Public Finance and Financial Management - PhD

This field is concerned with the formulation, implementation, and evaluation of policies and procedures surrounding the use of resources and raising of revenues by public and non-profit entities. The primary emphasis is on nonprofit and healthcare organizations, and state and local governmental bodies, although some attention is given to the federal government and international settings as well.

Microeconomics is the most important disciplinary background for the field. Principles of efficient resource allocation as well as equity in outcome are used to analyze both the internal operations of organizations and their external environment. In other words, the study of: (1) financial management (internal to the organization), and (2) public finance (external to the organization) are combined. Common methodologies used to study finance issues are multivariate statistical analysis, techniques of managerial accounting, and finance and case studies. Students in the public finance and financial management field must complete the modules in microeconomic analysis and in applied statistics and econometrics.

Research in the areas of public finance and financial management often requires depth of knowledge in a specific area, such as education finance, financial management of nonprofit organizations, or tax policy. Such depth of knowledge involves both a foundation gained from coursework, as well as significant study of literature beyond the material covered in coursework.

Accounting (PhD)

Program description.

The Stern School of Business of New York University offers one of the finest PhD programs in accounting in the world. The curriculum is designed to provide a thorough understanding of current accounting theory, practice and research, taught within the framework of modern economic and finance theories as applied to the behavior of today’s corporations and financial markets. Our PhD students take extensive coursework in economics, finance, econometrics and statistics in addition to accounting. Students are entitled to take courses at Stern as well as other schools within the University such as the Arts and Sciences Graduate School of Economics and NYU’s famous Courant Institute of Mathematics. Our objective is to prepare students for faculty positions as researchers and teachers in top academic institutions.

Stern’s accounting faculty has a wide range of research interests and continuously publishes works in all major academic accounting research journals such as the Journal of Accounting Research, Journal of Accounting and Economics, the Accounting Review, the Review of Accounting Studies, and Contemporary Accounting Research. Furthermore, Stern’s accounting faculty has published in such major Finance journals as the Journal of Finance, the Journal of Financial Economics, and the Journal of Financial and Quantitative Analysis.

The Department boasts a large and diverse body of PhD students, who assist faculty with research projects early on in their doctoral program and often become co-authors to papers published in prestigious accounting journals.

Curriculum Details

Although every doctoral student must satisfy general requirements, each student designs and completes an individual program of study.

Each new doctoral student begins a program of study, which requires approval from the Area Coordinator and the Doctoral Office. Any unusual features or revisions of an approved program of study requires permission from both the department Area Coordinator and the Doctoral Office. Unless specifically approved in advance by the Area Coordinator and the Doctoral Office, MBA courses will not be eligible for tuition remission.

The general PhD degree requirement for students entering the program with a Master’s degree or equivalent is to successfully complete a minimum of 36 credits. The requirement for students entering the program with only a Bachelor’s degree is to successfully complete a minimum of 54 credits. If the Doctoral Office and the department Area Coordinator approve, a program of study may include previous graduate work at NYU or other universities. In all cases, students must complete at least 33 credits of coursework at NYU.

An approved program of study becomes part of the student’s permanent academic file and represents a formal commitment by both the student and the school. Any approved program can be modified as appropriate.

A complete program of study must include:

  • Prerequisites: Every student must satisfy the prerequisites in calculus, linear algebra, basic probability and statistics, and economics before starting doctoral study. This can be accomplished by taking courses in these subjects for a grade.
  • Basic Research Skills Methodology Courses: Every student must complete four research methodology courses, including three courses in probability and statistics, and one course in microeconomics.
  • Major Specialization & Elective Courses: Every student must complete the prescribed program of courses in their major specialization, as well as elective courses.

Comprehensive Examination

Successfully pass the comprehensive examination(s) required in the student’s area of study.

Teaching Workshop

Attend the Teaching Workshop and receive certification to teach an undergraduate course.

Teaching Preparations

Successful completion of the teaching practica as described in the PhD Handbook.

Teach an Undergraduate Course

Teach one undergraduate course or the equivalent during the 4th year of study.

Dissertation Proposal

Initiate a major piece of original research and present it for faculty approval.

Dissertation Defense

Complete a satisfactory dissertation and defend it successfully at the defense presentation. The research is the extension and completion of the research presented at the dissertation proposal.

The Steinhardt Fellowship Program

The standard Steinhardt Fellowship package includes an annual stipend, tuition remission for required course work, and student health insurance through your fifth year. The fellowship is reserved for full-time doctoral students. The 2024-2025 stipend is $33,867. Complete details are provided with each offer of admission.

