றன. அவைகள் ஏதும் செய்யக்கூடாதா என மனிதர்கள் கேட்பதற்கு நியாயமில்லை! ஏனெனில், மனித இனத்தை தவிர வேறெந்த உயிரினத்தாலும் சுற்றுச்சூழலுக்கு எந்த பாதிப்பும் ஏற்படுவதில்லை!

முன்னோர்களின் சுற்றுச்சூழல் விழிப்புணர்வு

நம் முன்னோர்கள் சுற்றுச்சூழல் குறித்த பெரும் அறிவையும் விழிப்புணர்வையும் கொண்டிருந்தனர் என்பதற்கு இலக்கியங்களில் கூட பல ஆதாரங்கள் உள்ளன. குறிப்பாக நிலத்தை ஐவகை திணைகளாக குறிஞ்சி, முல்லை, மருதம், நெய்தல், பாலை என பிரித்து, அங்கு வாழும் மக்களுக்கு ஏற்ப தொழில்கள், கலாச்சாரங்கள், கடவுள்கள் என வகுத்து முறையானதொரு வாழ்வை மேற்கொண்டனர். உதாரணமாக மலையும் மலை சார்ந்த இடம் குறிஞ்சி என்றால் மலையையே அவர்கள் கடவுளாகத்தான் பார்த்தார்கள். கடலும் கடல்சார்ந்த இடம் நெய்தல் என்றால் கடலை தேவதையாக வழிபட்டனர். நம்மைச் சுற்றியிருக்கும் நம் நிலத்தையும், நீரையும், காற்றையும் நம் வாழ்க்கையின் மிக உயரிய அங்கமாகக் கருதி வழிபட்டதால், அதனை மாசுபடுத்தாமல் பாதுகாக்க வேண்டும் என்ற மனநிலை இயல்பிலேயே இருந்தது.

குறைந்தபட்சம் 166 பயிரினங்கள் நமது நாட்டில் உண்டு. நெற்பயிரில் மட்டும் 50,000 இனங்கள் உண்டு. சோளத்தில் 5000 ரகம் உண்டு. மிளகுப் பயிரில் 500 வகையும் மாமரத்தில் 1000 வகையும் உண்டு. ஒவ்வொரு விலங்கினத்திலும் பலவகை உண்டு. வெள்ளாட்டில் 20 வகை, செம்மறியில் 42 வகை, எருமையில் 15 வகை, கால்நடையில் 30 வகை, கோழியில் 18 வகை, இப்படியாக சூழல் அமைப்புக்கு ஏற்ப மனித உதவியின்றியே இவை பரிணமித்துள்ளன. இந்த உயிரினங்களில் மனிதன் கோடியில் ஒரு துளி. இத்தனை உயிர்களுக்கும் இங்கு வாழ உரிமையுண்டு.

வணிக மனப்பான்மையின் அபாயம்

மனிதனோ பூமி தனக்கு மட்டுமே சொந்தம் என எண்ணிக்கொள்கிறான்.

இந்த நிலை மாறவேண்டுமானால், முதலில், மனிதனின் மனநிலையில் ஒரு மாற்றமும் புரிதலும் தேவைப்படுகிறது. மற்ற உயிர்களைப் பற்றி சிந்திக்கும் தன்மையும் உணர்வும் மனிதனின் உள்நிலையில் அவசியமாகிறது.

இன்றைய மனிதனோ அனைத்தையும் வணிகப் பொருளாக பார்க்கத் துவங்கிவிட்டான். நிலமும், நீரும் தற்போது முற்றிலும் வணிகமயமாகிவிட்டன. நாம் சுவாசிக்கும் காற்றும் கூடிய விரைவில் கடைத்தெருக்களில் சிலிண்டர்களில் விற்பனைக்கு வந்துவிடுமோ என்ற அச்சம் இல்லாமல் இல்லை. இந்நிலைக்குக் காரணம் என்ன என்பதை சற்று ஆராய முற்பட்டோமானால், முதற்காரணமாக நம்முன்னே தெரிவது மக்கள்தொகை பெருக்கம்தான் . சுதந்திரம் பெறும் தருணத்தில் 33 கோடியாக இருந்த நம் எண்ணிக்கை, மூன்று மடங்கிற்கு மேல் தற்போது பெருகியுள்ளதைப் பார்க்கிறோம். இந்நிலை நீடித்தால் இன்னும் சில ஆண்டுகளில் நிலம், நீர், காற்று மட்டுமல்ல, ஆகாயமும் கூட நமக்கு போதாமல் போய்விடக்கூடிய சூழல் ஏற்பட்டுவிடும்.

