In conclusion, energy conservation must be among the utmost priorities of humanity. Mahatma Gandhi was absolutely right when he said, “the earth provides enough to satisfy every man’s needs but not every man’s greed”. EU energy ministers talk geothermal in Budapest

Geothermal energy is the first item on the agenda of an informal meeting of EU energy ministers on Monday and Tuesday (16-17 July) in Budapest, where they will discuss how to overcome barriers to the deployment of this under-exploited energy source.

Interest in geothermal is not confined to the Energy Council. In January 2024, the European Parliament adopted a resolution , calling on the European Commission to devise a ‘Geothermal Strategy’ to boost the exploitation of the resource.

Speaking to Euractiv, Sanjeev Kumar, head of policy at the European Geothermal Energy Council (EGEC), welcomed the Budapest discussion, noting that “for the very first time, the European Council is looking at geothermal energy. It’s never happened before.”

The term ‘geothermal’ covers several types of installations.

‘Shallow’ geothermal harnesses low heat close to the surface and couples this with a heat pump to warm individual buildings.

Conversely ‘deep’ geothermal requires drilling several kilometres into the ground, but harnesses temperatures high enough to warm entire districts or generate electricity.

The attention of EU leaders may be warranted – in spite of its promise, geothermal energy does not enjoy the same visibility and interest as other renewable energy sources

Geothermal energy represented just 0.5% of the global renewable electricity market in 2022 and produced 0.2% of the electricity in the EU.

The technology has struggled in particular with inherent deployment risks, which can make it challenging to secure financing.

A technology with many advantages

In the background document for energy ministers, geothermal energy is described as “a locally available source of renewable energy that can provide, in a cost-effective way, dispatchable electricity, heat or a combination of both”.

As Europe seeks to increase its energy security of supply and reduce fossil fuel dependency, the technology offers the possibility of both stable energy and prices, which provide greater autonomy and security for Europe.

“The good thing is that as energy prices rise, geothermal prices pretty much stay stable because we don’t have a fuel source,” explained Kumar.

Local authorities are increasingly turning to geothermal energy as fuel-based heating is becoming more expensive. On top of the gas price increases in 2022, authorities must increasingly contend with carbon-related levies on fuels, or bans due to negative impacts on air quality.

Shallow geothermal has the added advantages of being a very widely available heating source and secure as it is independent. For example, the new NATO headquarters in Brussels and the Elysée Palace in Paris are powered by geothermal energy.

The limits to its deployment

“Geothermal energy has never really been attractive because nobody really understands it,” Kumar noted.

Two key risks are holding back the widespread use of this technology in Europe.

The first is a financial risk: Investors cannot be sure what geothermal resource they will find before they start drilling at any given site, because of the limited visibility of subsoil potential and a lack of local geological data.

Drilling is costly, so if there is too little heat, or if the heat is difficult to extract, investors can end up out of pocket.

Secondly, geothermal energy can entail risks for the surrounding environment, such as the triggering of seismic activity , possible contamination of groundwater, and the over-exploitation of thermal water resources, according to environmental studies .

Strategies for developing geothermal energy

The 27 energy ministers will discuss how to encourage geothermal investments, raise public awareness and develop cooperation between European countries.

The document shared ahead of the meeting sets out a range of possible solutions to encourage geothermal’s deployment, such as “subsidies, loans convertible into subsidies, state-backed guarantees, exploration insurance and hedging mechanisms”.

In addition, the online publication of geoscientific data, information and maps can reduce risks by making it easier to assess geothermic potential and underground geological risks.

Finally, standard definitions and criteria for environmental impact assessment will be developed to provide clarity to project developers and permitting agencies.

National roadmaps for the deployment of geothermal energy have been put in place in Germany, Poland, Austria, Ireland, Croatia, France (which wants to be the leader in this field ), and Hungary.

Hungary already boasts the EU’s largest geothermal heating system in the southern town of Szeged, a project that supplies energy to 28,000 households and over 400 public buildings.

Budapest, which hold the rotating EU Council presidency until January, wants the Energy Council to adopt a geothermal energy strategy under its presidency and a Council working group will begin drafting text in September.

Industrial Policy in the Global Semiconductor Sector

The resurgence of subsidies and industrial policies has raised concerns about their potential inefficiency and alignment with multilateral principles. Critics warn that such policies may divert resources to less efficient firms and provoke retaliatory measures from other countries, leading to a wasteful "subsidy race." However, subsidies for sectors with inherent cross-border externalities can have positive global effects. This paper examines these issues within the semiconductor industry: a key driver of economic growth and innovation with potentially significant learning-by-doing and strategic importance due to its dual-use applications. Our study aims to: (1) document and quantify recent industrial policies in the global semiconductor sector, (2) explore the rationale behind these policies, and (3) evaluate their economic impacts, particularly their cross-border effects, and compatibility with multilateral principles. We employ historical analysis, natural language processing, and a model-based approach to measure government support and its impacts. Our findings indicate that government support has been vital for the industry's growth, with subsidies being the primary form of support. They also highlight the importance of cross-border technology transfers through FDI, business and research collaborations, and technology licensing. China, despite significant subsidies, does not stand out as an outlier compared to other countries, given its market size.

