Call for Applications for PhD Scholarships 2023

The Max Planck Institute Luxembourg has launched a call for applications for PhD scholarships in 2023.

Advanced doctoral students working in comparative procedural law, international procedural law and adjudication, or enforcement of European financial market regulation are invited to apply by 15 May 2022.  While proficiency in English is required in order be able to participate in the Institute’s scientific activities, the call is also open to doctoral candidates writing their thesis in a language other than English.

The scholarship offers young scientists the opportunity to stimulate their scientific inspiration and advance their research in a dynamic environment. In addition to a monthly grant of  1.500   € , the selected candidates will be offered a workstation in the reading room, and will have the opportunity to participate in the Institute’s scientific activities.

The Department of Law of the Faculty of Law, Economics and Finance of the University of Luxembourg is looking for a PhD candidate to conduct research in Philosophy of Law or Theory of Law.

Your Role...

The doctoral researcher will be working under the supervision of Professor Johan van der Walt. The doctoral researcher's main task will be to prepare a doctoral thesis in the field of philosophy of law and more specifically the theory of liberal democratic law. The thesis work will be undertaken at the University of Luxembourg but can also be jointly-supervised with another university. The suggested theme of the PhD concerns the challenge that liberal democratic law-making faces in a time of populist and/or climate politics. The candidate is, however, welcome to suggest any other topic within the field of legal theory. The doctoral candidate will contribute to the teaching of classes ranging from one to three hours per week, of small group teachings and tutorials.

Qualifications...

We are looking for a candidate with demonstrated interest in legal theory and philosophy of law. In particular, the following requirements apply:

  • A Master's Degree in legal theory or constitutional law
  • Have the linguistic skills to evolve in a multilingual environment: fluency in either English or French, good understanding of the second language and possibly a third language, German in particular, will be considered an advantage
  • Excellent communication and writing skills

Fundings for PhD candidates

Several fundings from the Luxembourg National Research Fund (FNR) are available for PhD candidates (with Masters).

The main instrument for PhD candidates is the AFR Individual Grant. The AFR PhD grant scheme is divided into two sub-categories:

  • AFR PhD in Luxembourg (AFR Incoming): Candidates from any nationality may apply for a doctoral position in an eligible Luxembourg host institution. Candidates will have to spend >50% in Luxembourg under an employment contract with the host institution;
  • AFR PhD abroad (AFR Outgoing): Luxembourg nationals, or residents in Luxembourg for more than 5 consecutive years, may apply for a doctoral position in a public higher education institution abroad. The rule for this type of AFR grants is an employment contract with the institution abroad, but in exceptional cases, grants without a work contract can be awarded.

In 2022, 5 MEUR will be committed to support this funding scheme.

Useful and practical information on AFR grants

  • The contribution to the annual salary costs of a PhD candidate amounts 44.322 € / year  (salary index as of Oct 2021; in case the official Luxembourg salary index changes, the above-mentioned FNR contribution will be adapted automatically by the FNR). A topping-up by the employer is possible up to a maximum gross salary of 62.461 €/yr.
  • The salary contribution will be paid until the PhD degree has been awarded with a maximum duration of 4 years. Alternatively: beneficiaries of an AFR PhD fellowship without employment contract will receive a monthly stipend of 1,500 € (in exceptional cases as specified above). The topping-up of the stipend up to a maximum amount of 2.100 € per month is possible.
  • Employment contracts shall be the rule. AFR PhD grants are aimed at host Institutions to employ AFR beneficiaries to conduct their research projects. Stipends (i.e. fellowships without employment contracts) are only awarded outside Luxembourg in exceptional cases).
  • A one-off travel lump sum, to be paid to the PhD candidate at the start of her/his AFR grant, based on the airline distance between the beneficiary’s residence at the application deadline or start of the grant, and her/his host Institution.
  • A fixed training and mobility allowance of 6.000 € per PhD candidate. The training allowance is available to cover costs related to the candidate’s training and mobility activities: i.e. scientific/transferable skills training, scientific conferences or summer/winter schools, field work or travel between scientific contacts involved in the project as well as international research stays.

1. slovenia.

Slovenia is the highest-ranking country in the number of Ph.D. degrees earned by adults between the ages of 25 and 64. 5% of the entire population in Slovenia has a Ph.D. The distribution between Ph.D. adults in Slovenia finds more female doctorates than males. About 4.5% of adult females have a Ph.D., compared to about 3% of adult males in Slovenia.

2. Switzerland

Switzerland has the second-highest rate of Ph.Ds. globally, with nearly 3% of the adult population holding this advanced degree. In Switzerland, men are more likely to hold a Ph.D., representing 4% of the total doctorate population, compared to about 2.5% for female doctorates.

Rounding out our list of highly educated countries with the most Ph.Ds., the United Kingdom has about 2% of the population holding a Ph.D. In the United Kingdom, males and females are pretty close to equal in higher education. Males account for more Ph.D. degrees, with about 2.5%, while females are close behind with nearly 2.3% Ph.Ds.

Another European country on our list of the most Ph.Ds., Germany, has about 2% of its population with a Ph.D. This country sees a more significant discrepancy between males and females when it comes to higher education. About 1.75% of males account for Ph.Ds. awarded, while only about 1% of females have their Ph.D. in Germany.

8. Australia

Breaking up the stranglehold at the top of our list between Europe and the United States, Australia makes the list with the 8th most Ph.D. citizens per capita. In Australia, 2% of the population holds a doctorate degree. Males and females are almost identical regarding Ph.Ds., with males just slightly earning a Ph.D. more frequently. Males account for 1.1% of Ph.Ds. in the country, while females account for 1.0% of the Ph.Ds. awarded in Australia.