காரணங்களும் தீர்வுகளும்

மக்கள்தொகை அளவுக்கு அதிகமாகப் பெருகியதால் இயல்பாகவே தொழிற்சாலைகள் மற்றும் வாகனங்கள் பெருகின. இதன் கழிவுகள் அனைத்தும் காற்றுமண்டலத்திலும், நிலத்திலும், ஆறு, கடல்களிலும் கலந்து சுற்றுச்சூழலை மாசடையச் செய்துவருகின்றன. எனவே, நாம் சுற்றுச்சூழலைக் காப்பதற்கு முதன்மையாக செய்யவேண்டியது மக்கள்தொகை பெருக்கத்தைக் கட்டுப்படுத்த வேண்டியதும், இதுகுறித்த விழிப்புணர்வை மக்களிடத்தில் ஏற்படுத்த வேண்டியதுமே ஆகும்.

அடுத்த படிகளாக, நாம் ஒவ்வொருவரும் இந்த காற்று மண்டலத்தில் பதிக்கும் கார்பன் கால்தடங்களை குறைக்க வேண்டும். ஒவ்வொரு மனிதனும் குறிப்பிட்ட அளவு கார்பனை வளிமண்டலத்தில் கலக்கச் செய்கிறான். தற்போது உள்ள நிலவரப்படி கணக்கிட்டால், நாம் எடுத்துக்கொள்ளும் ஆக்ஸிஜனுக்கு ஈடுசெய்து நாம் விட்டுச் செல்லும் 'கார்பன்' கால் தடங்களைக் குறைக்கும் விதமாக ஒவ்வொருவரும் குறைந்தது 5 மரக்கன்றுகளாவது நடவேண்டும்.

சுற்றுச்சூழலில் ஆக்ஸிஜன் அதிகரிக்க…

பொதுவாக, ஒரு வளர்ச்சியடைந்த மரமானது, நான்கு பேர் கொண்ட குடும்பத்திற்கு தேவையான 260 பவுன்ட் அளவு ஆக்ஸிஜனை உற்பத்தி செய்கின்றது.

பொதுவாக நாம் மகிழ்வுந்து, இருசக்கர வாகனம் என ஆளுக்கொரு வாகனத்தில் பயணிக்கிறோம். 100 பேர் 100 வாகனங்களில் செல்வதற்கு பதிலாக அனைவரும் ஒரு பேருந்தில் பயணம் செய்தால் கூடுதலாக 99 வாகனங்கள் புகை கக்குவதைத் தடுக்க முடியும் அல்லவா?! அதேபோல் புகை கக்கும் வாகனங்களுக்கு பதிலாக மிதிவண்டியை கூடுமானவரை பயன்படுத்தலாம். இதனால் உடலும் ஆரோக்கியத்துடன் இருக்கும்.

காகிதப் பயன்பாட்டில் கவனம்

செய்தித்தாள் ஒன்றை, 9 முறை மறுசுழற்சி செய்யமுடியும் என்று சொல்கிறார்கள். எனவே, படித்துவிட்டு செய்தித்தாளைக் கீழே வீசவேண்டாம். 1 மீட்டர் உயரத்துக்கு அடுக்கப்பட்டுள்ள செய்தித்தாள்களை மறுசுழற்சி செய்வதன் மூலம் 7 மீட்டர் உயரமுள்ள மரம் வெட்டப்படுவதைத் தவிர்க்கலாம் என சொல்லப்படுகிறது. எளிமையான வாழ்க்கை என்பது சுற்றுச்சூழலைக் காப்பதற்குத் துணைநிற்கும்.

மறுசுழற்சி, மறு பயன்பாடு என்ற மனப்போக்கை வளர்த்துக்கொள்வது அவசியமாகிறது. காடுகளை அழிப்பதில் பேப்பர்கள் பெரும்பங்கு வகிக்கின்றன. ஆகவே, பேப்பர்களைப் பயன்படுத்தும்போது நிதானமாகச் செயல்படுவது நல்லது. தட்டச்சு செய்யும்போது இரண்டு பக்கங்களிலும் செய்யலாம்.