Preliminary model estimates indicate that while learning-by-doing exists, it is smaller than commonly believed, with significant international spillovers. These spillovers likely reflect cross-country technology transfers and the role of fabless clients in disseminating knowledge globally through their interactions with foundries. Such cross-border spillovers are not merely accidental but result from deliberate actions by market participants that cannot be taken for granted. Firms may choose to share knowledge across borders or restrict access to frontier technology, thereby excluding certain countries. Future research will use model estimates to simulate the quantitative implications of subsidies and to explore the dynamics of a ``subsidy race'' in the semiconductor industry.

Gov. Greg Abbott on Sunday slammed utility CenterPoint Energy, which has yet to restore power to hundreds of thousands of customers in the Houston area, and ordered the company to take steps to improve power reliability.

In his first public appearance since returning from a pre-planned economic development trip to Asia, the governor asked CenterPoint to send his office a detailed plan by the end of the month outlining how it will prepare differently for future hurricanes this season. Abbott said the plan must include better preparation for linemen, increasing the number of workers to restore power and trimming trees that could fall on power lines.

If CenterPoint fails to comply with his request, the governor said he will issue an executive order imposing his own requirements on the company. And he said that if the utility is unable to “fix its ongoing problems,” the state would have to reconsider the breadth of the territory it serves. CenterPoint maintains the wires, poles and electric infrastructure serving more than 2.6 million customers in Texas across the greater Houston area and some coastal communities like Galveston.

“Maybe they have too large of an area for them to be able to manage adequately,” Abbott said. “It’s time to reevaluate whether or not CenterPoint should have such a large territory.”

The governor on Sunday also sent a letter to Thomas Gleeson, chair of the Public Utility Commission of Texas, ordering him to launch an investigation into CenterPoint and deliver a report on its findings by Dec. 1. He said allegations that CenterPoint was “penny-pinching and cutting corners” must be investigated. “Was CenterPoint protecting Texans, or was it protecting its own pocketbook?” Abbott said at the press conference.

Lt. Gov. Dan Patrick , who leads the Texas Senate, said the chamber will also hold hearings beginning in August to ask CenterPoint questions about its business. Following the press conference, Patrick shared on social media ten questions he plans to ask company officials, including: “Are Houston and surrounding areas still IMPORTANT to CenterPoint? Are their customers their number one priority in their mission statement and future planning?”

“These are fair and legitimate questions,” Patrick said.

The company has faced mounting criticism since Hurricane Beryl hit the Gulf Coast and knocked out power for nearly 3 million Texans. Both the public and elected officials say CenterPoint has failed to communicate clearly with customers and restore power efficiently. For days after the storm left Texas, the company did not offer a clear timeline for when power would be restored. Houstonians say a map showing when they will get power back is unreliable and riddled with errors.

“The communications component of CenterPoint is unacceptable,” Abbott told reporters. “Corrections are coming, whether they like it or not.”

In a Sunday evening statement, the company acknowledged customer complaints and said it expected 90% of all impacted customers to have power restored on Monday.

"We have heard and understand our customers’ frustrations, and we are committed to working together with the State, local government, regulators, and community leaders both to help the Greater Houston area recover from Hurricane Beryl and to improve for the future," the statement said. "We are committed to doing a thorough review of our response to support our customers and our communities, especially when they need us most. We know they are counting on us, and we are committed to being there for them."

Customer frustration towards CenterPoint mounted over the weekend, with some people turning violent against CenterPoint workers. Abbott sharply rebuked that behavior and said the state would not tolerate it. Patrick said the Texas Legislature would consider laws that increase the penalty for crimes against people working to restore power.

“Who is going to come to Texas and help Houstonians if Houstonians are shooting at them?” Patrick said. “That must stop.”

The Sunday press conference came one day after former President Donald Trump survived gunshots that the FBI is investigating as an assassination attempt. Abbott condemned that act of violence and praised the former president, calling him “the mightiest warrior that we have in the United States of America.”

“This unfortunately is not an isolated incident,” Abbott said, noting that a Harris County sheriff’s deputy was shot and killed earlier this week. “That is completely unacceptable. The attack on public officials is an outrage.”

Sunday’s briefing was held inside Gallery Furniture, which store owner Jim “Mattress Mack” McIngvale opened as a shelter Monday for people who needed food, water or a place to charge their cellphones.

