Understand the Prompt or Research Question

The first step in your writing process is to fully understand the essay topic. If your professor gave you a prompt for your academic essay, spend some time analyzing it.

First, take note of whether you’re writing an expository or persuasive essay. The tone, structure, and word choice will differ between essay types.

Pay close attention to the wording of the prompt.

If your teacher wants you to “analyze” the effects of new technology in World War I, but you turn in a descriptive overview of the technology, you are not answering the question.

If they have given you a topic but no prompt, you’ll need to create a guiding question for your research.

Be specific in what you are trying to research, or you’ll end up overwhelmed with a topic that is too big in scope.

“Symbolism in modern literature” is too broad for a term paper, but “How does F. Scott Fitzgerald use symbolism in The Great Gatsby ?” is an achievable topic.

Once you understand exactly what your essay is about, you can begin the research phase. Create a strong note-taking system.

You’ll likely find that some of your research doesn’t fit into your essay once you start writing. That’s okay—it’s better to have too much information to support your argument than too little.

Write a Strong Thesis Statement

Possibly the most important step in essay writing is to craft a strong thesis statement. A thesis statement is a brief—usually single-sentence—explanation of what your essay is about.

The thesis statement guides the entire essay: every point you make should support your thesis.

A strong thesis is specific and long enough to address the major points of your essay.

In a persuasive or argumentative essay, your thesis should clearly establish the argument you are making.

Readability, or how easy something is to read, has many factors. Spelling and grammar are important, but so is sentence structure, word choice , and other stylistic features.

  • Sentence deviation to length ratio This is a measure of the sentence variety, and a major contributor to flow. Most novels score between 0.5 and 0.9, and popular ones often score near the high end of the range. You can increase this number by making long sentences longer, and short ones shorter.
  • Just the stats preset Use this preset when you're only interested in the stats tab. Critique and Flow will be hidden.
  • Honesty preset This preset checks for common indicators of deception, either by lying or omission, and is based on the findings of this study . Areas with high concentrations of these indicators should be viewed with skepticism.   • Misplaced conjunctions It is considered poor style to place coordinating conjunctions at either end of a sentence. Placing a subordinating conjunction at the end of a sentence is against the rules.

  • Overwriting Words like "very" and "really" make sentences wordier and weaken your message. These can be deleted in almost all cases without affecting the meaning of the sentence.
  • Abstract words Abstract words lack specificity and overusing them can make even simple concepts difficult to understand. There are times when abstract words are desirable or even necessary; it would be difficult to write about math or programming without mentioning variables or functions, but you should use more specific terms whenever possible.
  • Wordy and redundant phrases These phrases make your writing more difficult to understand. In most cases, they can be replaced with one or two words, or even deleted.
  • Legalese These antiquated, arcane words and phrases will make your writing look like a contract.
  • Double negatives Double negatives are almost always poor style.
  • Adverbs They aren't bad in small quantities, but consider revising your document if more than 5.5% of its words are adverbs. Adverbs ending in "-ly" are considered the worst offenders.
  • Adjectives They aren't bad in small quantities. A few of the words on this list can also function as other parts of speech. You have been warned.
  • Contractions In formal writing, the use of contractions is considered a fault.

  • Weasel words Like abstract words, weasel words and phrases lack specificity. At best, they convey uncertainty. At worst, they can be used to "weasel out" of telling the truth in a straightforward manner. When checking a document that is speculative by nature, you might want to disable this detector.
  • Third person pronouns According to this study , high concentrations of third person pronouns may indicate deception.
  • Bias language These words and phrases often show the author's bias.
  • Uncommon words Uncommon words will increase the document's reading difficulty.

  • Sentence fragments A sentence must have at least one noun and one verb. Anything that does not is a fragment, and if it occurs outside of dialog, it should probably be rewritten.

That idea is introduced in a  topic sentence . The topic sentence should generally lead on from the previous paragraph and introduce the point to be made in this paragraph. Transition words can be used to create clear connections between sentences.

After the topic sentence, present evidence such as data, examples, or quotes from relevant sources. Be sure to interpret and explain the evidence, and show how it helps develop your overall argument.