இன்று எளிதாகக் கிடைக்கக்கூடிய உலோகம் அலுமினியம். சிகரெட் பாக்கெட்டில் இருக்கும் அலுமினியத் தாள்கள், பாட்டில் மூடிகள், மாத்திரைகள் இருக்கும் அலுமினிய அட்டைகள், பழைய பாத்திரங்கள் ஆகியவை மீண்டும் பயன்படும் புதிய பொருட்களாக மாற்றப்படலாம். இவற்றை சேமித்து வைத்து, சேகரிப்பவரிடம் கொடுக்கலாம்.

உலக சுற்றுச்சூழல் தினம் - மேற்கொள்ள வேண்டிய உறுதிகள்

சுற்றுச்சூழலைப் பாதுகாப்பதற்கு நாம் செய்ய வேண்டியது என்னென்ன எனப் பார்த்தால், அதில் முக்கியமானது குறைந்தபட்சம் ஆளுக்கொரு மரம் நடுவது. அடுத்தபடியாக, தண்ணீரை சிக்கனமாக பயன்படுத்துவது. இயற்கை விவசாய முறைகளைக் கையாளுதல்; வீடுகளில் மழைநீர் சேகரிப்பு தொட்டிகளை அமைத்தல் போன்றவற்றை சொல்லலாம்.

தவிர்க்க வேண்டியதென்று பார்த்தால், அத்தியாவசிய தேவைக்குத் தவிர மற்ற நேரங்களில் மோட்டார் வாகனங்களைப் பயன்படுத்தாமல் இருப்பது. அதற்குப் பதிலாக மிதிவண்டிகளைப் பயன்படுத்தப் பழகினால், சுற்றுச்சூழல் பாதுகாக்கப்படுவதோடு உடல்நலமும் மேம்படும் வாய்ப்புள்ளது. வீட்டிலிருந்து புறப்படும் முன், மின்சாதன பொருட்களை அணைக்காமல் செல்லுதல் போன்ற சின்னச் சின்ன செயல்களையும் நாம் கவனித்து தவிர்க்கத் தேவையுள்ளது!

புகைப்பதை தவிர்ப்போம்…!

புகைபிடித்தலைத் தவிர்க்கலாம். அது புகைப்பவரின் உடல்நலத்திற்கு மட்டுமல்லாமல் உடனிருப்பவருக்கும் தீங்கை விளைவிக்கும். ஆண்டுதோறும் அமெரிக்காவில் புகை பிடிக்காத 4,000 பேர் புற்றுநோய் வந்து இறக்கிறார்கள் என்று சொல்லப்படுகிறது. கண்ணாடி, மண்ணோடு மக்க குறைந்தது 100 ஆண்டுகள் ஆகும். எனவே, கண்ணாடியை மறுபயன்பாட்டுக்கும், மறுசுழற்சிக்கும் அனுப்பவேண்டும். நெகிழி எனப்படும் பிளாஸ்டிக் என்பது மண்ணில் மக்கக்கூடியதே அல்ல. ப்ளாஸ்டிக் பைகளை பயன்படுத்துவதை முற்றிலும் தவிர்ப்பது சுற்றுச்சூழலுக்கு மிகவும் அவசியமானதாகிறது. பிளாஸ்டிக்கால் ஆன பொருட்களைக் கீழே வீசாமல் மறுபயன்பாட்டுக்கும், மறுசுழற்சிக்கும் அனுப்பலாம். பொருட்களை வாங்க கடைக்குச் செல்லும்போது, வீட்டில் இருந்தே பை எடுத்துச் செல்லலாம்.

பிளாஸ்டிக் எனும் பேரரக்கன்…

2018ம் ஆண்டு உலக சுற்றுச்சூழல் தினத்தில் ஈஷா அறக்கட்டளையும், நதிகளை மீட்போம் இயக்கமும் ஐநா சுற்றுச்சூழல் அமைப்புடன் இணைந்து, ஒருமுறை மட்டுமே பயன்படுத்தி தூக்கியெறியும் பிளாஸ்டிக் பயன்பாட்டினை தடைசெய்வதற்கான முன்னெடுப்புகளை முன்னின்று நிகழ்த்தின.

