Should students be required to wear a uniform to school? That is the question that has been raised for discussion here today.

Private schools have long been known for having school uniform policies. Now some public schools such as ours are deciding whether or not they want their students to wear a school uniform.

Some people argue that requiring students to dress a certain way takes away their sense of creativity and individuality. However, there are several strong arguments in favor of schools requiring school uniforms.

Persuasive Speech Supporting School Uniforms

Wearing a school uniform can encourage some students to take their responsibilities more seriously.

If they wear the same clothes to school that they wear when they go to the mall with their friends, they may have the same laid back attitude in both places.

Wearing "work clothes" to school can change the students' frame of mind and inspire a more serious attitude that is focused on study.

School uniforms can also lessen the negative effects of class status. In some schools you are only popular if you wear the latest fashions and trends.

Students are sometimes left out or even teased if they are unable or unwilling to pay to dress the way the popular students are dressing. Requiring students to wear a school uniform levels the playing field, by reducing the implied class status that is created when only certain students can buy the most expensive clothes.

Not only is teasing decreased, but violence can also be prevented at schools that have a required uniform.

Gang violence is becoming more prevalent at schools around the country. Sometimes fights can start over someone wearing the "wrong color" or gang symbol. There have even been instances of gang members sneaking into schools to recruit or harass students.

Required school uniforms can reduce fighting among students and prevent outsiders from being able to get into the school undetected.

Some opponents of school uniforms worry about the cost, but uniforms can actually cost less than other school clothes.

With regular clothes you usually buy a different outfit for each day of the week. You may even buy more than that. With a school uniform you can just purchase a few items, as you don't have to worry about wearing something different each day. You can also pass school uniforms down to family members, or find them on sale from other families.

There is a lot of controversy over whether or not school uniforms should be required. However, when you look at the facts you will see that there are many benefits to students all wearing the same thing to school.

Students may take school more seriously, teasing and violence can be decreased, and you may even save some money.

1. preparing to read.

  • Give students a minute to preview the text features­—the headlines, illustrations or photos, any charts or graphs, etc. Ask students what they think the article is going to be about.
  • Project the  Vocabulary Definitions.
  • Follow up with the Vocabulary Activity to practice using the words that are highlighted in bold in the debate.

2. READING AND TEXT MARKING

  • Read both texts once through as a class.
  • Ask: “No matter what you personally think about the issue, which author do you think makes the better argument?” Take a poll and tally the results on the board.
  • Project the first text. For this text only, have students complete the Scavenger Hunt box at the end of the article, modeling text marking on your whiteboard while students mark their magazines. Or print and distribute the  Scavenger Hunt graphic organizer  to help students develop their arguments. Note that a lower-level version of the graphic organizer that does not include counterargument is available.
  • Have students complete the Scavenger Hunt box in the magazine and/or the  Scavenger Hunt graphic organizer  for the second text in small groups.

As a class, discuss the question at the end of the Scavenger Hunt: Who makes the stronger argument? Then ask:         1. What do the authors agree about? What do they disagree about?         2. How do the images support each author’s argument?         3. What is each author’s tone? Explain your answer.

  • Divide students into groups according to which author they think makes the best argument. Have the groups stand on opposite sides of the room.
  • Students should then debate: One student offers a reason (support) for his or her opinion; a student from the other group responds.
  • Students should quietly switch sides if at any point during the debate they change their position on the issue; be sure to ask any student who does this why he or she did so. Encourage students to use evidence to support their opinions.
  • At the end of the debate, compare the number of students who support each author with the number who supported each author before the debate.
  • Have students complete the  Write an Argument Essay activity sheet  and write their essays. 
  • Students should revise their essays using the  Argument-Essay Checklist .

Should Students Have to Wear School Uniforms?

  • History of School Uniforms

Traditionally favored by private and parochial institutions , school uniforms are being adopted by US public schools in increasing numbers. According to a 2020 report, the percentage of public schools that required school uniforms jumped from 12% in the 1999-2000 school year to 20% in the 2017-18 school year. School uniforms were most frequently required by elementary schools (23%), followed by middle (18%), and high schools (10%).