Lack of access to reading and writing put blind people at a serious disadvantage in nineteenth-century society. Text was one of the primary methods through which people engaged with culture, communicated with others, and accessed information; without a well-developed reading system that did not rely on sight, blind people were excluded from social participation (Weygand, 2009). While disabled people in general suffered from discrimination, blindness was widely viewed as the worst disability, and it was commonly believed that blind people were incapable of pursuing a profession or improving themselves through culture (Weygand, 2009). This demonstrates the importance of reading and writing to social status at the time: without access to text, it was considered impossible to fully participate in society. Blind people were excluded from the sighted world, but also entirely dependent on sighted people for information and education.

Bad editing is usually very heavy-handed editing. Instead of helping you find your best voice and ideas, a bad editor changes your writing into their own vision.

You may be dealing with a bad editor if they:

  • Add material (examples, descriptions) that doesn't come from you
  • Use a thesaurus to make your college essay sound "more mature"
  • Add meaning or insight to the essay that doesn't come from you
  • Tell you what to say and how to say it
  • Write sentences, phrases, and paragraphs for you
  • Change your voice in the essay so it no longer sounds like it was written by a teenager

Colleges can tell the difference between a 17-year-old's writing and a 50-year-old's writing. Not only that, they have access to your SAT or ACT Writing section, so they can compare your essay to something else you wrote. Writing that's a little more polished is great and expected. But a totally different voice and style will raise questions.

Where's the Line Between Helpful Editing and Unethical Over-Editing?

Sometimes it's hard to tell whether your college essay editor is doing the right thing. Here are some guidelines for staying on the ethical side of the line.

  • An editor should say that the opening paragraph is kind of boring, and explain what exactly is making it drag. But it's overstepping for an editor to tell you exactly how to change it.
  • An editor should point out where your prose is unclear or vague. But it's completely inappropriate for the editor to rewrite that section of your essay.
  • An editor should let you know that a section is light on detail or description. But giving you similes and metaphors to beef up that description is a no-go.

Proofreading (also called copy-editing) is checking for errors in the last draft of a written work. It happens at the end of the process and is meant as the final polishing touch. Proofreading is meticulous and detail-oriented, focusing on small corrections. It sands off all the surface rough spots that could alienate the reader.

Because proofreading is usually concerned with making fixes on the word or sentence level, this is the only process where someone else can actually add to or take away things from your essay . This is because what they are adding or taking away tends to be one or two misplaced letters.

Laser focus. Proofreading is all about the tiny details, so the ability to really concentrate on finding small slip-ups is a must.

Excellent grammar and spelling skills. Proofreaders need to dot every "i" and cross every "t." Good proofreaders should correct spelling, punctuation, capitalization, and grammar. They should put foreign words in italics and surround quotations with quotation marks. They should check that you used the correct college's name, and that you adhered to any formatting requirements (name and date at the top of the page, uniform font and size, uniform spacing).

Limited interference. A proofreader needs to make sure that you followed any word limits. But if cuts need to be made to shorten the essay, that's your job and not the proofreader's.

A bad proofreader either tries to turn into an editor, or just lacks the skills and knowledge necessary to do the job.

Some signs that you're working with a bad proofreader are:

  • If they suggest making major changes to the final draft of your essay. Proofreading happens when editing is already finished.
  • If they aren't particularly good at spelling, or don't know grammar, or aren't detail-oriented enough to find someone else's small mistakes.
  • If they start swapping out your words for fancier-sounding synonyms, or changing the voice and sound of your essay in other ways. A proofreader is there to check for errors, not to take the 17-year-old out of your writing.

What Do Colleges Think of Your Getting Help With Your Essay?

Admissions officers agree: light editing and proofreading are good—even required ! But they also want to make sure you're the one doing the work on your essay. They want essays with stories, voice, and themes that come from you. They want to see work that reflects your actual writing ability, and that focuses on what you find important.