பசிபிக் பெருங்கடல் பகுதியில் உள்ள மிட்வே அடோல் தேசிய வனவிலங்கு சரணாலயத்தில் கடந்த செப்டம்பர் 2009ல் இறந்த அல்பட்ரோஸ் வகை கடல்பறவை குஞ்சின் இரைப்பை பகுதி புகைப்பட கலைஞரால் படம்பிடிக்கப்பட்டது. அதில், அதன் தாய் பறவையால் பிளாஸ்டிக் கழிவுகள் அந்தக் குஞ்சுக்கு ஊட்டப்பட்டிருந்தது தெரியவந்துள்ளது.

முறையற்ற பிளாஸ்டிக் பயன்பாட்டிற்கு நாம் கொடுத்த விலை!

முறையற்ற பிளாஸ்டிக் பயன்பாட்டினால் நாம் நம் சுற்றுச்சூழலில் பலவிதமான பாதிப்பை உண்டாக்கிக் கொண்டுள்ளோம்... அவற்றில் சில இங்கே!

60 முதல் 90% கடல் கழிவுகள் பலவகைப்பட்ட பிளாஸ்டிக் மூலப்பொருட்களால் சேர்கின்றன.

2015ல் உலக அளவிலான பிளாஸ்டிக் உற்பத்தியின் மதிப்பானது 900 எம்பயர் ஸ்டேட் கட்டிடங்களுக்கு இணையானது என கணக்கிடப்பட்டுள்ளது.

ஏற்கனவே நம் கடல்களில் 51 ட்ரில்லியன் மைக்ரோ பிளாஸ்டிக் அங்கங்கள் சேர்ந்துள்ளன.

நீங்கள் உண்மையிலேயே பிளாஸ்டிக் கழிவுகளை உற்பத்தி செய்யாமல் தவிர்க்க விரும்பினால், மீண்டும் மீண்டும் தண்ணீர் நிரப்பி பயன்படுத்தக்கூடிய தண்ணீர் பாட்டிலை எடுத்துச் செல்லுங்கள்!

குளிர்பானங்களோ அல்லது வேறு பிற பானங்களோ கடைக்காரரிடம் வாங்கி அருந்தும்போது, பிளாஸ்டிக் straw வாங்காமல் மறுத்துவிடுங்கள்!

இரசாயன உரங்களைத் தவிர்த்து, கால்நடை எரு, பஞ்சகாவியம் போன்ற இயற்கை ஊக்கிகளைப் பயன்படுத்தி இயற்கை முறையில் பயிர் சாகுபடி செய்வதன்மூலம், மண்வளமும் மனித ஆரோக்கியமும் பாதிக்கப்படுவது தவிர்க்கப்படும்.

இயற்கை அன்னையின் தூய்மை மடியான மலைகளிலும் கூட, மனிதர்கள் குப்பைகளை நிறைக்கத்தான் செய்கிறார்கள். தென் கைலாயம் என்று போற்றப்படும் புனித வெள்ளியங்கிரி மலை அந்த சிவன் அமர்ந்த மலை மட்டுமல்ல, யானைகளின் காப்பகமாகவும், பல வன விலங்குகளின் இருப்பிடமுமாக இருக்கிறது. ஆனால் இந்தப் பசுமை நிறைந்த வெள்ளியங்கிரியும் பிளாஸ்டிக் குப்பைகளால் கொஞ்சம் காயம்பட்டே உள்ளது. இந்த மலைகளைத் தூய்மைப்படுத்தும் பணியில் ஈஷா யோக மையம் பல ஆண்டுகளாக ஈடுபட்டு வருகிறது.

தமிழகத்தின் இந்த வறட்சி நிலையை மாற்றுவதற்காக ஈஷா துவங்கியுள்ள பசுமைக்கரங்கள் திட்டத்தின் பணி மகத்தானது. மரங்களின் தேவையை மக்கள் மனதில் பதிய வைத்தல், மக்களை மரம் நடவும் வளர்க்கவும் ஊக்கப்படுத்துதல், மரங்களைப் பாதுகாத்தல், தமிழ்நாட்டின் பசுமைக் குடையை 10% அதிகரித்தல் என பல்வேறு செயல்பாடுகளில் இறங்கி அதில் வெற்றியும் கண்டுவருகிறது ஈஷா பசுமைக்கரங்கள் திட்டம். தமிழகத்தின் பசுமைப் பரப்பை அதிகரிக்க 12.5 கோடி மரங்களை தமிழ்நாட்டில் நட்டு வளர்ப்பது என ஒரு மகத்தான நோக்கத்திற்காக தம்மை அர்ப்பணித்திருக்கிறது.