Research Assistantships

Some doctoral students may be appointed to a Research Assistantship. Research Assistants are funded by external grants and work with a principal investigator on a funded research project. Unlike Steinhardt Fellows, Research Assistants agree to work 20 hours per week on an ongoing research project, typically with a team of faculty and other students. Research Assistants may not perform additional work assignments such as teaching or grading.

For the duration of the assistantship, Research Assistants receive funding that includes a stipend, tuition remission for required course work, and student health insurance.

Other Expenses to Consider

Beyond what is covered by your Steinhardt Fellowship or Research Assistantship, you may have additional expenses that you should keep in mind as you plan your budget. These may include, but are not limited to:

  • Late registration fees
  • Tuition for undergraduate courses
  • Tuition for graduate courses not applicable to your degree
  • Tuition for courses in excess of the total point requirement for your degree
  • Tuition for courses completed after the end of the fifth year
  • Tuition for courses and fees used to maintain official enrollment for study leading to a degree after the end of the fifth year; see doctoral student policies for more information

This 12-year-old memorized the periodic table at age 2. He’s heading to NYU after finishing high school in just 2 years

Recent high school graduate Suborno Isaac Bari, 12, plans to start studying math and physics at New York University in the fall, but he’s already got his ambitious sights set on beginning a doctoral program.

“I hope to graduate college at 14 in spring 2026,” said Suborno, who recently became the youngest graduate from his Long Island high school.

“If I ever decide to do a second Ph.D., it will be in physics, but mainly I want to focus on math,” he told CNN.

The gifted tween, who memorized the periodic table at 2 years old and has taught lectures at colleges in India since he was 7, graduated on Wednesday from Malverne High School in Nassau County, New York.

Suborno, who says he skipped to 12th grade after completing ninth grade studies, became the youngest-ever student to graduate from the high school, CNN affiliate WABC-TV reported.

His high school uses a 100-point GPA scale rather than a 4.0 scale, says Suborno, who shared he earned around a 96 GPA for his first year of high school and a 98 for his second and final year.

Once he began the 12th grade, Suborno took on nondegree classes at several universities around New York including NYU, Stony Brook University, the City University of New York and Brooklyn College.

“That was a whole new challenge for me,” he shared. “You’ve got much more homework, much longer classes, (many) more new subjects and material and it’s all condensed into a far shorter time than in school.”

The bright young student, whose family says he’s also skilled in painting, debate and playing the piano, could also be making history at NYU when he begins pursuing his bachelor of science degree.

A university spokesperson informed the Bari family “without NYU undertaking a complete review of its records, NYU is unaware of anyone younger than Suborno being admitted,” according to a copy of an email shared with CNN.

Suborno was introduced to education early on by his parents, Rashidul and Shaheda Bari. His father Rashidul teaches physics at Brooklyn Technical High school and his mother Shaheda is an elementary school teacher.

They noticed their youngest son was exceptionally bright in 2014 as they taught him basic math, according to Rashidul Bari.

“My wife was actually his teacher at the time. One day … she was teaching him one plus one, and he would be responding, ‘Mom, one plus one is two,’” Rashidul Bari said. “And then Mom would go, ‘then what is one plus two?’ And then he’d say ‘three,’ and then he’d be questioning Mom, ‘if one plus one is two, can you please tell me, what is n plus n?’”

The questions took Shaheda Bari by surprise, her husband says. Rashidul Bari says he at first paid it no mind because his eldest son, Refath Bari, 21, who attends Brown University, was also smart.

“So I told my wife, ‘OK, there is nothing surprising here, he probably did it to capture attention,’” Rashidul Bari said. “But it kept happening. Every math concept, he started abstracting.”

Suborno’s dad, who was a math student at the time, shared the fascinating discovery with one of his professors.

“My professor said, ‘no way, a 2-year-old cannot do that abstraction. You should pay serious attention,’” Rashidul Bari said.

Suborno continued attracting attention, which eventually led to him getting invited to take college-level courses, his dad said.

In 2016, then-President Barack Obama sent Suborno a letter praising the bright student for his hard work and accomplishments. The family shared a copy of the letter with CNN.

In 2020 when he was 7, Suborno began receiving invitations from colleges in India to teach, which he does three times a year, his dad says.

“That gives him lots of chances to have conversations with different levels of expertise, students, faculties, college presidents, so many people,” Rashidul Bari said.

The family says they were told by Mensa he must wait until he’s 14 years old – around the time Suborno says he plans to graduate from NYU – to have his IQ tested.

Suborno plans to continue his family’s trend of teaching by one day becoming a math and physics professor.

“It’s absolutely insane,” he said about starting at NYU in the fall. “I can’t wait for all the opportunities I’ll have, I’ll be able to meet people who are actually interested … fully in math and science, and people who are also majoring in math and physics and who want to find out these mysteries behind the universe.”