On the Importance of Editing

Get feedback. Have a fresh pair of eyes give you some feedback. Don't allow someone else to rewrite your essay, but do take advantage of others' edits and opinions when they seem helpful. ( Bates College )

Read your essay aloud to someone. Reading the essay out loud offers a chance to hear how your essay sounds outside your head. This exercise reveals flaws in the essay's flow, highlights grammatical errors and helps you ensure that you are communicating the exact message you intended. ( Dickinson College )

On the Value of Proofreading

Share your essays with at least one or two people who know you well—such as a parent, teacher, counselor, or friend—and ask for feedback. Remember that you ultimately have control over your essays, and your essays should retain your own voice, but others may be able to catch mistakes that you missed and help suggest areas to cut if you are over the word limit. Ask for input (but not too much). Your parents, friends, guidance counselors, coaches, and teachers are great people to bounce ideas off of for your essay. They know how unique and spectacular you are, and they can help you decide how to articulate it. Keep in mind, however, that a 45-year-old lawyer writes quite differently from an 18-year-old student, so if your dad ends up writing the bulk of your essay, we're probably going to notice. Now let's talk about some potential people to approach for your college essay editing and proofreading needs. It's best to start close to home and slowly expand outward. Not only are your family and friends more invested in your success than strangers, but they also have a better handle on your interests and personality. This knowledge is key for judging whether your essay is expressing your true self.

Parents or Close Relatives

Your family may be full of potentially excellent editors! Parents are deeply committed to your well-being, and family members know you and your life well enough to offer details or incidents that can be included in your essay. On the other hand, the rewriting process necessarily involves criticism, which is sometimes hard to hear from someone very close to you.

A parent or close family member is a great choice for an editor if you can answer "yes" to the following questions. Is your parent or close relative a good writer or reader? Do you have a relationship where editing your essay won't create conflict? Are you able to constructively listen to criticism and suggestion from the parent?

One suggestion for defusing face-to-face discussions is to try working on the essay over email. Send your parent a draft, have them write you back some comments, and then you can pick which of their suggestions you want to use and which to discard.

Teachers or Tutors

A humanities teacher that you have a good relationship with is a great choice. I am purposefully saying humanities, and not just English, because teachers of Philosophy, History, Anthropology, and any other classes where you do a lot of writing, are all used to reviewing student work.

Moreover, any teacher or tutor that has been working with you for some time, knows you very well and can vet the essay to make sure it "sounds like you."

If your teacher or tutor has some experience with what college essays are supposed to be like, ask them to be your editor. If not, then ask whether they have time to proofread your final draft.

Guidance or College Counselor at Your School

The best thing about asking your counselor to edit your work is that this is their job. This means that they have a very good sense of what colleges are looking for in an application essay.

At the same time, school counselors tend to have relationships with admissions officers in many colleges, which again gives them insight into what works and which college is focused on what aspect of the application.

Unfortunately, in many schools the guidance counselor tends to be way overextended. If your ratio is 300 students to 1 college counselor, you're unlikely to get that person's undivided attention and focus. It is still useful to ask them for general advice about your potential topics, but don't expect them to be able to stay with your essay from first draft to final version.

Friends, Siblings, or Classmates

Although they most likely don't have much experience with what colleges are hoping to see, your peers are excellent sources for checking that your essay is you .

Friends and siblings are perfect for the read-aloud edit. Read your essay to them so they can listen for words and phrases that are stilted, pompous, or phrases that just don't sound like you.

You can even trade essays and give helpful advice on each other's work.

If your editor hasn't worked with college admissions essays very much, no worries! Any astute and attentive reader can still greatly help with your process. But, as in all things, beginners do better with some preparation.

First, your editor should read our advice about how to write a college essay introduction , how to spot and fix a bad college essay , and get a sense of what other students have written by going through some admissions essays that worked .

Then, as they read your essay, they can work through the following series of questions that will help them to guide you.

Introduction Questions

  • Is the first sentence a killer opening line? Why or why not?
  • Does the introduction hook the reader? Does it have a colorful, detailed, and interesting narrative? Or does it propose a compelling or surprising idea?
  • Can you feel the author's voice in the introduction, or is the tone dry, dull, or overly formal? Show the places where the voice comes through.

Essay Body Questions

  • Does the essay have a through-line? Is it built around a central argument, thought, idea, or focus? Can you put this idea into your own words?
  • How is the essay organized? By logical progression? Chronologically? Do you feel order when you read it, or are there moments where you are confused or lose the thread of the essay?
  • Does the essay have both narratives about the author's life and explanations and insight into what these stories reveal about the author's character, personality, goals, or dreams? If not, which is missing?
  • Does the essay flow? Are there smooth transitions/clever links between paragraphs? Between the narrative and moments of insight?

