Scholarship, Funding and Fees

In order to attract top candidates from around the world to pursue full-time PhD studies at HKU, application to  HKU Presidential PhD Scholar Programme (‘The Programme’)  for the admission year 2023-24 has commenced on September 1, 2022.  The Programme offers the most prestigious scholarship package, namely, the HKU Presidential PhD Scholarship (HKU-PS), to selected outstanding full-time PhD students admitted to The University of Hong Kong. 

The HKU Presidential PhD Scholars will also receive strong academic and training support from the University, e.g. individualised advisory service, training in teaching and opportunities to interact with leading scholars.  A group of distinguished Faculty members will also give advice, provide additional mentorship and training opportunities, and oversee the academic career paths. 

Scholarship Package for 2023-24 admission

Each HKU Presidential PhD Scholar will receive a HKU-PS package of up to around HK$420,900 (US$53,960 ) in the first year, and up to around HK$400,900 (US$51,390) in each of the subsequent years during the normative study period. The package includes:

(a) Cash Award to support research and living expenses:            HK$40,000 in Year 1; HK$20,000 per year in the remaining normative study period (b) Waiver of composition fees for the whole normative study period (i.e. HK$42,100 per year) (c) Postgraduate Scholarship of HK$27,100 per month (d) Conference and Research-related Travel Allowance of HK$13,600 per year (e) Financial support to selected outstanding students for an additional year of study beyond the normative study period to reward their outstanding research output and progress (f) A guaranteed hall place in Year 1, with possibility of renewal

Eligibility and Selection

The HKU Presidential PhD Scholars shall be the brightest candidates who are passionate about research applying for the full-time PhD programmes at HKU.  Applications for the HKU-PS Programme should be submitted following the instruction on https://www.gradsch.hku.hk/gradsch/rola/online-application-for-mphil-phd-admission .

PhD applicants with very strong qualifications in academic and/or research achievements will be considered for the HKU-PS Programme, with consultation from Faculties. After successful screening for the first batch of candidates who submitted the applications before Dec 1, 2022, further selection will be conducted in batches by August 2023. Candidates will be selected by a panel of professors representing different disciplines.  Shortlisted candidates will then be invited to attend an interview. 

The Hong Kong PhD Fellowship Scheme (HKPF) , established by the  Hong Kong Research Grants Council (RGC) in 2009, aims at attracting the best and brightest students across the world to pursue their research degree programmes in Hong Kong. Around 300 PhD Fellowships are awarded by the RGC each academic year.

Eligibility

New applicants to full-time PhD programmes in government-funded institutions in Hong Kong, irrespective of their country of origin and ethnic background, are eligible to apply. Applicants should demonstrate outstanding academic performance, research ability/potential, communication and interpersonal skills, and leadership abilities.

The Fellowships

The HKPF provides each awardee with both a monthly scholarship and a conference and research related travel allowance per year for a period up to three years. In 2023-24, the scholarship is worth HK$27,100 and the conference and research related travel allowance HK$13,600.  For HKPF awardees who are admitted to a 4-year PhD programme, the University of Hong Kong (HKU) will provide a monthly scholarship and travel allowance at the same level as the HKPF for their fourth year of study. 

For the 2023-24 exercise, all HKPF holders will be awarded the HKU Presidential PhD Scholarship . Each HKPF holder will be provided the following by HKU on top of what they will receive from the RGC:

•   Cash Award to support research and living expenses:           HK$40,000 in Year 1; HK$20,000 per year in the remaining normative study period •  Waiver of composition fees for the whole normative study period (i.e. HK$42,100 per year) •  a guaranteed hall place in Year 1, with possibility of renewal in Year 2

Application

Application for HKPF normally starts on September 1 and ends in early December every year.  Applicants can check the exact application dates on the  RGC website . 

Applicants need to submit one initial on-line application (only with basic information such as their names and place of birth) through the RGC system to obtain a reference number. For the 2023-24 exercise, the deadline  for submitting an initial application to RGC is December 1, 2022  at Hong Kong Time noon  (GMT +8 hours).  Please click here for RGC on-line initial application.