The first recorded use of standardized dress in education may have been in England in 1222, when the Archbishop of Canterbury mandated that students wear a robe-like outfit called the “ cappa clausa .” The origin of the modern school uniform can be traced to 16th Century England, when the impoverished “charity children” attending the Christ’s Hospital boarding school wore blue cloaks reminiscent of the cassocks worn by clergy, along with yellow stockings. As of Sep. 2014, students at Christ’s Hospital were still wearing the same uniform, and according to the school it is the oldest school uniform still in use. Pro & Con Arguments

Pro 1 School uniforms deter crime and increase student safety. In Long Beach, California, after two years of a district-wide K-8 mandatory uniform policy, reports of assault and battery in the district’s schools decreased by 34%, assault with a deadly weapon dropped by 50%, fighting incidents went down by 51%, sex offenses were cut by 74%, robbery dropped by 65%, possession of weapons (or weapon “look-alikes”) decreased by 52%, possession of drugs went down by 69%, and vandalism was lowered by 18%. [ 64 ] One year after Sparks Middle School in Nevada instituted a uniform policy, school police data showed a 63% drop in police log reports, and decreases were also noted in gang activity, student fights, graffiti, property damage, and battery. A peer-reviewed study found that schools with uniform policies had 12% fewer firearm-related incidents and 15% fewer drug-related incidents than schools without uniforms. [ 25 ] [ 69 ] School uniforms also prevent students from concealing weapons under baggy clothing, make it easier to keep track of students on field trips, and make intruders on campus more visible. Frank Quatrone, superintendent in the Lodi school district of New Jersey, states, “When you have students dressed alike, you make them safer. If someone were to come into a building, the intruder could easily be recognized.” [ 6 ] [ 38 ] Further, school uniforms create a level playing field among students, reducing peer pressure and bullying. When all students are dressed alike, competition between students over clothing choices and the teasing of those who are dressed in less expensive or less fashionable outfits can be eliminated. Research by the Schoolwear Association found that 83% of teachers thought “a good school uniform… could prevent bullying based on appearance or economic background.” Arminta Jacobson, Founder and Director of the Center for Parent Education at the University of North Texas, states that uniforms put “all kids on the same playing field in terms of their appearance. I think it probably gives them a sense of belonging and a feeling of being socially accepted.” [ 5 ] [ 91 ] And, school uniforms prevent the display of gang colors and insignia, reducing gang activity and pressure to join on school property. The U.S. Department of Education’s Manual on School Uniforms stated that uniform policies can “prevent gang members from wearing gang colors and insignia at school” in order to “encourage a safe environment.” Educators in the Long Beach Unified School District have speculated that the sharp reduction in crime following the introduction of school uniforms was a result of gang conflicts being curbed. Osceola County, Florida School Board member Jay Wheeler reports that the county’s schools had a 46% drop in gang activity after their first full school year with a mandatory K-12 uniform policy. Wheeler explains that “clothing is integral to gang culture… Imagine a U.S. Armed Forces recruiter out of uniform trying to recruit new soldiers; the success rate goes down. Pro 2 School uniforms keep students focused on their education, not their clothes. The National Association of Secondary School Principals states, “When all students are wearing the same outfit, they are less concerned about how they look and how they fit in with their peers; thus, they can concentrate on their schoolwork.” And a study by the University of Houston found that elementary school girls’ language test scores increased by about three percentile points after uniforms were introduced. [ 1 ] [ 15 ] Former U.S. Secretary of State Hillary Clinton advocates school uniforms as a way to help students focus on learning: “Take that [clothing choices] off the table and put the focus on school, not on what you’re wearing.” Chris Hammons, Principal of Woodland Middle School in Coeur d’Alene, Idaho, explains that uniforms “provide for less distraction, less drama, and more of a focus on learning.” [ 30 ] [ 70 ] Wearing uniforms also enhances school pride, unity, and community spirit, which can boost interest in education. A study of over 1,000 Texas middle school students found that students in uniform “reported significantly more positive perceptions of belonging in their school community than reported by students in the standard dress group.” Christopher P. Clouet, former Superintendent of the New London Public Schools in Connecticut, stated that “the wearing of uniforms contributes to school pride.” Arnold Goldstein, PhD, head of the Center for Research on Aggression at Syracuse University, points out that uniforms help troubled students feel they have the support of a community: “There is a sense of belonging.” Further, “teachers perceived an increase in the level of respect, caring, and trust… throughout the school” and “students are made to feel ‘important’ and as if they are a part of a team by wearing a uniform,” according to a peer-reviewed study. [ 3 ] [ 20 ] [ 31 ] [ 33 ] Plus, school uniforms can improve attendance and discipline. A study by researchers at the University of Houston found that the average absence rate for girls in middle and high school decreased by 7% after the introduction of uniforms, and behavioral problems lessened in severity. School uniforms make getting ready for school easier, which can improve punctuality. When uniforms are mandatory, parents and students do not spend time choosing appropriate outfits for the school day. According to a national survey, over 90% of US school leaders believe school uniform or formal dress code policies “eliminate wardrobe battles with kids,” make it “easier to get kids ready in the morning,” and create a “time saving in the morning.” Tracey Marinelli, Superintendent of the Lyndhurst School District in New Jersey, credits the district’s uniform policy for reducing the number of students