Reader Response Questions

  • Does the writer's personality come through? Do we know what the speaker cares about? Do we get a sense of "who he or she is"?
  • Where did you feel most connected to the essay? Which parts of the essay gave you a "you are there" sensation by invoking your senses? What moments could you picture in your head well?
  • Where are the details and examples vague and not specific enough?
  • Did you get an "a-ha!" feeling anywhere in the essay? Is there a moment of insight that connected all the dots for you? Is there a good reveal or "twist" anywhere in the essay?
  • What are the strengths of this essay? What needs the most improvement?

Should You Pay Money for Essay Editing?

One alternative to asking someone you know to help you with your college essay is the paid editor route. There are two different ways to pay for essay help: a private essay coach or a less personal editing service , like the many proliferating on the internet.

My advice is to think of these options as a last resort rather than your go-to first choice. I'll first go through the reasons why. Then, if you do decide to go with a paid editor, I'll help you decide between a coach and a service.

When to Consider a Paid Editor

In general, I think hiring someone to work on your essay makes a lot of sense if none of the people I discussed above are a possibility for you.

If you can't ask your parents. For example, if your parents aren't good writers, or if English isn't their first language. Or if you think getting your parents to help is going create unnecessary extra conflict in your relationship with them (applying to college is stressful as it is!)

If you can't ask your teacher or tutor. Maybe you don't have a trusted teacher or tutor that has time to look over your essay with focus. Or, for instance, your favorite humanities teacher has very limited experience with college essays and so won't know what admissions officers want to see.

If you can't ask your guidance counselor. This could be because your guidance counselor is way overwhelmed with other students.

If you can't share your essay with those who know you. It might be that your essay is on a very personal topic that you're unwilling to share with parents, teachers, or peers. Just make sure it doesn't fall into one of the bad-idea topics in our article on bad college essays .

If the cost isn't a consideration. Many of these services are quite expensive, and private coaches even more so. If you have finite resources, I'd say that hiring an SAT or ACT tutor (whether it's PrepScholar or someone else) is better way to spend your money . This is because there's no guarantee that a slightly better essay will sufficiently elevate the rest of your application, but a significantly higher SAT score will definitely raise your applicant profile much more.

Should You Hire an Essay Coach?

On the plus side, essay coaches have read dozens or even hundreds of college essays, so they have experience with the format. Also, because you'll be working closely with a specific person, it's more personal than sending your essay to a service, which will know even less about you.

But, on the minus side, you'll still be bouncing ideas off of someone who doesn't know that much about you . In general, if you can adequately get the help from someone you know, there is no advantage to paying someone to help you.

If you do decide to hire a coach, ask your school counselor, or older students that have used the service for recommendations. If you can't afford the coach's fees, ask whether they can work on a sliding scale —many do. And finally, beware those who guarantee admission to your school of choice—essay coaches don't have any special magic that can back up those promises.

Should You Send Your Essay to a Service?

On the plus side, essay editing services provide a similar product to essay coaches, and they cost significantly less . If you have some assurance that you'll be working with a good editor, the lack of face-to-face interaction won't prevent great results.

On the minus side, however, it can be difficult to gauge the quality of the service before working with them . If they are churning through many application essays without getting to know the students they are helping, you could end up with an over-edited essay that sounds just like everyone else's. In the worst case scenario, an unscrupulous service could send you back a plagiarized essay.

Getting recommendations from friends or a school counselor for reputable services is key to avoiding heavy-handed editing that writes essays for you or does too much to change your essay. Including a badly-edited essay like this in your application could cause problems if there are inconsistencies. For example, in interviews it might be clear you didn't write the essay, or the skill of the essay might not be reflected in your schoolwork and test scores.

Should You Buy an Essay Written by Someone Else?

Let me elaborate. There are super sketchy places on the internet where you can simply buy a pre-written essay. Don't do this!