நீரானது ஹைட்ரஜன் மற்றும் (H2O) மூலக்கூற்றினால் உருவானது. பூமியில் நீரானது 71 சதவிகிதமாகவும், 28 சதவீகிதம் நிலத்தாலும் உருவாகியுள்ளது. நீரின் சதவிகிதம் தான் அதிகமாக உள்ளது. சமுத்திரங்கள், கடல்கள், ஏரிகள், ஆறுகள், குளங்கள், நீரூற்றுக்கள், தரைக்கீழ் நீர், பனிக்கட்டி, வளிமண்டலம் போன்றவைகளில் தான் பெரும்பாலும் நீர் தேக்கம் செய்யப்படுகிறது.

நீரின் முக்கியத்துவம்:

திருவள்ளுவர் நீர் இல்லையென்றால் இந்த உலகமே இல்லை என்கிறார். நீரின் முக்கியத்துவம் அந்த அளவிற்கு அமைந்துள்ளது. நீரானது உடல் சூட்டை தனிப்பதற்கும், உடலில் உள்ள அனைத்து உறுப்புகளுக்கும் ஊட்டச்சத்துக்களை கொண்டுபோய் சேர்க்கவும் பயன்படுகிறது.

Tamil Nadu’s grazing ban threatens rights, livelihoods of forest dwellers

Residents of Bargur Hills in Tamil Nadu’s Erode district continue to have their livelihoods at risk after the declaration of the Thanthai Periyar Wildlife Sanctuary and the 2022 Madras High Court’s (HC) ban on cattle grazing in the forest areas.

Desan, 61, belongs to the Oorali tribe and says that he has had to sell eight of his Bargur breed cows to meet his emergency needs. “If they do not allow my cattle to graze in the forests, I cannot afford to buy fodder for my cows,” he adds. “I will be forced to sell off whatever few cows I have left.”

Grazing cattle has traditionally been a major source of livelihood, particularly for forest dwelling communities. In March 2022, the Madras HC banned domesticated cattle from grazing in forest areas, in response to a July 2020 public interest petition filed by G. Thirumurugan, a conservationist. He had only sought a ban on grazing in the Meghamalai Wildlife Division and Sanctuary, a part of the Srivilliputhur-Meghamalai Tiger Reserve, alleging the risk of transmission of diseases from domesticated cattle to wildlife, and destruction of grasslands. However, the court later extended the ban to the entire 22,877 square kilometres of forest area in the state. This was done under the provisions related to restricted entry in sanctuaries under the Wildlife (Protection) Act, 1972 , and on cattle trespass under the Tamil Nadu Forest Act, 1882.

Residents demand forest rights, lifting of ban

Desan is one of the few to receive land ownership granted to traditional forest inhabitants under the Forest Rights Act 2006. In February this year, residents of Bargur Hills protested outside the Tahsildar’s office in the Anthiyur town of the Erode district, demanding recognition of their rights and re-examining of the ban.

“As tribals, we respect the forest by observing traditional practices, which are beneficial and harmless to the forest and wildlife,” says 90-year-old Arapali, from the Doli forest village in Bargur Hills. He, too, was part of the protest.

“Our cattle protect the forests from fires, as they consume the grass which, if left to grow, dries and burns when the temperature rises,” he adds. “For what they consume, they give back in the form of dung which enriches the soil and helps in vegetation.”

Rajiv Gandhi, President of the Federation of Tamil Nadu Pastoralists, says that it’s not only the lives of the marginalised cattle owners, and forest ecology that are at stake, but it’s also a way of life. “The Tamil Nadu people’s cultural ethos and a long-term sustainable rural occupational are in jeopardy, too.”

According to the Livestock Census , the number of native cattle breeds in Tamil Nadu such as Bargur, Kangayam, Pulikulam, Alambadi, Umbalacherry, and Malaimadu, which have distinctive genetics and are important drought animals for local agriculture, has decreased to a few thousand between 2013 and 2019.