running late. Lyndhurst student Mike Morreale agrees, stating that “it’s so much easier to dress than having to search for clothes and find out that something doesn’t match.” A Youngstown State University study of secondary schools in Ohio’s eight largest school districts found that school uniform policies improve rates of attendance, graduation, and suspension. [ 1 ] [ 6 ] [ 7 ] [ 27 ] [ 32 ] During the first semester of a mandatory uniform program at John Adams Middle School in Albuquerque, NM, discipline referrals dropped from 1,565 during the first semester of the year prior to 405, a 74% decrease. Macquarie University (Australia) researchers found that in schools across the world where uniform policies are enforced, students “are more disciplined” and “listen significantly better, there are lower noise levels, and lower teaching waiting times with classes starting on time.” [ 68 ] [ 89 ] Wasted time in classrooms is reduced because uniform policies save valuable class time because they are easier to enforce than a standard dress code. Doris Jo Murphy, former Director of Field Experiences at the University of North Texas College of Education, states, “As an elementary assistant principal in two suburban districts, I can tell you that the dress code took up a great deal of my time in the area of discipline… I wished many times that we had uniforms because the issue of skirts or shorts being too short, and baggy jeans and pants on the boys not being pulled up as they needed to be, would have been a non-issue.” Lyndhurst, NJ school district superintendent Tracey Marinelli had a similar experience before a uniform policy was introduced: “Kids were spending time in the office because they were not fulfilling the dress code… That was time away from class.” [ 5 ] [ 6 ] Read More
Pro 3 Students’ legal right to free expression remains intact with mandatory school uniforms. The 1969 U.S. Supreme Court case Tinker v. Des Moines Independent Community School District, which concerned the wearing of black armbands to protest the Vietnam War, confirmed that students’ constitutional right to free speech “does not relate to regulation of the length of skirts or the type of clothing.” Wearing one’s own choice of shirt or pants is not the “pure speech” protected by the Constitution. [ 18 ] [ 28 ] In Canady v. Bossier Parish School Board (3-0, 2001), the US Fifth Circuit Court of Appeals upheld a school board’s right to implement a mandatory uniform policy, stating that requiring uniforms for the purpose of increasing test scores and improving discipline “is in no way related to the suppression of student speech. [Students] remain free to wear what they want after school hours. Students may still express their views through other mediums during the school day.” [ 18 ] [ 29 ] Besides, students can still express their individuality in school uniforms by introducing variations and adding accessories. Junior high school student Amelia Jimenez wrote in her op-ed for the Pennsylvania Patriot-News that “contrary to popular belief, uniforms do not stop students from being themselves. Uniforms do not silence voices. Students can wear a variety of expressive items, such as buttons or jewlery.” Students can inject their personal style into their daily look with hairstyles, nail polish, and colorful accessories such as bags, scarfs, and fun socks. 54% of eighth-graders said they could still express their individuality while wearing school uniforms. [ 61 ] [ 62 ] [ 65 ] Further, students dressed in uniform are better perceived by teachers and peers. A 1994 peer-reviewed study found that students in uniform were perceived by teachers and fellow students as being more academically proficient than students in regular clothes. The study also found that students in uniform were perceived by peers and teachers as having higher academic potential, and perceived by peers as being better behaved. Con 1 School uniforms do not stop bullying and can actually increase violent attacks. “Overall, there is no evidence in bullying literature that supports a reduction in violence due to school uniforms, explains Tony Volk, Associate Professor at Brock University. The oft-quoted improvements to school safety and student behavior in the Long Beach (CA) Unified School District from 1993-1995 may not have resulted from the introduction of school uniforms. The study in which the findings were published cautioned that “it is not clear that these results are entirely attributable to the uniform policy” and suggests that the introduction of new school security measures made at the same time may have been partly responsible. [ 64 ] [ 85 ] Further, a peer-reviewed study found that “school uniforms increased the average number of assaults by about 14 [per year] in the most violent schools.” A Texas Southern University study found that school discipline incidents rose by about 12% after the introduction of uniforms. And, according to the Miami-Dade County Public Schools Office of Education Evaluation and Management, fights in middle schools nearly doubled within one year of introducing mandatory uniforms. [ 14 ] [ 26 ] [ 72 ] [ 73 ] Discipline problems increase in part because school uniforms emphasize the socio-economic divisions they are supposed to eliminate. Most public schools with uniform policies are in low-income neighborhoods (47% of high-poverty public schools required school uniforms vs. 6% of low poverty schools), emphasizing the class distinctions that uniforms were supposed to eliminate. Even within one school, uniforms cannot conceal the differences between the “haves” and the “have-nots.” David L. Brunsma explains that “more affluent families buy more uniforms per child. The less affluent… they have one… It’s more likely to be tattered, torn and faded. It only takes two months [after a uniform policy is implemented] for socioeconomic differences to show up again.” [ 9 ] [ 23 ] Read More