For one thing, you'll be lying on an official, signed document. All college applications make you sign a statement saying something like this:

I certify that all information submitted in the admission process—including the application, the personal essay, any supplements, and any other supporting materials—is my own work, factually true, and honestly presented... I understand that I may be subject to a range of possible disciplinary actions, including admission revocation, expulsion, or revocation of course credit, grades, and degree, should the information I have certified be false. (From the Common Application )

For another thing, if your academic record doesn't match the essay's quality, the admissions officer will start thinking your whole application is riddled with lies.

Admission officers have full access to your writing portion of the SAT or ACT so that they can compare work that was done in proctored conditions with that done at home. They can tell if these were written by different people. Not only that, but there are now a number of search engines that faculty and admission officers can use to see if an essay contains strings of words that have appeared in other essays—you have no guarantee that the essay you bought wasn't also bought by 50 other students.

  • You should get college essay help with both editing and proofreading
  • A good editor will ask questions about your idea, logic, and structure, and will point out places where clarity is needed
  • A good editor will absolutely not answer these questions, give you their own ideas, or write the essay or parts of the essay for you
  • A good proofreader will find typos and check your formatting
  • All of them agree that getting light editing and proofreading is necessary
  • Parents, teachers, guidance or college counselor, and peers or siblings
  • If you can't ask any of those, you can pay for college essay help, but watch out for services or coaches who over-edit you work
  • Don't buy a pre-written essay! Colleges can tell, and it'll make your whole application sound false.

2024 Nelson Institute Rising Star Alumni Award Winners

Gloria Castillo Posada

A 2016 graduate of the Nelson Institute’s environment and resources master’s program, Gloria Castillo Posada has taken her degree back to the community through her outreach and engagement work. After completing her master’s coursework, she joined Sustain Dane as its sustainable communities director, then transitioned to the YWCA Madison as a race and gender equity coordinator. Since 2022, she’s been with Madison Gas and Electric, today working as their customer engagement and community services manager. In her role, she works with community-based organizations to develop culturally relevant energy-based engagement initiatives, including activities with the Madison Metropolitan School District.

Naomi Louchouarn

After earning a dual bachelor’s in applied ecology and wildlife biology from Quebec’s McGill University and a master’s in conservation planning from the University of California–Santa Barbara, Naomi Louchouarn continued her academic journey in the Nelson Institute’s environment and resources PhD program. While completing her studies, she was a researcher in the Carnivore Coexistence Lab, published several peer-reviewed articles, and taught a course for Nelson’s two professional master’s programs. She now works as a river restoration project manager for the Grand Traverse Band of Ottawa and Chippewa Indians in the lower peninsula of Michigan.

Laura Miller

Laura Miller, a participant of the Nelson Institute’s Community Environmental Scholars Program, graduated in 2019 with her degree in environmental studies. Today, she’s a program analyst with the Washington, D.C.-based Department of Energy & Environment where she manages two environmental workforce development programs, one for local master’s students and one for the International Brotherhood of Electrical Workers labor union. She also pays it forward by supporting the next generation of environmental leaders, volunteering career services at a local high school and supporting programs to increase youth, young adult, and BIPOC involvement in environmental careers.

Anna Weinberg

In addition to her environmental studies certificate from the Nelson Institute, Anna Weinberg graduated in 2018 with a bachelor’s degree in conservation biology and zoology (with honors) from the College of Letters & Science. She was an active member of campus, interning with the Office of Sustainability, leading the student organization Campus Leaders for Energy Action Now, studying abroad, and researching in the Carol Lee Evolutionary Biology Lab. Today, she works as a research scientist in the University of Arizona School of Natural Resources and the Environment’s Conservation and Adaptation Resources Toolbox (CART) program.

2024 Nelson Institute Distinguished Alumni Award Winners

Arlyne Johnson

For decades, Arlyne Johnson has been on the front lines of international conservation. Her coursework at the Nelson Institute focused on land use planning for wildlife conservation in tropical ecosystems, which she translated to years of field research and program development in Ecuador, Papua New Guinea, and Laos through the Wildlife Conservation Society. In 2011, Johnson joined the nonprofit Foundations of Success, which accelerates the global impacts of conservation through education and outreach. Now an adjunct professor in the Nelson Institute, Johnson teaches the next generation of conservationists through the environmental conservation accelerated master’s program, which she helped develop.