Applicants who have chosen HKU in their initial applications should submit an on-line application form and upload soft copies of  supporting documents  via the HKU application system to complete the application to HKU. They are required to indicate that they are applying for the HKPF and quote the reference number assigned to them by the RGC. They should also make sure that their application materials do not contain any plagiarised materials, particularly the research proposal & research experience and vision statements, which are expected to be an original piece of work written by the applicant.  The deadline for submitting an application to HKU is December 1, 2022 . The RGC has announced that UGC-funded full-time Dual/Joint PhD Programmes having at least two years of normative study period spent in local universities would be included in the HKPF Scheme with effect from the 2019/20 intake. However, the RGC would only provide monthly fellowship as well as conference and research-related travel allowance to HKPF awardees enrolled in the Dual/Joint PhD programmes during their study period spent in Hong Kong.]

Full-time MPhil and PhD students who hold a first degree with second-class honours first division (or equivalent) or above are normally considered eligible to receive a Postgraduate Scholarship during the normative study period. Candidates' results in Master's degrees may also be considered. The basic level of scholarship is HK$18,030 per month (w.e.f. September 1, 2020) .

A PGS holder whose PhD probationary candidature has been confirmed will receive a higher PGS rate with effect from the following calendar month after his/her probation is fully confirmed. For example:   probation confirmed within November 1 – 30, 2020  --> higher PGS  rate is applicable w.e.f. December 1, 2020.  The higher PGS rate is HK$18,520 per month (w.e.f. September 1, 2020).

The University Grants Committee (UGC) provides a non-means-tested ‘ Tuition Waiver Scheme ’ (‘The Scheme’) for all current and new  local students enrolled in full-time UGC-funded Research Postgraduate (RPg) programmes of any disciplines in local institutions, to cover their composition fees with effect from July 1, 2018.  Eligible students do not need to apply for the Scheme.

Academic Awards

The University administers a number of scholarships that are awarded to postgraduate students for outstanding academic achievements. Here are some  examples  available to current students.

Full-time MPhil and PhD students are eligible to apply for conference and/or travel support for presenting papers/posters in overseas academic conferences or participating in other overseas educational activities.

Full-time non-local research postgraduate students who register on July 1, 2019 and thereafter are guaranteed a hall place in their first year of study.

Recipients of Hong Kong PhD Fellowship (HKPF) and HKU Presidential PhD Scholarship (HKU-PS) are guaranteed a hall place in Year 1, with possibility of renewal in Year 2.

The application for 2024/25 Hong Kong PhD Fellowship Scheme is now closed. Successful candidates will be notified by RGC via email in May 2024.

  • Obtain an HKPFS reference number from the Hong Kong Research Grants Council .
  • Submit the HKPFS application online directly to HKUST .
  • Applicants who have chosen two HKUST programs in the initial application are reminded to submit a separate full application for EACH chosen program to HKUST.
  • Please be reminded to quote the HKPFS reference number obtained from RGC.
  • Nicely inform your referees that it is most helpful if they can provide the reference reports earliest possible.
  • Attend the admission interviews, where appropriate.
  • Successful candidates will be notified by RGC via email.
  • The result of HK PhD Fellowship Scheme will also be announced in the website of Research Grants Committee (RGC) at https://www.ugc.edu.hk/eng/rgc/funding_opport/hkpfs/funded_research.html .
  • Candidates who are not selected for the fellowship, may be considered for admission to relevant PhD program(s) with Postgraduate Studentship of HK$220,680/year.

Find the Program

HKUST PhD programs require a combination of coursework and independent research, with a major emphasis on research. The normal duration of studies of full-time PhD program is three years if a relevant research master’s degree is earned prior to the PhD program, or four years with a bachelor’s degree. All programs are taught in English.

The Faculty of Business and Economics, University of Hong Kong (HKU Business School) admits outstanding students to our full-time PhD programme, focusing on one of the six distinct fields of study.  Applicants without a research Master's degree shall be considered for admission to the four-year PhD programme, while those with a research Master's degree shall be considered for admission to the three-year PhD programme.

Admission Schedule

Our PhD programme matriculates new students once a year in the fall semester, starting normally in September.  The application for admission 2024/25 opens on September 1, 2023 and the Main Round application is available through December 1, 2023 .  Applications received after this date will not normally be considered unless there are available places left after admitting the main round applicants.

Qualified applicants are encouraged to apply for the Hong Kong PhD Fellowship Scheme (HKPFS), which was established by the Research Grants Council (RGC) of Hong Kong to attract the best and brightest students in the world to pursue their PhD studies in Hong Kong’s universities.  An initial application should be made to RGC through the HKPFS Electronic System (deadline: December 1, 2023 at Hong Kong Time 12:00:00) before submitting applications for PhD admission to HKU.  For more details, please visit here .

