A collection of Senate Democrats are taking aim at institutional investors in single-family rental (SFR) homes. Amy Klobuchar (D-Minn.) and Sherrod Brown (D-Ohio) unveiled legislation on Friday that would require corporations and private equity firms to report bulk purchases of single-family homes to federal regulators for antitrust review. The legislation — known as the Housing Acquisitions Review and Transparency (HART) Act — would require deep-pocketed landlords to disclose purchases to the Federal Trade Commission (FTC) and the Department of Justice (DOJ). According to a statement from the lawmakers, antitrust enforcers could then “stop anticompetitive transactions that could increase rents, decrease services, and push homebuyers out of the market.” “Like far too many parts of our economy, housing is becoming increasingly concentrated in the hands of large corporations,” Klobuchar said in a statement. “As we’ve seen in other cases of unchecked consolidation, consumers often end up paying higher prices for fewer options. My legislation with Senator Brown will ensure antitrust reporting rules are applied to residential housing so commercial transactions of these properties no longer fly under the radar.” The SFR industry has been a regular target of scorn from affordable housing advocates since growing in prominence in the aftermath of the financial crisis of the late 2000s. Back then, private equity firms bought large numbers of single-family homes in foreclosure — and at heavy discounts. The federal government encouraged these purchases in the hope that they would stabilize home prices. Blackstone spun its SFR business into Invitation Homes and took it public as a real estate investment trust in 2017. Invitation now owns about 80,000 houses. Other large SFR companies include Progress Residential, American Homes 4 Rent and FirstKey Homes. Critics have long contended that the presence of large landlords in communities causes rents to rise rapidly, displaces residents and pushes potential homeowners out of the market by inflating home values. A recent study from Zillow found that single-family rent prices have increased almost 40% since the COVID-19 pandemic began in March 2020. And a study released this week by the Federal Reserve Bank of Philadelphia concluded that the presence of SFR companies raises rents for the houses they buy and for other SFRs in a community, but it did not find evidence that they cause gentrification. The timing of the release is notable. President Joe Biden’s shaky performance in the first presidential debate two weeks ago has caused panic among congressional Democrats and donors, leading to discussions of whether Biden should be removed from the ticket. In a high-stakes press conference on Thursday night, Biden said he aims to cap rent hikes at 5%. He did not say how he intends to do this, nor is it mentioned in the HART Act. Co-sponsors of the bill are Mazie Hirono (D-Hawaii), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), Tina Smith (D-Minn.), Chris Van Hollen (D-Md.), Elizabeth Warren (D-Mass.) and Ron Wyden (D-Ore.). Quelle: picture alliance / Laci Perenyi Am 27. Juni 2024 ist das Gesetz zur Modernisierung des Staatsangehörigkeitsrechts in Kraft getreten. Menschen, die in Deutschland arbeiten und gut integriert sind, können schon nach fünf statt nach acht Jahren deutsche Staatsangehörige werden. Sie brauchen ihre bisherige Staatsangehörigkeit und damit einen Teil ihrer Identität nicht mehr aufzugeben. Zugleich werden die Anforderungen für das Bekenntnis zur freiheitlichen demokratischen Grundordnung strenger. Hier gilt: Rassismus , Antisemitismus oder jede andere Form von Menschenfeindlichkeit schließen eine Einbürgerung aus. aktuelles Zitat:"Ich freue mich sehr, dass das neue Staatsangehörigkeitsrecht jetzt in Kraft tritt. Im weltweiten Wettbewerb um die besten Köpfe müssen wir Fachkräften die Perspektive geben, in absehbarer Zeit voll und ganz Teil unserer Gesellschaft werden zu können." Bundesinnenministerin Nancy Faeser Bekenntnis zur freiheitlich demokratischen GrundordnungWas erwarten wir von Menschen, die Deutschland zu ihrer Heimat machen wollen? - Wer in Deutschland eingebürgert werden will, muss sich zu den Werten einer freiheitlichen Gesellschaft bekennen. Dazu gehören insbesondere die Würde und Gleichheit aller Menschen. Antisemitische, rassistische oder sonstige menschenverachtend motivierte Handlungen sind mit der Menschenwürdegarantie des Grundgesetzes unvereinbar. Hierzu wurde auch der Fragenkatalog des Einbürgerungstests erweitert.
- Wer durch sein Verhalten zeigt, dass er die im Grundgesetz festgelegte Gleichberechtigung von Mann und Frau missachtet, kann nicht eingebürgert werden. Das schließt eine Mehrehe mit ein.
- Voraussetzung für eine Einbürgerung ist, dass man den Lebensunterhalt für sich und die eigenen Familienangehörigen grundsätzlich allein bestreiten kann.