Con 2 School uniforms do not improve attendance, academic preparedness, or exam results. A study that analyzed a national sample of 10th graders found “no effects of uniforms on absenteeism, behavioral problems (fights, suspensions, etc.), or substance use on campus” and “no effects” on “pro-school attitudes, academic preparedness, and peer attitudes toward school.” [14][66] Brunsma also found a “negative effect of uniforms on academic achievement,” and later found that uniforms were equally ineffective on elementary students and eighth graders. A peer-reviewed study found “no significant effects of school uniforms on performance on second grade reading and mathematics examinations, as well as on 10th-grade reading, mathematics, science, and history examinations… [I]n many of the specifications, the results are actually negative.” [ 2 ] [ 14 ] The problems arise because focusing on uniforms takes attention away from finding genuine solutions to problems in education. Spending time and effort implementing uniform policies detracts from more effective efforts to reduce crime in schools and boost student performance. More substantive improvements to public education could be achieved with smaller class sizes, tightened security, increased parental involvement, improved facilities, and other measures. Tom Houlihan, former Superintendent of Schools in Oxford, North Carolina, stated that school uniforms “are a distraction from focusing on systematic and fundamental transformation to improve our schools.” [ 12 ] [ 14 ] [ 42 ] That uniform policies are a distraction is most evident when we realize that the push for school uniforms is driven by commercial interests rather than educational ones. Americans spend around $1 billion on school uniforms every year. Retailer J.C. Penney Co. says school uniforms are “a huge, important business for us.” In one year alone, uniform company Lands’ End spent $3 million on marketing efforts directed at public schools and districts. Multiple studies used to promote the effectiveness of uniforms were partly funded by Lands’ End, and at least one of those studies is “so wholly flawed as to render itself useless,” according to David L. Brunsma. Reuters reported that retailers were “sensing their opportunity… stepping up competition in the uniform aisles and online. Walmart has set up ‘uniform shops’ or temporary boutiques within some stores.” [ 14 ] [ 32 ] [ 43 ] [ 44 ] [ 74 ] The commercialization of school uniforms in public schools also undermines the promise of a free education by imposing an extra expense on families. Parents already pay taxes, and they still need to buy regular clothes for their children to wear when they’re out of school and for dress-down days. The Children’s Commission on Poverty (UK) found that over “95% of parents on low incomes reported difficulties in meeting school-related costs,” including uniforms, despite their children attending tuition-free schools. Anderson, Indiana, parents Laura and Scott Bell argued against their children’s school uniform policy, saying the $641 for their children’s uniforms broke the guarantee of a free public education. In York County, Pennsylvania, a local NBC affiliate reported that some children were missing class because their families couldn’t afford to purchase the required uniforms. The U.S. Supreme Court stated in Tinker v. Students at Friendly High School in Prince George’s County, MD, were not allowed to wear pink shirts to support Breast Cancer Awareness Month and 75 students received suspensions for breaking the school’s uniform restrictions. Removing these choices can delay the transition into adulthood. Adults make their own clothing choices and have the freedom to express themselves through their appearance. Denying children and teenagers the opportunity to make those choices may make them ill-prepared for the adult world. Adolescents see clothing choices as a means of identification, and seeking an identity is one of the critical stages of adolescence, according to the late developmental psychologist Erik Erikson. [ 11 ] [ 75 ] [ 76 ] [ 79 ] [ 80 ] When students have to wear the same outfits, rather than being allowed to select clothes that suit their body types, they can suffer embarrassment at school. Child and teen development specialist Robyn Silverman says that students, especially girls, tend to compare how each other looks in their uniforms: “As a body image expert, I hear from students all the time that they feel it allows for a lot of comparison… So if you have a body that’s a plus-size body, a curvier body, a very tall body, a very short body, those girls often feel that they don’t look their best.” A study by researchers at Arizona State University found that “students from schools without uniforms reported higher self-perception scores than students from schools with uniform policies.” Some students also find uniforms less comfortable than their regular clothes, which may not be conducive to learning. [ 21 ] [ 24 ] [ 75 ] Further, school uniforms promote conformity over individuality. Chicago, Illinois, junior high school student Kyler Sumter says: “They decide to teach us about people like Rosa Parks, Susan B. Anthony and Booker T. Washington… We learn about how these people expressed themselves and conquered and we can’t even express ourselves in the hallways.” Troy Shuman, a senior in Harford County, Maryland, said the introduction of a mandatory uniform policy to his school would be “teaching conformity and squelching individual thought. Just think of prisons and gangs. The ultimate socializer to crush rebellion is conformity in appearance. If a school system starts at clothes, where does it end?” [ 9 ] [ 60 ] In schools where uniforms are specifically gendered (girls must wear skirts and boys must wear pants), transgender, gender-fluid, and gender-nonconforming students can feel ostracized. Seamus, a 16-year-old transgender boy, stated, “sitting in a blouse and skirt all day made me feel insanely anxious. I wasn’t taken seriously. This is atrocious and damaging to a young person’s mental health; that uniform nearly destroyed me.” Late satirist George Carlin asked, “Don’t these schools do enough damage, making all these children think alike? Now they’re gonna get them to look alike, too?” [ 40 ] [ 86 ] Beyond student preference, parents should be free to choose their children’s clothes without government interference. One of the founders of the Wilson County (Louisiana) Parents Coalition, Richard Dashkovitz, states: “It’s time we let the government know that we are fed up with this. Should students wear school uniforms? This is a topic with a lot of controversy around it. Some people think it should be compulsory to wear a uniform, and others think they should not be required. Your persuasive essay should take a strong stand on the issue, but don’t fail to consider the arguments against your point of view as well as the benefits of your own beliefs.