Curt Meine

When you think conservation , you think Aldo Leopold . And when you think Aldo Leopold , you think Curt Meine — or at least you should. For his dissertation in the Nelson Institute’s land resources program, Meine quite literally wrote the book on Leopold: a comprehensive biography of the famed conservationist called Aldo Leopold: His Life and Work . Today, Meine brings his knowledge and passion for conservation biology and environmental history into numerous organizations, including the Aldo Leopold Foundation as a senior fellow, the International Crane Foundation as a research associate, and UW–Madison and the Nelson Institute as an adjunct professor.

Jeff Rudd

Jeff Rudd embodies the Nelson Institute’s interdisciplinarity emphasis and pay-it-forward mentality. After earning degrees in biological sciences, philosophy, and law, followed by a career as a criminal prosecutor, Rudd came to UW–Madison to pursue his PhD in Nelson’s environment and resources program. Coupling his problem-solving and research skills, Rudd then built an investment practice in Madison. He has since returned to the Nelson Institute in an advisory and support capacity, serving on the Board of Visitors and working hands-on with the energy analysis and policy program.

Artificial intelligence systems can now create remarkably accurate reconstructions of what someone is looking at based on recordings of their brain activity. These reconstructed images are greatly improved when the AI learns which parts of the brain to pay attention to.

“As far as I know, these are the closest, most accurate reconstructions,” says Umut Güçlü at Radboud University in the Netherlands.

Chancellor Rachel Reeves is taking immediate action to fix the foundations of our economy

In her first speech as Chancellor, Rachel Reeves laid out plans to rebuild Britain and make every part of the country better off.

Good morning.

Last week, the British people voted for change.

And over the last 72 hours I have begun the work necessary to deliver on that mandate.

Our manifesto was clear:

Sustained economic growth is the only route to the improved prosperity that country needs and the living standards of working people.

Where previous governments have been unwilling to take the difficult decisions to deliver growth…

… or have waited too long to act…

… I will not hesitate.

Growth [political content removed]. It is now our national mission.

There is no time to waste.

This morning I want to outline the first steps [political content removed] taken to fix the foundations of our economy.

So we can rebuild Britain and make every part of our country better off.

But first, let me address the inheritance.

I have repeatedly warned that whoever won the general election would inherit the worst set of circumstances since the Second World War.

What I have seen in the past 72 hours has only confirmed that.

Our economy has been held back by decisions deferred and decisions ducked.

Political self-interest put ahead of the national interest.

A government that put party first, country second.

We face the legacy of fourteen years of chaos and economic irresponsibility.  

That is why over the weekend I instructed Treasury officials to provide an assessment of the state of our spending inheritance so that I can understand the scale of the challenge. And I will present this to Parliament before the summer recess. 

This will be separate from a Budget that will be held later this year – and I will confirm the date of that Budget, alongside a forecast from the Office for Budget Responsibility, in due course.

All governments face difficult choices – and I will not shrink from those choices.

Those choices are made harder, however, by the absence of the economic growth necessary to not only balance the books but also to improve living standards.

New Treasury analysis that I requested over the weekend shows that, had the UK economy grown at the average rate of other OECD economies this last 13 years, our economy would have been over £140 billion larger.

This could have brought in an additional £58 billion in tax revenues in the last year alone. That’s money that could have revitalised our schools, our hospitals, and other public services.

Growth requires difficult choices – choices that previous governments have shied away from.

And it now falls to [political content removed] fix the foundations.

We have promised a new approach to growth – one fit for a changed world.

That approach will rest on three pillars – stability, investment, and reform.

Let me turn first to stability.

In the run-up to the general election, I set out the crucial first steps in our economic plans:

To deliver economic stability, so we can grow our economy and keep taxes, inflation and mortgages as low as possible.

And that commitment stands.

I emphasised this commitment in a meeting with the Governor of the Bank of England on Friday, and I will do the same when I meet the chair of the Office for Budget Responsibility this week.

These institutions are guarantors of our economic stability and I will not be playing games at their expense.

Over the weekend I made clear to Treasury officials that the manifesto commitments that we were elected on will be kept to and they will be delivered on.

That includes robust fiscal rules.

And it includes our commitments to no increases in National Insurance, and the basic, higher, or additional rates of Income Tax, or VAT.