The central government’s conservation efforts were prompted by a sharp decline in these breeds, while exotic breeds increased. Indigenous breeds, known for their drought potential, disease resistance and adaptability, are vital for organic farming due to their grazing in forests with mixed eating habits and dung, according to a study on Bargur cattle.

The cultural significance of these breeds was evident in the historic 2017 Jallikattu protests against the Supreme Court ban on the traditional bull-taming sport, viewed as crucial for preserving native cattle. The protests led to the ban’s reversal through a special ordinance in 2017 and the establishment of exclusive research centres for the conservation of each native breed. While breeds such as Alambadi and Malaimadu still await official recognition, in 2019, the foundation stone was laid for a research centre for the Alambadi cattle in the  Karimangalam Taluka of Dharmapuri district, as the population had reduced to a mere 5,273 in its native tract.

Ban on grazing hinders conservation efforts

Experts say that the ban on grazing has led to a hindrance in conservation efforts. For the Bargur cattle breed, the population in its native tract had dropped from 95,400 in 1977 to 46,600 in 1982, and steeply reduced to just 12,106 during the 2013 count, with fewer than 10,000 pure breedable females. The Bargur Cattle Research Station’s programmes saw a sharp rise with 42,300 during the 2019 national livestock survey-breed wise census .

Ganapathy, the research centre head, says that he advocates for the cattle owners to switch to a backyard dairy model, in order to sustain the livestock amid increased restrictions on grazing in forests. “In order to support the poor cattle owners’ transition smoothly, we are promoting new income sources through marketing of milk-based products and dung (the native cattle’s dung is a potent manure used widely in organic farming),” he adds.

According to the Alambadi Cattle Breed Research Centre in Dharmapuri district, the Alambadi breed of cows native to the Pennagaram taluka in Dharmapuri; Denkanikottai and Hosur in Krishnagiri district have their germplasm in a state of deterioration. “Earlier, farmers used to rear two pairs of breedable females, and are now held only by herd owners,” says to S Vasantha Kumar, Associate Professor and Head of the Alambadi research centre.

Asaithambi, a 51-year-old professional herd owner of Alambadi cows in Dharmapuri district says that their primary source of income depends on cattle rearing. “With restrictions tightening, we face uncertainty,” he says. “We sell a full-grown female cow for Rs 20,000 to Rs 30,000 in the cattle shandies, but with dwindling opportunities (cattle being replaced by tractors for ploughing and exotic breeds for milk), our livelihood is under threat.”

The road ahead

The notification that created the Sanctuary concedes that the rights admitted under the Tamil Nadu Forest Act 1882 – a time when forests were reserved – and those conferred under the FRA 2006 “shall remain and continue to be enjoyed by the persons concerned,” says CR Bijoy, a researcher and activist.  “Cattle grazing is one of the main community rights claims under the FRA,” he says.

Meanwhile, experts blame the tardy FRA implementation in Tamil Nadu for the situation. ““Forests in Tamil Nadu cover 26,419 square kilometre, 20.3% of the state’s total area, with protected areas comprising around 6.71%. Five National Parks and 35 sanctuaries make up around 6.71% of the state. Five Tiger Reserves have been established within these areas. The Western Ghat hills and Eastern Ghat hills have diverse vegetation, and cattle grazing has been established for centuries. Pastoral communities practice transhumance and settled grazing. According to Bijoy, only in Tamil Nadu has grazing inside the forests been banned by the courts. “This ban on grazing being near total in Tamil Nadu contradicts the FRA’s intent to empower local governance through gram sabhas of forest villages, setting a precedent that could undermine forest rights across India,” adds Bijoy.

“The court has not considered two major laws enacted in 2006 to protect forests, wildlife, and biodiversity. The Wildlife (Protection) Act (WLPA) 1972 amendment made tiger reserves a statutory category and prescribed notifications for their establishment. The core area in the critical tiger habitat was to be established without affecting the rights of Scheduled Tribes or other forest dwellers. The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006 (FRA 2006) recognised grazing and seasonal resource access of nomadic or pastoralist communities as a community right. However, only a paltry 0.14% of the recorded forest area of Tamil Nadu has been granted for individual right titles.”