Your introduction should consist, most importantly, of your thesis or focus statement, in which you answer the question, “Why should we wear (or not wear) school uniforms?” When considering the pros and cons, make up your mind first which stance you’d like to argue for, and then reflect on how best to make your point.

Introduction examples

Pro: School uniforms ensure that all students have the same access to well-fitting, modest clothing during classes, and also erase the differences between richer and poorer students, putting them all on a more equal footing.

Con: School uniforms are restrictive of personal expression, uncomfortable, and needlessly force children into gender roles due to making girls wear skirts and boys wear trousers, and so they should not be required.

The body of your essay should then expand upon the thesis, outlining and backing up each of your points. If you have statistics to back up your arguments, here’s where to use them. You can also use anecdotes, common sense appeals, or appeals to emotion.

Body paragraphs examples

Pro: School uniforms should be compulsory. They reduce time spent shopping, as well as money spent buying clothes, and eliminate bullying based on dress and appearance. In addition, they keep students safer by making sure they are obviously dressed as students.

Con: There are many reasons against wearing school uniforms. No one, first of all, likes to be forced into a particular mould. The subject of whether school uniforms actually prevent bullying is still up for debate. Pro: To have more peaceful, safer schools, as well as cheaper shopping bills, uniforms are the way to go. It’s the better option for students, and it’s better for parents as well, so recommend to your school board that uniforms should be instituted right away.

Con: The jury’s still out on whether school uniforms do make a difference. In the meantime, why curb kids’ personal expression? Let them dress the way they want, within reason. It doesn’t cause them any harm.

Uniforms make for one less distraction during school. By wearing what they like, children can become more focused on their school status rather than their studies. Fashion trends and owning the latest styles become the priority, and it could lead to a downturn in that child’s progress at school.