- Gast- und Vertragsarbeiter haben einen wesentlichen Beitrag zur Entwicklung Deutschlands geleistet. Sie haben aber in der Vergangenheit kaum Integrationsangebote erhalten. Als Sprachnachweis genügt daher nun, dass sie sich im Alltag auf Deutsch ohne nennenswerte Probleme mündlich verständigen können. Auf den Einbürgerungstest wird verzichtet.
- Das Verfahren der Sicherheitsabfrage wird digitalisiert und beschleunigt. Staatsangehörigkeitsbehörden erhalten die Erkenntnisse der Sicherheitsbehörden.
Öffentliche EinbürgerungsfeiernDie Einbürgerung ist für alle Beteiligten ein Grund zum Feiern. Das Staatsangehörigkeitsgesetz sieht deshalb vor, dass die Einbürgerungsurkunde nach Möglichkeit in einem feierlichen Rahmen in einer öffentlichen Einbürgerungsfeier ausgehändigt werden soll. Modernisierung des StaatsangehörigkeitsrechtsWas ändert sich, um Deutschland für ausländische Fachkräfte attraktiver zu machen? - Mit der Reform des Staatsangehörigkeitsrechts wird in Deutschland Mehrstaatigkeit zugelassen. Für die Einbürgerung gelten künftig klare und nachvollziehbare Regeln: Nachgewiesen werden müssen unter anderem eine gelungene Integration , gute Deutschkenntnisse sowie die eigenständige Sicherung des Lebensunterhaltes.
- Eine Einbürgerung ist künftig in der Regel nach fünf statt wie bisher nach acht Jahren möglich. Für Menschen, die sich besonders gut integriert haben, ist eine Einbürgerung bereits nach drei Jahren möglich. Das gilt zum Beispiel, wenn sie im Job herausragende Leistungen erzielen oder sich ehrenamtlich engagieren, sehr gut Deutsch sprechen und den Lebensunterhalt für sich und ihre Familie eigenständig bestreiten können.
- Alle in Deutschland geborenen Kinder ausländischer Eltern erhalten nun die deutsche Staatsangehörigkeit und können die Staatsangehörigkeit ihrer Eltern behalten, wenn mindestens ein Elternteil seit mehr als fünf Jahren rechtmäßig in Deutschland lebt und ein unbefristetes Aufenthaltsrecht besitzt.

Congress has requested that the US Navy conduct a study looking into other ships it can arm with missiles given the pressing need to maintain US naval power amid ongoing shipbuilding delays. The potential short-term solutions, it said, are key to keeping up US strength in the Indo-Pacific region, especially as China continues building up its naval forces . In a report accompanying a new draft of the annual defense policy bill for the 2025 fiscal year, the US Senate Armed Services Committee wrote that it was "concerned with the number of Navy battle force ships" and vertical launch platforms for missiles over the next two years. "Given the ongoing naval buildup by the People's Republic of China, the committee believes these projected declines increase risk to US forces in the US Indo-Pacific Command area of responsibility," lawmakers wrote. The committee report added that it doesn't believe the Navy is adequately preparing to meet requirements for those capabilities in the near-term. Related stories The request comes in response to delays on the first new Constellation-class guided missile frigate, which won't be delivered until at least 2029, three years behind schedule, per a Navy report earlier this year. The second ship in the class is also delayed. Congress' push for short-term naval combat solutions is also linked to the slow procurement of new large, unmanned surface vessels, which is not expected to begin until 2027. With this in mind, "the committee believes the US Navy needs to focus more on supplementary options for increasing ship numbers and missile-launching capacity in the nearer term." By April 2025, Congress expects the Navy to pursue a number of solutions, including a crewed version of the LUSV, more missile-launching capacity, "foreign, commercial, or US government ship designs" that could be adapted for the Navy, and existing Navy platforms "that could be quickly modified into missile-firing ships through the addition of VLS (vertical launch system), bolt-on, or containers missile launchers." In its report, the committee acknowledged its concerns that these near-term solutions are needed to keep the US Navy in fighting shape should conflict in the Indo-Pacific region arise, especially considering the massive naval buildup seen in China . Back in April, a 45-day review showed major delays for most of the Navy's big shipbuilding projects , including its Columbia-class ballistic missile submarine program, a top priority for the Department of Defense . Beyond the Navy's shipbuilding woes, other US military deficiencies have prompted lawmakers and other national leaders to raise concerns about how the Pentagon is prioritizing its military capacity in the Pacific in order to counter and deter China. In May, 13 members of Congress wrote to Air Force Secretary Frank Kendall and Navy Secretary Carlos Del Toro about the glaring vulnerabilities of US Pacific air bases and aircraft in the face of a missile barrage from China, for example. With China's current missile strike capabilities," the lawmakers wrote in their letter, " China can attack all US bases in the region , targeting US service members from Okinawa to those on US territories of Guam and the Commonwealth of the Northern Mariana Islands."