Bijoy further says that according to the latest data (2024), of the 2,584 claims for community rights received in Tamil Nadu, including that for grazing, 531 titles had been issued and 1,008 claims had been rejected. “But the area recognised and entitled to the gram sabha has never been reported.”

VP Gunasekaran, President, Tamil Nadu Tribal People’s Association, says that the Forest Department neglected mandatory rights assessment formalities prior to the Thanthai Periyar Wildlife sanctuary’s notification. “The creation of sanctuaries must align with the principles of the Forest Rights Act to ensure the protection of indigenous communities’ rights.”

Gandhi says that the restrictions on grazing in forests in Tamil Nadu’s Sivagangai and Virudhunagar districts are affecting the Pulikulam native breed cattle. Pastoralism, though a traditional way of life, hasn’t been officially recognised. “However, over 50 lakh people in Tamil Nadu rely on it. The loss of grazing lands due fragmentation and shrinking of grasslands, village common property resources and restrictions on traditional forest gazing rights has forced many pastoralists to switch livelihoods, leading to decreased income for remaining cattle owners.”

‘Create buffer zones for grazing’

Venkatesh Babu, District Forest Officer, Nilgiris District (former DFO of Erode district), suggests creating buffer zones for grazing, clearing invasive species, and promoting alternative livelihoods for tribal communities. He justifies the sanctuary’s creation without forest village people’s concurrence, citing the ecological importance of species such as elephants and otters present in the Thanthai Periyar Wildlife Sanctuary. However, activists argue that the Forest Rights Act supersedes the Wildlife Protection Act, necessitating forest village gram sabha concurrence for sanctuary creation. Babu has now been transferred to Nilgiris district.

K Rajangam, District Forest Officer, Dharmapuri, alleges that grazing restrictions are due to criminal activities such as poaching, and He emphasizes regulated grazing based on terrain carrying capacity.

With the approach of forest officials and activists being drastically different, the experts have called for a nuanced approach and informed decision-making that aims for a harmonious balance between conservation and livelihoods. M Mahenderan, Senior Researcher Agasthyamalai National Conservation Centre, says that considering the proven benefits of cattle grazing for the forest ecology, especially in preventing forest fires and growth of non-beneficial weeds, a scientifically managed, regulated grazing may be permitted.

Meanwhile, tribal communities hope that the state government would address their plight.

A plant problem that is  NOT  caused by a disease or insect organism is called an "abiotic" injury.  

• Tree and shrub problems, to a large degree, are not due to diseases or insects. Professionally, the causes are often referred to as abiotic (Latin word meaning “without life”) causes. Simply, we can refer to them as stress factors .
• It may take a long time for symptoms to appear or it can appear very suddenly. But, by the time it becomes obvious that a tree or shrub is dying, it is often too late to correct the problem.
• Diagnosing abiotic plant problems can be difficult. Multiple factors may be involved, including evidence of insects or disease. 
• There could be both abiotic problems and evidence of an insect or disease issue. As stressed plants are more susceptible to disease and insect infestations.  
• Determining the difference between the “symptom” and the “sign” of a problem is the first step in making a diagnosis.
• Careful site selection, proper planting, protecting trunks and roots from mechanical damage, watering during plant establishment, and during dry weather are some ways to protect plants from stress factors.
• It is important to recognize stress symptoms early to prevent further decline.
• Trees planted in natural areas and native soil have a much longer lifespan than trees planted in a typical home or commercial landscape.

Symptoms and signs

A “symptom” is an unnatural change in a plant’s appearance or growth caused by one or more factors. Example: wilting of leaves or early fall color.

• Small leaf size
• Wilted leaves
• Early fall color
• Early leaf drop
• Very slow growth
• Poor foliage color
• Scorched or leaves that appear burnt
• Sparse growth
• Branch die-back
• Large crops of fruit or nuts
• Development of suckers or water sprouts
• Combination of any of the above
• Death of the plant

A “sign” is the actual presence of organisms such as insects, mites, or mushrooms. Examples: Insect droppings on leaves; the white coating on crepe myrtle leaves caused by the powdery mildew fungus.

• Evidence of insect's presence, like the remains of eggs or pupal cases

Stress factors

Many of these issues will not kill plants but weaken them causing poor growth and potential failure to thrive. Sometimes they also predispose them to disease and insect problems.