11. Focus on character

Without a uniform, what they wear can end up defining your child rather than the content of their character. Children should be prioritising the development of their personality, having the confidence to be who they are and not be defined by material things like the clothes they wear.

With a school uniform, your child can express themselves in more meaningful ways, which helps to develop their creativity.

12. Easier economics for parents

Children can be demanding when they notice their friends have something they don’t. Without a uniform, the potential for this to happen with clothing increases. Children may put their parents under pressure to buy them a new wardrobe every season or capitalise on every new trend that sweeps through the school.

With school uniforms, economics is made easier for parents. You know exactly what to buy and when to buy it, and often uniform can be used for more than one school year. School uniforms are robust and designed for longevity. They’ll last much longer than your child’s other clothing, helping you save money by not having to replace them as often.

13. Enjoy weekend style

We should still make some attempt to allow children to express themselves with their clothing. It feels good to wear something we like, helping to build confidence in who we are. After wearing their uniform five days a week, children can develop a greater sense of appreciation for their other clothes that they can wear on weekends and evenings.

‘Good morning, respected teachers and dear friends. Today, I address you on an essential topic—the Uniform Civil Code (UCC). The UCC aims to create a common law for all Indians, unifying the diverse personal laws followed by different religions and communities. Article 44 of our Constitution states, “The State shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.”

The UCC’s purpose is clear: to unite all Indians under one law. This need was highlighted in the 1985 Shah Bano case, where the Supreme Court ruled in favour of maintenance for a divorced Muslim woman, exposing the discrimination women face under religious laws.

The primary aim of the UCC is to promote gender equality. Personal laws in religious communities often disadvantage women in matters of marriage, divorce, and inheritance. Implementing a common civil law would foster a sense of unity and national integration, streamlining legal processes by eliminating the need for different laws for different communities.

Dr. B.R. Ambedkar introduced the UCC in the Constituent Assembly. While it is part of the Directive Principles of State Policy and not enforceable by law, it serves as a guiding principle for the central and state governments to work towards the welfare of all citizens. The UCC envisions abolishing personal laws based on religious texts, which regulate nearly every aspect of life and often discriminate against minorities and women.

Historically, civilizations like the Romans and Mesopotamians governed themselves based on civil laws rather than holy texts. The UCC, introduced in 1948, faced opposition from both Islamic fundamentalists and orthodox Hindus, who saw it as a threat to religious freedom.

Implementing the UCC will bring uniformity to our country, uplifting women and oppressed religious communities. Goa remains the only Indian state where the UCC is implemented. Globally, even Islamic countries like Turkey, Egypt, Jordan, and Morocco have codified personal laws per their constitutions, banning discriminatory practices like triple talaq.

The UCC’s successful implementation requires building consensus and involving experts from all communities. Only then can we ensure a unified and just India.

Ambedkar in the Constituent Assembly, the UCC is enshrined in Article 44 of our Indian Constitution. It forms part of the Directive Principles of State Policies, guiding the central and state governments in creating laws that promote the welfare of all citizens.

The concept of the UCC is to establish a common civil code for everyone, transcending the boundaries of personal laws dictated by various religious texts. Historically, these personal laws have governed aspects of life such as marriage, divorce, adoption, inheritance, and guardianship. However, many of these laws are discriminatory and have been particularly unfair to minorities and women.

The idea of a unified code is not new. Ancient civilizations like the Romans and Mesopotamians operated under civil laws rather than religious doctrines. Similarly, the U.S. Constitution exemplifies the principle of equality for all individuals under a common law.

In November 1948, when the UCC was introduced in the Indian Constituent Assembly, it sparked a significant debate, dividing the assembly into proponents and opponents. The objective was clear: “One Nation, One Law.” Yet, this simple objective proved challenging to implement in a newly independent India, a country with immense diversity in religion, ethnicity, and social customs.

Orthodox Hindus and Islamic fundamentalists opposed the UCC, fearing it would erode their religious freedoms and authority. The opposition was so intense that it led to the UCC being relegated to a Directive Principle, making it non-enforceable by law. Article 44 states, “The State shall endeavour to secure for the citizens a Uniform Civil Code throughout the territory of India.”Despite these challenges, the implementation of the UCC promises significant benefits. It would bring uniformity to our nation, uplift women and oppressed religious communities, and ensure equal rights for all. Today, Goa remains the only Indian state with a UCC, a legacy of its Portuguese colonial past where a common civil code was applied.