The press conference marked Abbott’s first public briefing since the storm made landfall in Matagorda County on Monday. The governor spent the past week visiting politicians and business leaders in South Korea, Taiwan and Japan. Patrick acted as governor while Abbott was abroad, requesting a disaster declaration from President Joe Biden and holding briefings throughout southeast Texas in the aftermath of the storm.

Abbott emphasized that lawmakers will work together to craft laws during the next legislative session to improve power reliability but that action must be taken now since more hurricanes could be looming. Hurricane season runs from June 1 to Nov. 30 and federal forecasters predict the highest number of storms ever for the 2024 season.

Abbott asked that CenterPoint remove vegetation around power lines no later than Aug. 31. CenterPoint officials said during a meeting before the PUC this week that damaged trees were a leading cause of infrastructure damage and outages after Beryl.

Abbott also cited reports that CenterPoint may have been “caught off guard” by Beryl’s magnitude and the level of devastation it caused in Houston. The storm was originally forecast to have the greatest impact in South Texas but it turned northeastward and ended up hitting areas further north.

By the end of the month, the company must specify how they will pre-stage sufficient workers to immediately respond to future power outages, Abbott said.

In its Sunday statement, CenterPoint said it had been tracking Beryl and preparing for its impact starting nine days before the storm landed in Texas.

CenterPoint secured and readied 3,000 crew members and coordinated with other utilities to make sure resources would be available to the region, according to the company press release.

Patrick said CenterPoint may have a “flawed business model” if it requires multiple days to train workers and a day to conduct assessments before getting power back to most customers.

The Key to Longevity Is Boring

The other day, someone at my gym approached me and lamented that he could spend nearly every waking hour of his life executing the countless viral health and longevity recommendations popularized by internet influencers and podcast hosts, and he’d still feel that he is falling behind.

He was alluding to a complicated and often contradictory menu of “biohacks” (shortcuts for improving our biology, all of which lack scientific rigor) and “protocols” (highly specific regimens for exercise, sleep and nutrition). In this era’s search for eternal youth, there are supplements, green powders , cold plunges , the supposed benefits of low-angle morning sunlight , continuous glucose monitors for non-diabetics, box breathing , the proposed benefits of rapamycin (a drug originally used in organ transplants being adapted for longevity), and countless restrictive diets that range from avoiding seed oils to becoming aware of the “hidden dangers” in fruits and vegetables to shunning nearly everything but meat .

While obsessions with health and longevity have long dogged humanity, this latest version is intensified by an ecosystem in which influencers and podcasters profit from our attention and quest for health by getting sponsorships from supplement companies, sleep trackers and other pseudoscientific wellness products. In 2016 the global supplement market amounted to $135 billion. Today it’s ballooned to $250 billion. That figure is projected to hit nearly $310 billion within the next four years.

Some of these interventions have limited uses, while others range from the absurd to the truly harmful. It’s a shame that people are spending their money and energy on such things — even more so because the key to a longer, healthier life is no mystery.

Research has long shown that health and longevity come down to five fundamental lifestyle behaviors: exercising regularly, eating a nutritious diet, eschewing cigarettes, limiting alcohol consumption and nurturing meaningful relationships.

This stuff is simple, somewhat boring and harder to make money off than trendy supplements, complex-sounding theories and new gadgets — but it’s what actually works.

Project Beyond: An Escape Room Game in Virtual Reality to Teach Building Energy Simulations

In recent years, Virtual Reality (VR) has found its way into different fields besides pure entertainment. One of the topics that can benefit from the immersive experience of VR is education. Furthermore, using game-based approaches in education can increase user motivation and engagement. Accordingly, in this paper, we designed and developed an immersive escape room game in VR to teach building energy simulation topics. In the game, players must solve puzzles like, for instance, assembling walls using different materials. We use a player guidance system that combines educational content, puzzles, and different types of hints to educate the players about parameters that influence energy efficiency, structural resistance, and costs. To improve user onboarding, we implemented a tutorial level to teach players general interactions and locomotion. To assess the user experience, we evaluate both the tutorial and the game with an expert study with gaming and VR experts (n=11). The participants were asked to play both the tutorial level and the escape room level and complete two sets of post-questionnaires, one after the tutorial and one after the puzzle level. The one after the tutorial level consisted of NASA-TLX and SUS questionnaires, while after the escape room level we asked users to complete the NASA-TLX, UESSF, and PXI questionnaires. The results indicate that the onboarding level successfully provided good usability while maintaining a low task load. On the other hand, the escape room level can provide an engaging, visually appealing, and usable learning environment by arousing players' curiosity through the gameplay. This environment can be extended in future development stages with different educational contents from various fields.