Application Requirements

All applications should be submitted via the online application system of the Graduate School of HKU.   Applicants should visit the Graduate School website for full details of the application procedures .  The following materials are required for making an application and should be submitted via the online application system on or before December 1, 2023 :

  • Completed online application form
  • Academic transcripts(s) and graduation certificate(s) of undergraduate and/or postgraduate studies
  • Research proposal
  • Official score report of GMAT or GRE (see details below)
  • Official score report of TOEFL or IELTS (see details below)
  • Two academic referee's reports (submitted directly from the referees)

Degree Qualifications

To be eligible for admission to the PhD programme, applicants should possess:

  • a Bachelor’s degree with first class honours (or equivalent qualification) from a recognised university; or,
  • a Bachelor's degree with honours and a Master's degree (or equivalent qualification) from a recognised university.

All applicants are required to demonstrate their capability for graduate studies by obtaining satisfactory scores in the Graduate Management Admission Test (GMAT) or Graduate Record Examinations (GRE), taken within five years. Institution code:

English Language

Applicants who come from a university outside Hong Kong where the language of instruction and examination is not English are required to take one of the following English language proficiency tests, of which scores are valid for 2 years:

Tuition Fees and Scholarships

Tuition Fees

For the academic year 2023-24, the tuition fee for the full-time PhD programme is HK$42,100 per annum.

Postgraduate Scholarship (PGS)

Full-time regular students are eligible to receive a Postgraduate Scholarship (PGS) during the normative study period.  The basic level of scholarship is  HK$18,390 per month (w.e.f. September 1, 2023) .

A PGS holder whose PhD probationary candidature has been confirmed will receive a higher PGS rate with effect from the following calendar month after his/her probation is fully confirmed.  The higher PGS rate is HK$18,890 per month (w.e.f. September 1, 2023).

FBE PhD Entrance Scholarship

The FBE PhD Entrance Scholarship shall be awarded to new students admitted to our full-time PhD programme on the basis of academic merit at the time of admission.  Students may be considered for the general track OR the Taught Postgraduate (TPg) track of the Scholarship based on the criteria fulfilled.  Candidates considered for TPg track must be registered in or within one year of graduation from an eligible TPg programme offered by HKU Business School by December 1 of the year preceding admission to the full-time PhD programme.

The number of Scholarships to be awarded and/or the exact value of each Scholarship shall be determined each year.  For general track, the Scholarship shall be of the value of  HK$42,100  for the academic year 2023-2024.  For TPg track, the Scholarship shall offset the  amount of tuition fee paid  by the awardee for the eligible TPg programme preceding admission to the full-time PhD programme.

All eligible candidates will automatically be considered and no application for the Scholarship is required.  In the event of there being no suitable candidate in any year, no awards shall be made.

Hong Kong PhD Fellowship Scheme (HKPFS)

The Hong Kong PhD Fellowship Scheme (HKPFS), established by the Hong Kong Research Grants Council, aims at attracting the best and brightest students across the world to pursue PhD studies in Hong Kong.

All HKPFS holders of HKU will be concurrently awarded the HKU Presidential PhD Scholarship, details of which is provided in the section below.  For more information on HKPFS, please visit here .

HKU Presidential PhD Scholar Programme (HKU-PS)

In order to attract top candidates from around the world to pursue full-time PhD studies at HKU, the HKU Presidential PhD Scholar Programme offers the most prestigious scholarship package to selected outstanding full-time PhD students.

HKU Presidential PhD Scholars will also receive strong academic and training support from the University, e.g. individualised advisory service, training in teaching and opportunities to interact with leading scholars.  A group of distinguished Faculty members will also give advice, provide additional mentorship and training opportunities, and oversee the academic career paths.

All applicants applying for the full-time PhD programme will be automatically considered for the HKU-PS programme.  In view of the intense competition, Main Round applicants are strongly encouraged to apply also for the Hong Kong PhD Fellowship Scheme (HKPFS).

Personal Information Collection Statement

Established in 2009 by the Research Grants Council (RGC), the Hong Kong PhD Fellowship Scheme (HKPFS) aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong's universities.

Eligibility

Those who are seeking admission as new full time PhD students in Hong Kong universities funded by the University Grants Committee (UGC), irrespective of their country of origin, prior work experience and ethnic background, should be eligible to apply. Applicants should demonstrate outstanding qualities of academic performance, research ability / potential, communication and interpersonal skills, and leadership abilities.