It’s worth noting that even Islamic countries like Turkey, Egypt, Jordan, and Morocco have reformed their laws in line with constitutional mandates. For instance, Jordan and Egypt have banned practices like triple talaq.

The UCC gained renewed attention in the 1980s with the Shah Bano case, where the Supreme Court ruled in favour of a Muslim woman seeking maintenance post-divorce, highlighting the need for a common civil code to promote national integration.

In its 2019 manifesto, the BJP promised to harmonize personal laws across religions, yet the UCC remains controversial. Misuse by religious forces and misinterpretation by politicians continue to hinder its acceptance.

To achieve the successful implementation of the UCC, we must build a consensus. This requires bringing together experts from all communities and faiths to ensure that the code respects India’s diverse cultural and religious landscape while upholding the principle of equality for all.

The Uniform Civil Code is not just a legal reform; it is a step towards realizing the true spirit of our Constitution—justice, equality, and unity for all Indians. Let us work together to make this vision a reality.

Twenty years before Watergate , then-Sen. Richard Nixon’s national political ambitions were in peril. He was accused of dipping into a private, $18,000 slush fund to cover expenses, and doubts about the propriety of his conduct intensified as the 1952 presidential election campaign unfolded.

Nixon was able to preserve what became a long career in national politics – and kept the vice presidential spot on that year’s Republican national ticket – with a talk on television and radio in which Checkers, his family’s cocker spaniel, figured memorably.

What is known as Nixon’s “Checkers” speech was without precedent, and it came at a moment when television was just beginning to have an impact on American political life.

Although popular memory of the speech has faded, the episode offers a reminder, perhaps loosely relevant these days to President Joe Biden, about how political firestorms – and demands that a controversial candidate quit a national party ticket – can in some circumstances be neutralized.

The “ Checkers ” case is also a reminder that a whiff of scandal isn’t necessarily destructive to a political campaign.

Nixon at a crossroads

The 1952 Republican ticket, led by Gen. Dwight D. Eisenhower, won a 39-state landslide over the Democrats’ presidential nominee, Gov. Adlai E. Stevenson of Illinois. The sweep of the Eisenhower-Nixon victory was an outcome no pollster had anticipated, as I note in my 2024 book, “ Lost in a Gallup: Polling Failure in U.S. Presidential Elections .”

But a Republican victory hardly seemed assured in mid-September 1952, when the New York Post reported that Nixon, then 39, had benefited from a private fund set up by supporters to cover expenses incurred as a U.S. senator from California.

The then-liberal Post said the fund was supported by a “millionaire’s club” of Californians and was “devoted exclusively to the financial comfort of Sen. Nixon.” The nest egg allowed Nixon to live in style well beyond what a senator’s salary – $12,500 annually, or about $145,000 these days – could support, the Post alleged.

Nixon was caught unawares and denied wrongdoing. He was slow to realize that the Post’s disclosure threatened his political career. Not only did it raise doubts about the senator’s judgment, the report appeared to contradict Eisenhower’s pledge to crack down on scandal, corruption and unethical conduct in Washington.

Nixon not only seemed to be “damaged goods,” as Tom Wicker wrote in his biography of Nixon . He was suddenly “a liability” to Eisenhower, a five-star general and America’s preeminent military hero of World War II.

Calls for Nixon to vacate the Republican ticket arose quickly, emanating even from within the Republican party and its Eastern establishment wing. Former New York Gov. Thomas E. Dewey, a two-time loser in campaigns for the U.S. presidency, urged Nixon to quit.

Nixon soon was the target of jeering audiences at campaign stops. Many reporters covering the candidate figured he would have to quit. Demands that he do so began appearing in newspapers that supported Eisenhower.

The Washington Post, for example, said Nixon’s quitting “would provide the Republican party an unparalleled opportunity to demonstrate the sincerity of its campaign against loose conduct and corruption in government.” The New York Herald Tribune, a voice of Eastern establishment Republicanism, called for Nixon “to make a formal offer of withdrawal from the ticket.”

Eisenhower, meanwhile, was lukewarm about Nixon’s remaining on the ticket and extended little more than half-hearted support to his running mate as the controversy deepened. He called on Nixon to make full disclosure about the fund.