Now I know there are some who will argue that the time for caution is past.

That a large majority in Parliament means we have the licence to row back on the principles of sound money and economic responsibility.

I know that many of you aren’t used to hearing this after recent years. But I believe that the promises that a party is elected on should be delivered on in government and we will do so.

We do not take lightly the trust of voters who have been burned too often by incompetence, irresponsibility, and recklessness.

And to investors and businesses who have spent fourteen years doubting whether Britain is a safe place to invest, then let me tell you:

After fourteen years, Britain has a stable government. A government that respects business, wants to partner with business, and is open for business.

In an uncertain world, Britain is a place to do business.

Let me turn to how we will unlock private investment that we so desperately need.

[Political content removed] …plans to launch a new National Wealth Fund, with a remit to invest – and so to catalyse private sector investment – in new and growing industries.

And in March, the former governor of the Bank of England, Mark Carney, agreed to lead a Taskforce on the establishment of a new National Wealth Fund.

I can tell you today that I have received the report from that Taskforce, and I will be announcing the next steps in short order.

Alongside investment must come reform.

Because the question is not whether we want growth, but how strong is our resolve – how prepared are we to make hard choices and face down the vested interests;

How willing, even, to risk short-term political pain to fix Britain’s foundations.

The story of the last fourteen years has been a refusal to confront the tough and responsible decisions that are demanded.

This government will be different.

And there is no time to waste.

Nowhere is decisive reform needed more urgently than in the case of our planning system.

Planning reform has become a byword for political timidity in the face of vested interests and a graveyard of economic ambition.

Our antiquated planning system leaves too many important projects getting tied up in years and years of red tape before shovels ever get into the ground.

We promised to put planning reform at the centre of our political argument – and we did.

We said we would grasp the nettle of planning reform – and we are doing so.

Today I can tell you that work is underway.

Over the weekend, I met with the Prime Minister and the Deputy Prime Minister to agree the urgent action needed to fix our planning system.

Today, alongside the Deputy Prime Minister, I am taking immediate action to deliver this [political content removed] government’s mission to kickstart economic growth;

And to take the urgent steps necessary to build the infrastructure that we need, including one and a half million homes over the next five years.

The system needs a new signal. This is that signal.

First, we will reform the National Planning Policy Framework, consulting on a new growth-focused approach to the planning system before the end of the month, including restoring mandatory housing targets.

And, as of today, we are ending the absurd ban on new onshore wind in England. We will also go further and consult on bringing onshore wind back into the Nationally Significant Infrastructure Projects regime, meaning decisions on large developments will be taken nationally not locally.

Second, we will give priority to energy projects in the system to ensure they make swift progress…

… and we will build on the spatial plan for Energy by expanding this to other infrastructure sectors.  

Third, we will create a new taskforce to accelerate stalled housing sites in our country…

…beginning with Liverpool Central Docks, Worcester Parkway, Northstowe and Langley Sutton Coldfield, representing more than 14,000 homes.

Fourth, we will also support local authorities with 300 additional planning officers across the country.

Fifth, if we are to put growth at the centre of our planning system, that means changes not only to the system itself, but to the way that ministers use our powers for direct intervention.

The Deputy Prime Minister has said that when she intervenes in the economic planning system, the benefit of development will be a central consideration and that she will not hesitate to review an application where the potential gain for the regional and national economies warrant it.

… and I welcome her decision to recover two planning appeals already, for data centres in Buckinghamshire and in Hertfordshire.

To facilitate this new approach, the Deputy Prime Minister will also write to local mayors and the Office for Investment to ensure that any investment opportunity with important planning considerations that comes across their desks is brought to her attention and also to mine.

The Deputy Prime Minister will also write to Local Planning Authorities alongside the National Planning Policy Framework consultation, making clear what will now be expected of them…

…including universal coverage of local plans, and reviews of greenbelt boundaries. These will prioritise Brownfield and grey belt land for development to meet housing targets where needed.

And our golden rules will make sure the development this frees up will allow us to deliver thousands of the affordable homes too, including more for social rent.

Sixth, as well as unlocking new housing, we will also reform the planning system to deliver the infrastructure that our country needs.