Fellowship Award

The Fellowship provides an annual stipend of HK$331,200 (approximately US$42,460) and a conference and research related travel allowance of HK$13,800 (approximately US$1,760) per year for the awardees for a period of three years. 350 PhD Fellowships will be awarded in the 2024/25 academic year 1 . For awardees who need more than three years to complete the PhD degree, additional support may be provided by the chosen universities. Selection Panels

Shortlisted applications, subject to their areas of studies, will be reviewed by one of the two HKPFS Selection Panels with experts in the relevant broad areas - one for Sciences, Medicine, Engineering and Technology and another one for Humanities, Social Sciences and Business Studies.

Selection Criteria

While academic excellence is of prime consideration, the Selection Panels will take into account, but not limited to, the four yardsticks below for selection of candidates:

  • Academic excellence;
  • Research ability and potential;
  • Communication and interpersonal skills; and
  • Leadership abilities.

Application Process

Applicants may choose up to two programmes in one or two universities for PhD study in their HKPFS applications. They are also required to submit application(s) for PhD admission to relevant university(ies) directly for their selected programme(s). Applicants are therefore required to fully comply with the admission requirements of their selected universities and programmes. The HKPFS 2024/25 calls for applications from 1 September 2023 to 1 December 2023 (12:00 noon Hong Kong Time) . Details on application procedures are available at http://www.rgc.edu.hk/hkphd .

Individual universities will conduct interviews with applicants as part of the assessment for selection.   • The Hong Kong Special Administrative Region Government Scholarship recognises the achievements of outstanding local and non-local students studying in the eight University Grants Committee-funded universities, the Hong Kong Academy for Performing Arts, and the Vocational Training Council. The scholarship is HK$80,000 (approximately US$10,300) per year for non-local students.
  • The Self-financing Post-secondary Education Fund provides scholarships to outstanding local and non-local students pursuing full-time locally-accredited self-financing sub-degree or bachelor’s degree programmes. The scholarship is HK$80,000 (approximately US$10,300) per year for non-local recipients of Outstanding Performance Scholarship.
  • The Hong Kong PhD Fellowship Scheme aims to attract the best and brightest students from around the world to pursue PhD programmes in Hong Kong. The Fellowship Scheme provides an annual stipend of HK$319,200 (approximately US$40,900) and a conference and research-related travel allowance of HK$13,300 (approximately US$1,700) per year for each awardee for a period of three years. For awardees who need more than three years to complete the PhD degree, additional support may be provided by the chosen universities.
  • The Scholarship is open to students from Indonesia, Malaysia, Thailand, Myanmar, Mongolia and Kazakhstan to pursue first-year full-time publicly-funded undergraduate studies in Hong Kong. Details of the respective schemes are as follows –
  • Commencing from the 2016/17 academic year, scholarships would be offered to outstanding Indonesian students annually.
  • Funding Source: HKSAR Government Scholarship Fund
  • Commencing from the 2017/18 academic year, scholarships would be offered to outstanding Malaysian students annually.
  • Commencing from the 2017/18 academic year, scholarships would be offered to outstanding Thai students annually.

Congratulations to two of our talented PhD students, Miss Yang Qian and Miss Wang Yihua , on winning the First Prize in The 2nd Kubuqi Award: International Desert Sustainable Development Proposal Competition which took place from November 2023 to April 2024. Under the guidance of Dr Xiao-hao Sun, Research Assistant Professor of CEE, Miss Yang and Miss Wang presented their innovative proposal titled “ Bio-stimulation to form a biocrust layer for plant growth and sustainable ecosystem restoration ” with an inventive idea of utilizing Bio-stimulation technology to improve land degradation, promote plant growth, restore sustainable ecosystems, and effectively control sandstorms.  Organized by the Elion Foundation and Treelion Foundation, The Kubuqi Award has been a driving force in inspiring the younger generation to actively engage in environmental protection and sustainable development efforts. The competition places a special emphasis on the research and application of cutting-edge technology, empowering students to leverage innovation for a greener future.    Congratulations again to our talented students for their exceptional performance in The 2nd Kubuqi Award competition. Together, we continue to drive positive change and shape a more sustainable world for generations to come.

IMEL PhD Students Awarded Scholarships to Attend a Prestigious University of Geneva SDG Summer School on Planetary Health

SDG Summer School

We wish to congratulate two IMEL PhD students, Danjelle Midgely and Nadine Nyamangirazi, who have been awarded EU Albatross scholarships to attend a month-long SDG Summer School on Planetary Health at the University of Geneva in July 2024. 