A turnaround with Checkers

Nixon’s response was to plead his case to Americans by radio and television from a broadcast studio in Los Angeles. His half-hour speech was paid for by the Republican National Committee and aired live on Sept. 23, 1952, five days after the New York Post’s report about the fund.

Nixon during the broadcast was by turns adamant, self-pitying and partisan. His wife, Pat, was seated nearby in an armchair that was mostly out of camera range. She looked stricken the few times the camera turned her way.

Nixon emphasized his modest background and lifestyle, mentioning that his wife did not own a mink coat, an artifact of luxury at the time. Instead, Nixon said, she wore a “respectable Republican cloth coat.”

He described in detail his possessions and liabilities, saying, “It isn’t very much. But Pat and I have the satisfaction that every dime that we’ve got is honestly ours.”

Nixon said he had granted no “special favors” to the 76 contributors who donated as much as $1,000 to the fund, which had been set up two years before. Its singular purpose, Nixon asserted, was to help cover expenses “that I did not think should be charged to the taxpayers of the United States.”

The fund’s single largest expenditures were reported to be $6,100 for stationery and $3,430 for travel. “Not one cent” went for personal use, Nixon said.

Little of what Nixon described seemed to support the New York Post’s claims of a fund set up for his “financial comfort.”

Nearly 20 minutes into his remarks, Nixon invoked Checkers, a passage that helped win for the speech an enduring place in American political lore.

A Nixon supporter in Texas had gifted the pet to Nixon’s family after he heard a radio broadcast in which Pat Nixon said her daughters would like to have a dog.

Not long afterward, Nixon said during the speech, “we got a message from Union Station in Baltimore, saying they had a package for us. We went down to get it. You know what it was?

"It was a little cocker spaniel dog, in a crate … sent all the way from Texas, black and white, spotted. And our little girl Tricia, the six-year-old, named it Checkers,” Nixon said.

“And you know,” he added, “the kids, like all kids, loved the dog, and I just want to say this, right now, that regardless of what they say about it, we are going to keep” Checkers.

A ‘political masterstroke’

The writer George D. Gopen , in assessing the speech years later , said the reference to Checkers allowed Nixon’s daughters metaphorically to “burst onto the scene, unseen, to dominate our consciousness, playing with their dog.”

“That is great thinking and really good writing,” he wrote.

In the immediate aftermath of the speech, Robert Ruark , a syndicated columnist, wrote that Nixon had effectively “stripped himself naked for all the world to see, and he brought the missus and the kids and the dog … into the act.” Nixon had aligned himself with mainstream Americans in what Wicker described as a “political masterstroke.”

Nixon closed by inviting viewers and listeners to help decide his political fate by sending letters and telegrams not to Eisenhower but to members of the Republican National Committee. Tell them, Nixon said, “whether you think I should stay on or whether I should get off. And whatever their decision is, I will abide by it.”

Americans responded by the tens of thousands, expressing support for Nixon. Members of the Republican National Committee voted without objection to keep him on the ticket.

The outcome was perhaps encouraged by less-sensational disclosures at the time that Stevenson, the Democratic presidential nominee, had supported supplementary income funds for appointees to state positions in Illinois and that his running mate, Sen. John Sparkman, had kept his wife on his congressional payroll for 10 years.

The day after the speech, Eisenhower met Nixon in West Virginia and declared his running mate vindicated. “Why, you’re my boy!” the Herald Tribune quoted the general as saying.

A political disaster had been averted. Nixon served two terms as vice president in Eisenhower’s administrations and twice won the presidency before resigning in August 1974 over the Watergate scandal .

Nixon’s rescuing himself in the 1952 election was notable and perhaps instructive, suggesting that a creative, high-profile and timely response can prevent sensational allegations from overwhelming a beleaguered candidacy , much as they nearly did to Nixon.

The lessons of 1952, of course, are only superficially germane to Biden’s predicament in the aftermath of his recent disastrous debate with former President Donald Trump. Even though the long-ago Checkers speech offers no sure road map to surviving a political crisis, it does represent intriguing context to 2024.

It is certainly noteworthy that Biden in recent days has sought out a variety of audiences , including those of a television network , in an urgent gambit to preserve his candidacy for reelection.

Although Biden rejects their findings, polls make clear Biden’s not succeeding , that a Checkers-like redux is not in the offing.