Together, [political content removed] we will ask the Secretaries of State for Transport and Energy Security and Net Zero to prioritise decisions on infrastructure projects that have been sitting unresolved for far too long.

And finally, we will set out new policy intentions for critical infrastructure in the coming months, ahead of updating relevant National Policy Statements within the year.

I know that there will be opposition to this.

I’m not naïve to that;

And we must acknowledge that trade offs always exist: any development may have environmental consequences, place pressure on services, and rouse voices of local opposition.

But we will not succumb to a status quo which responds to the existence of trade-offs by always saying no, and relegates the national interest below other priorities.

We will make those tough decisions, to realise that mandate. 

Be in no doubt – we are going to get Britain building again.

We are going to get Britain’s economy growing again.

We will end the prevarication and make the necessary choices to fix the foundations:

We will introduce a modern industrial strategy, to create good work and drive investment in all of our communities.

We will reform our skills system, for a changing world of work.

We will tackle economic inactivity and get people back to work.

We will take on the hard work of reforming our public services, to make them fit for the future.

We will work closely with our national, regional and local leaders to power growth in every part of Britain.

And we will turn our attention to the pensions system, to drive investment in homegrown businesses and deliver greater returns to pension savers.

I know the voters’ trust cannot be repaid through slogans or gimmicks – only through action, only through delivery.

The Treasury I lead is proceeding on that basis.

I was appointed to this post less than 72 hours ago.

Upon my arrival, I told Treasury staff that the work starts straight away.

That work has begun.

I have commissioned and received economic analysis from HMT officials on the lost growth of the past 14 years, which I have set out today.

I have instructed Treasury officials to prepare an assessment of the state of our spending inheritance, to be presented to Parliament before the summer recess.

I have started working with the Prime Minister, to make the necessary preparations for the establishment of a Growth Mission Board, and that board will meet before summer recess, focused squarely on reviving our country’s economic growth and prosperity

I have established a new Growth Delivery Unit here, at the heart of  the Treasury.

I have received the recommendations of the National Wealth Fund Taskforce, and will shortly be announcing next steps.

There is much more to do.

More tough decisions to be taken.

And we will repay that trust.

The work towards a decade of national renewal has begun.

And we are just getting started.

The Struggles of President Biden and the Truth About Aging

Last week, President Biden tried to acknowledge and mitigate concerns about his capacity to stay on in the most important job in the world. “I know I’m not a young man, to state the obvious,” he said after a disastrous debate against Donald Trump. “I don’t walk as easy as I used to. I don’t speak as smoothly as I used to. I don’t debate as well as I used to.” But, the president went on, “I know, like millions of Americans know, when you get knocked down, you get back up.”

He was asking Americans to see themselves in him and to recognize his debate performance as both an aberration from and a continuation of who he has always been: a person who may suffer and stumble but whose ambition, commitment and confidence in himself have provided a backstop of resilience against insult and injury.

Reporters and Mr. Biden’s biographers have been reflecting over the past week about the severity and nature of his condition and on whether they missed signs or were duped. Americans are suddenly engaged in a speculative conversation about whether the president is physically and mentally fit to lead the country and whether they can trust his self-assessment. What would it mean for a person to “get back up” who also can’t walk, speak or debate with the ease he once did? And how to make sense of his appearance at the debate and the stories that have emerged since about lapses of memory, naps during the day and occasional bouts of confusion?

I’m a geriatrician, a physician whose specialty is the care of older adults. I watched the debate and saw what other viewers saw: a president valiantly trying to stand up for his record and for his nation but who seemed to have declined precipitously since the State of the Union address he gave only a few months earlier.

As a country, we are not having a complete or accurate discussion of age-related debility. I know no specifics — and won’t speculate here — about Mr. Biden’s clinical circumstances. But in the face of so much confused conjecture, I think it’s important to untangle some of the misunderstanding around what age-related decline may portend. Doing so requires understanding a well-characterized but underrecognized concept: clinical frailty.

As we age, everyone accumulates wear and tear, illness and stress. We can all expect to occasionally lose a night’s sleep, struggle with jet lag, catch a virus, trip and fall or experience side effects from medication. But for young and middle-aged people who are not chronically or seriously ill, these types of insults don’t usually change the way we function in the long term. This is not so for frail elders.