The SDG Summer School is inspired by the UN Sustainable Development Goals. The theme of the 2024 programme is Planetary Health, with a focus on the impact of climate change on human health. It emphasizes team-based problem-solving and the agile creation of practical prototypes, driven by real-world challenges, presented by experts from international organizations in Geneva. 

Danjelle Midgley

Danjelle Midgley is a first-year PhD student under the supervision of A/Prof. Melanie Murcott. Danjelle's research focuses on climate change litigation strategies in South Africa. Danjelle works as an attorney at the Centre for Environmental Rights in the Activist Support and Training programme. She is excited to attend the course and learn new practical problem-solving skills to add to her legal knowledge to be put to use in her work as an environmental and climate justice lawyer and scholar in South Africa.

Nadine Nyamangiraz

Nadine Nyamangirazi is also a first-year PhD law student under Melanie's supervision. Nadine's research centres on the intersection of international trade and environmental law within the African context. She is confident that the insights gained from the SDG Summer School will  not only enrich her academic pursuits but also provide significant professional growth opportunities, empowering her to advance her career and make a meaningful impact in her field. Nadine is particularly drawn to the collaborative nature of the SDG Summer School, which fosters an environment conducive to learning, sharing ideas, and forging meaningful connections. She looks forward to engaging deeply with her peers and mentors, gaining valuable insights, and contributing to innovative solutions during this transformative experience.

The School of Law of City University of Hong Kong (CityUHK) conducted the Ceremony of School of Law Scholarships and Other Students’ Achievements on 29 May 2024. The Ceremony was well attended by donor representatives, award recipients and their family members.

Professor LIN Feng, Dean of CityUHK School of Law, welcomed all participants to the Ceremony. He congratulated all the awardees and expressed School’s gratitude for the generous donations of donors. He also expressed appreciation for some alumni who approached him and were enthusiastic to set up scholarships for students. Those scholarships he remarked would make a difference to students especially when they are in financial difficulties. He also thanked staff members and family members of the recipients for their unfailing support.

The Sir T.L. Yang Society High Table Dinner was held on 21 May 2024 at the Hong Kong Jockey Club, Happy Valley Racecourse. Over 200 friends and leaders of the Hong Kong legal community, Distinguished Professional Mentors, accomplished alumni, Faculty colleagues and undergraduate students gathered to celebrate the students’ completion of their first year of study and to bid farewell to the graduating class. 

The event began with welcome remarks by Professor Lutz-Christian Wolff, Dean of CUHK LAW, followed by presentation of admission scholarships and Dean’s List awards. It was graced by the presence of former Chief Justice of Hong Kong, Dr. The Hon. Geoffrey Ma, GBM, KC, SC, CUHK LAW Honorary Professor, who delivered an inspiring High Table address to the students.

CUHK LAW express gratitude to all new and long-time Distinguished Professors Mentors, leaders of the legal community, for their kind involvement, for staying engaged as a community and for volunteering their time out of their busy schedule to provide invaluable advice to CUHK LAW students.

This study explores the impact of timebanking, where individuals earn time credits, non-monetary currency, for volunteering, on promoting volunteerism among older adults.

We employed a quasi-experimental design with 116 timebank group (TBG) participants and 114 comparison group (CG) participants from 2021-2022. TBG received time credits to exchange for rewards, while CG received no time credits (i.e., volunteering as usual). The intervention of timebanking lasted for one year. Volunteering behaviors were tracked via an app, and intentions to volunteer were assessed at baseline (T0), after 6 months (the midpoint of the intervention, T1), and after 12 months (the endpoint of the intervention, T2). The use of rewards by TBG participants was also recorded (e.g., for personal use or sharing with others). Furthermore, focus group interviews were conducted to understand how rewards influenced participants’ volunteerism.

TBG had significantly higher weekly volunteer hours at T2 (β = 1.37, p = 0.021) and increased intent to volunteer at T1 (β = 0.54, p = 0.001) and T2 (β = 0.51, p = 0.001) compared to CG. Participants using rewards personally volunteered more at T2 (β = 2.09, p = 0.014), although sharing rewards with family and friends or donating rewards to others did not yield the same effect. The qualitative study suggested that a sense of feeling recognized generated by timebanking may encourage increased volunteering and that personal reward use enriched the volunteer experience, and individuals sharing rewards with family and friends experienced a sense of fulfillment and reinforcement of their prosociality.

Timebanking effectively encourages late-life volunteering. The study provides practical implications for promoting volunteering among older people.
